Director of Finance and Accounts (FMG/PA 4)

Under the direction of the Deputy Governor-General’s Secretary (Corporate Services), the Chief Financial Officer (CFO) is responsible for managing the financial operations of the Office of the Governor-General. This includes overseeing accounting and financial management activities such as budgeting, commitments, expenditure and receipt controls, payroll preparation, and financial accounts. The CFO safeguards the Office’s assets by applying sound accounting principles and procedures, compiling, analyzing, and presenting financial information and performance data through timely reports and statements that reflect the financial status of the Office. The CFO provides strategic financial advice and supports the Governor-General’s Secretary (GGS) by supplying financial data that forms the basis for financial management reports presented to His Excellency The Governor-General and the Ministry of Finance & Planning (MOF&P). In this capacity, the CFO monitors the utilization of budgets to ensure the efficient use of allocated resources and provides recommendations that are financially sound while considering risk, financial planning and control, cash flow, and proper accounting practices. Additionally, the CFO ensures that the Finance and Accounting Unit operates in accordance with the requirements, regulations, and instructions of the Financial Administration and Audit (FAA) Act, as well as the policies from the MOF&P. This role includes providing guidance on financial regulations, related GOJ Staff Orders, and ensuring compliance across the Unit. Grounds/Landscape Supervisor (SOG/ST 5

Under the supervision of the Deputy Governor-General’s Secretary (Private), the Landscape/Grounds Supervisor is responsible for landscaping and maintaining the King’s House grounds to provide a beautiful backdrop for National and Civic ceremonies, Royal and State Visits, Meetings, Tours and other events undertaken by the Office. The areas include the outer and inner entrance ways to King’s House, inner roadways, Teardrop Garden, The Governor-General’s Garden, Ceremonial Garden, Hardwood Garden, Banyan Lawn, Ceremonial Lawn, West Lawn, Office areas and adjoining Car Parks, and the East Pasture. The incumbent organizes, trains and directs assigned Staff to assure effective operations, and that the highest level and quality of service is accorded to Their Excellencies, guests, and Staff. This role requires technical knowledge of landscaping structures, landscape design, ornamental plants, ground cover, plant care and pest control procedures, and, the operation of landscaping tools and equipment. Accounts Payables/ Payroll Officer (FMG/AT2)

Under the supervision of the Director- Finance & Accounting, the Accounting Technician II (Payroll Officer - Fortnightly & Monthly) is responsible for the timely and accurate preparation of fortnightly and monthly salary payments and the compilation of salary and statutory deduction listings. He or she ensures that the financial and management accounting practices in relation to the above tasks comply with the requirements, regulations and instructions of the Financial Administration and Audit Act (FAAA), Government of Jamaica (GOJ) Accounting Policies and Procedures, the GOJ Staff Orders, the King’s House Standing Orders, and other financial policies and practices. The incumbent computes and records the earnings owed to each member of Staff and responds to directives received which results in calculating salaries and deductions: statutory and otherwise. He or she prepares the annual returns at the end of each year for monthly and fortnightly Staff, and submits same to the relevant Government of Jamaica authorities. This position also assumes the role and responsibilities of Commitment Control Officer for all payroll transactions. Farmer/Grounds Man (LMO/TS 2)

Under the supervision of the Farm Manager, the Grounds Man/Farmer is responsible for ensuring that all assigned areas of the farm at King’s House are maintained to the highest standards. The Grounds Man/Farmer is responsible for handling a variety of tasks involved in farming operation such as growing and harvesting grains, fruits, vegetables, nuts, and other crops. He or she plants, seeds, prunes, irrigates, harvests, packs and loads crops for disbursement and/or sale. This role requires technical knowledge of agricultural production; crop rotation; harvesting procedures; food quality standards; and the operation of farming tools and equipment. Head Butler (LMO/TS 4)

The Head Butler reports to the Household Manager. The incumbent is dynamic and efficient while delivering his or her responsibilities which include assisting with staff training and organizing the duties and schedule of the domestic staff. The Head Butler also assists the Household Manager by receiving guests and visitors upon arrival. The incumbent safeguards the household budget and inventory supplies, is anticipatory regarding the needs of Their Excellencies, their family and guests and understands the need to be friendly not familiar, invisible and available while respecting privacy and confidentiality. The Head Butler understands social etiquette, knows how to prepare for formal service and assists with planning and organizing parties and events in the Residence. He or she also supervises packing and travel preparations for the family. The Head Butler oversees and participates in creating appropriate table settings and entertainment preparation, serves meals and drinks and performs wait services. The incumbent is knowledgeable about wines and spirits. In addition, the Head Butler may also serve as personal valet to His Excellency and his guests. When required, the Head butler may perform light housekeeping duties while coordinating with other Staff as needed. Car Care Attendant (LMO/TS 2)

Under the supervision of the Property Caretaker, the Car Care Attendant is responsible for the washing and general maintenance of the interior and exterior of the fleet of official vehicles assigned to the Office of The Governor-General. Under the supervision of the House Supervisor, the Cleaner/Office Attendant provides high quality cleaning service. The incumbent is responsible for maintaining the cleanliness of the General Administration Building and the Staff Canteen of the Office of His Excellency The Governor-General and Staff (“the Office”). The incumbent projects a professional and upholds the Office’s high standards of service delivery, which is considered vital and deserving to visitors, stakeholders and Staff. This person will clean offices, restrooms, corridors, stairways, offices, and the dining area and kitchen of the Staff Canteen. This position involves constant customer interaction. Head Chef (LMO/TS 6)

Under the direction of the Household Manager, the Head Chef is responsible for directing all food preparation activities in the Private Kitchen of the official residence of The Governor-General. The incumbent plans a variety of menus according to the occasion and delivers delectable, appetising dishes. He or she manages assigned staff in preparing and presenting dishes and maintains a safe and sanitary work environment that conforms to the required health and safety standards. This role requires sound knowledge of foods, appropriate combinations, and food preparation and cooking techniques; plating and presentation techniques; health and safety standards; the management of a Pantry and pantry supplies; and, customer service. Under the direction of the Head Butler, the Butler is responsible for the provision of food and beverage service to Their Excellencies, family, and guests. The Butler also provides support for housekeeping tasks and preparations for Their Excellencies travel. The Butler is formally trained, and supports the Head Butler in delivering his or her roles and responsibilities which include preparing for state visits, official functions, formal dinners and cocktail parties; ensuring that the utmost attention is paid to all the various aspects of output. He or she also assists with packing and travel preparations for Their Excellencies. Records & Inventory Officer (PIDG/RIM 2)

To maintain the fixed asset inventory system as well as the inventory system for receiving, storing and dispensing stationery, office supplies, equipment and other supplies. The Officer fulfills requests for materials and supplies, keep track of, and reports on the minimum levels of each item. The Officer also ensures that the correct procedures are followed in delivering materials and supplies, while ensuring high levels of responsibility and productivity as well as customer service. The incumbent is also responsible for providing records support in relation to the maintenance and retrieval of files within an appropriate timeframe. Press Secretary (MCG/IE 6)

To create and implement the communications strategies based on policies related to the functions of The Governor-General. He or she manages and directs the operations of the Public Relations Unit while liaising with the Special Advisor to The Governor-General and the Senior Executive Assistant to The Governor-General. The incumbent ensures appropriate coverage and exposure of The Governor-General’s activities, consistent with the requirements of The Constitution, and the responsibilities of the Office of The Governor-General (“the Office”). He or she is responsible for speaking to, and interacting with the media, stakeholders, and special interest groups on behalf of the Office, as well as preparing and overseeing the writing of speeches, messages, public statements, fact sheets, press releases, other types of written materials, and organizing events such as press conferences. The incumbent develops and maintains working relationships with members of the media and serves as liaison between them. He or she responds to questions from the media and the general public, while coordinating the distribution of information from the Office.
