Records Manager (GMG/SEG 2)

Under the direction of the Director, Documentation/Information & Access Services, the Records Manager is responsible for managing the records and information management programme of the MOFPS in keeping with GOJ’s Records and Information Policy and the Jamaica Archives and Records Department. The incumbent is required to oversee records from their creation and preservation through to disposal and ensure that records are maintained and are accessible in a timely, accurate and safe manner; 💰Salary Range: $4,266,270 to $5,737,658 JMD per annum.

Principal Director, Corporate Management & Establishment Branch (GMG/SEG 6)

This Branch carries out a major core function of the SHRM, which is to provide advice, support and definitive recommendations for the most appropriate organizational and systemic frameworks for the Ministries, Departments and Agencies of Government which will allow them to achieve their mandate in an efficient and effective manner. The branch will be responsible for the development and application of Standards for the Evaluation and Classification of Jobs throughout the Public Sector for the maintenance of a rational compensation system. It will ensure that the institutional arrangements in terms of Organizational structures, systems and processes, and staffing arrangements of Government, are so designed as to achieve goals and objectives of individual entities while also recognizing and accommodating the broader strategic objectives of Government. This entails determining the numbers of post (office) pursuant to Section 3 Subsection 2 (a) of the Civil Service Establishment Act, 1976 – while preventing the unwarranted expansion of the Establishment Act. The Branch will therefore play a significant role in giving effect to transformation initiatives. Further, the Branch supports the Human Resource management of the Public Sector by the production and Maintenance of the Establishment Order and will facilitate the implementation and maintenance of the database for the new Human Capital Enterprise System by populating the component reflecting approved staffing cadres for all Public Sector Bodies 💰Salary Range: $9,401,821 to $12,644,404 JMD per annum.

Chief Public Procurement Policy Officer (GMG/SEG 6)

The Chief Public Procurement Policy Officer leads the development and the implementation of effective and innovative strategies, policies, regulations and procedures concerning the public sector procurement system in Jamaica. The incumbent is the focal point of negotiations, collaboration and cooperation on public procurement matters on behalf of the Government of Jamaica (GOJ) in relation to its bilateral and multilateral partners, and actively participates in regional and international activities concerning public sector procurement. The incumbent has a responsibility to leads, manage, coach and mentors staff in the Office of Public Procurement, the GOJ’s procurement policy development institution established by The Public Procurement ACT 2015. He/she will provides public procurement policy implementation advice to all public procurement stakeholders including members of the executive branch of government. 💰Salary Range: $9,401,821 to $12,644,404 JMD per annum.

Taxation Technical Specialist (GMG/SEG 4)

Under the general direction of the Deputy Financial Secretary, Taxation Policy, the Taxation Technical Specialist is responsible for providing technical advice and support to the Executive on a variety of issues including the development of Taxation Policy’s positions and strategies in respect to technical issues arising from tax measures, tax policies or the administration of the tax laws; prepare Practice Notes and Private Rulings for publication. 💰Salary Range: $6,333,301 to $8,517,586 JMD per annum.

Assistant Commissioner, Revenue Appeals (RMG/TA 8)

The Assistant Commissioner Revenue Appeals is an important participant in the outcome of resolving, assigned hearings which are conducted when appellants have disputed decisions made by Heads of Revenue Authorities, in relation to revenue liabilities. In so doing, he or she respects the rule of law and applicable regulations while demonstrating integrity, cordiality and confidence. The incumbent maintains independence while managing assigned cases from the beginning to completion, which incorporates administrating all aspects of the appeals settlement process. The Appeal Officer ensures the efficient and effective evaluation of facts, evidence and applicable law in quasi-judiciary proceedings and is responsible for presenting a draft of recommended decisions, for approval by the Commissioner or Deputy Commissioner. He or she fulfils assigned responsibilities while ensuring that deliverables are realized based on the tenets of the Centre of Excellence of the MOFPS. The Assistant Commissioner Revenue Appeals delivers his or her responsibilities by ensuring that the appropriate output is realized while respecting the rule of law, due diligence and commitment with the appropriate levels of accountability, responsibility and productivity. 💰Salary Range: $6,333,301 to $8,517,586 JMD per annum.

Director, Corporate Communications and Public Relations (MCG/IE 6)

Under the general direction of the Deputy Financial Secretary – Corporate Planning and Administration Division, the Director, Corporate Communications and Public Relations is responsible for the strategic management and direction of the internal and external communications, public relations and social media activities for the Ministry of Finance and the Public Service (MoFPS). The position supports and provides advice to the Ministers, Financial Secretary and Deputy Financial Secretaries. The Director also leads in the development and implementation of management strategies, responses to contentious media issues and the management of staff responsible for these functions throughout MoFPS. 💰 $6,333,301 to $8,517,586 JMD per annum
