Summary
The Jamaican government is seeking a highly experienced transformational leader to serve as the Director-General (DG) of the Statistical Institute of Jamaica (STATIN). In this role, and with oversight by a Board of Directors, the Director-General (DG) is the Chief Statistician for Jamaica, who will serve as a visionary leader responsible for steering the Institute towards excellence. The role of Director-General necessitates a combination of strategic foresight and technical expertise to guide the Institute in collecting, analyzing, and disseminating comprehensive data on Jamaica's economy, demographics, and social trends. The DG is tasked with the responsibility of fostering a culture of data-driven decision making, driving innovation in statistical methodologies, and ensuring that the Institute’s outputs meet international standards. This must be accomplished while navigating complex stakeholder relationships and advocating for the importance of robust statistical systems to inform policy and planning across all sectors. By offering sound technical leadership, the DG is responsible for driving the Institute's capacity to generate timely, relevant, and accurate statistics that promote evidence-based governance and contribute to national development. 💰Salary: JA$15,405,978.69 – JA $20,719,328.57 per annum.
Responsibilities
- • Lead the Institute in the discharge of its functions as specified under the Statistics Act and in accordance with the United Nations Fundamental Principles of Official Statistics (UNFPOS).
- • As the Chief Statistician for Jamaica, provide statistical advice and interpretation of statistical data to the Portfolio Minister and other government officials, international development partners, and the people of Jamaica, to inform policy formulation and decision-making.
- • As the Census Officer for Jamaica, lead the undertaking of censuses for Jamaica as prescribed by the Statistics Act at defined intervals, and in accordance with international standards and best practices.
- • Lead the development of the National Statistics System (NSS) for Jamaica to facilitate a standardized approach to the collection, storage, analysis, and dissemination of official statistics within Ministries, Departments and Agencies.
- • Lead consultation with key data users and stakeholders both locally and internationally to evaluate the extent to which existing statistical programmes, products and services continue to meet their evolving needs.
- • Ensure that the Institute fulfills all contractual obligations related to the execution and delivery of statistical research projects commissioned by national and international clients.
- • Ensure that the financial resources of the Institute are prudently managed and reported in compliance with the Government of Jamaica’s Financial Administration and Audit Act (FAA Act), Financial Instructions, the Public Bodies Management and Accountability Act, and the Public Procurement Act and Regulation.
- • As the head of profession for the Government statistician group, lead the development of the Statistics Master Plan for Jamaica, ensuring alignment with national priorities and international statistical standards.
- • Develop and implement a forward-thinking strategic vision that positions STATIN as a leading statistical agency capable of meeting Jamaica's evolving data needs for informed decision-making and national development.
Required Skills
- • Strong visionary and leadership abilities with a demonstrated track record of success.
- • Strong emotional intelligence capabilities.
- • Excellent analytical and problem-solving skills, with the ability to think strategically and creatively.
- • Effective communication and interpersonal skills, with the ability to build relationships with diverse stakeholders.
- • Proven experience in a government or public sector organization, with a solid understanding of the political and policy environment, international development, or international finance
- • Knowledge of statistical software and database management systems.
- • Strong commitment to the importance of accurate, reliable, and timely statistical data for policymaking and public understanding.
Qualifications
- • Master’s or Doctoral degree in Statistics, Economics, Data Science or other related fields.
- • At least ten (10) years of experience in statistical analysis and research, focusing on macroeconomics, demographics or social trends, five (5) of which were in a senior management position.
- • Certification in Change Management and/or Project Management (would be an asset).
- • Proven track record of successful leadership and management in a statistical or research organization.
