Summary

Under the leadership and direction of the Senior Director – Health Infrastructure Standards & Quality Management, the Senior Quality Management Officer (Quality Management) is responsible for managing the strategic and authoritative development and maintenance of systematic and evidence-based health infrastructure Quality Management Systems (QMS) that aligns with acceptable global approaches, to ensure a robust and efficient healthcare system that achieves strategic infrastructure, economic and growth objectives 💰Salary: $6,333,301 JMD per annum

Responsibilities

  • Management / Administrative:

    • • Develops Individual Work Plans based on alignment to the overall plan for the section;
    • • Establishes and maintains various Health Infrastructure Quality ManagementCommittees/Technical Working Groups that provides insight and makes recommendations for theimplementation of improved procedures and systems;
    • • Represents the MoHW at sittings of the Public Administration and Appropriations Committee(PAAC)/ Public Accounts Committee (PAC), meetings, conferences and other fora as needed;
    • • Prepares and delivers presentations related to Standards Development matters as needed;
    • • Participates in meetings, seminars, workshops and conferences as required;
    • • Prepares reports and programme documents as required;
    • • Maintains customer service principles, standards and measurements.
  • Technical:

    • • Designs, reviews and maintains health infrastructure Quality Management Systems, includingStandard Operating Procedure content and related matters;
    • • Manages effective implementation of the Quality Management Systems throughout the MoWH that supports health infrastructure business processes and procedures;
    • • Analyses current and future health infrastructure procedural needs in the MoHW to drive quality management improvements;
    • • Manages the analysis of detailed business requirement specifications (BRS) to develop testing strategies that reduce the risk of health infrastructure system outages and identify system defects;
    • • Manages the assurance of quality health infrastructure processes and systems by establishing and enforcing quality standards and testing materials and related matters;
    • • Prepares, reviews and submits detailed test reports to describe testing outcomes and assist developers in the removal of defects to health infrastructure business processes and systems;
    • • Completes quality management operational requirements by scheduling and assigning employees and following up on work results;
    • • Observes and complies with the ICT quality management policies and processes that drive improvements in performance and customer satisfaction relating to health infrastructure management;
    • • Organizes and manages health infrastructure internal and external audit system and the corrective action reporting systems;
    • • Designs and provides training on Quality Management issues and business processes affecting health infrastructure management;
    • • Coordinates the review of Quality Management procedures associated with continuous improvement initiatives affecting health infrastructure management;
    • • Conducts of benchmarking studies to determine best practices/designs and future trends for health infrastructure planning and management;
    • • Manages the coordination and liaison with internal key stakeholders to implement an effective, documented process that defines process or system quality requirements, best practice and training materials to support continuous improvement initiatives related to health infrastructure management;
    • • Consolidated reports on Key Performance Indicators (KPIs) in order to adhere to process and prevent occurrence of any non-conformity relating to health infrastructure management processes or systems;
    • • Designs, implements and maintains support for quality assurance activities that align to quality guidelines and deliver business objectives;
    • • Services as the point of escalation for emerging queries and issues that arise in RHAs regarding quality of health infrastructure management processes and systems;
    • • Designs data collection procedures to facilitate the validation of quantitative and qualitative tools to support the health infrastructure quality management functions;
    • • Manages and provides expert advice and reports on health infrastructure quality management to internal and external stakeholders;
    • • Manages and/or participates in related projects and committees as relevant;
    • • Influences MoHW policies and reforms to drive mindsets focused on excellence in execution of health infrastructure quality management initiatives, and strategies though continuous improvement and transformation;
    • • Contributes to the development of internal control mechanisms to guide the management of business processes under the purview of the Health Infrastructure Planning & Quality Management Division;
    • • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • Human Resource Management:

    • • Contributes to and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals;
    • • Assists with the preparation and conducts presentations on role of Division/Unit for the Orientation and Onboarding programme.
  • Other:

    • • The incumbent may, from time to time, be assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

    • • Knowledge of quality management principles and practices;
    • • Knowledge of the theory, design and practical application of engineering management principles;
    • • In-depth knowledge and expertise in quantitative and qualitative methodologies, reporting, data quality assessments, data analysis and presentation
    • • Good knowledge of the development, analysis, revision and implementation of policies, programmes, procedures, guidelines, programmes and legislation;
    • • Knowledge of relevant environmental and planning legislation and its practical application to infrastructure development and maintenance;
    • • Knowledge in the application of Standards relevant to the design and maintenance of health infrastructures;
    • • Knowledge of computing systems, including software programming, database design, database administration and web authoring;
    • • Knowledge and understanding of the general principles of Continuous Quality Improvement and their practical application in systematically evaluating and meeting customers’ needs;
    • • Knowledge of the principles and techniques of research and analysis and the ability to apply that knowledge to health infrastructures and environmental initiatives;
    • • Knowledge in quantitative and qualitative methodologies, reporting, data quality assessments, data analysis and presentation
    • • Good verbal and written communication skills, with the ability to deliver presentation with tact, clarity, enthusiasm and accuracy to widely varied audiences;
    • • A high level of initiative and self-motivation;
    • • Demonstrated interpersonal and negotiation skills;
    • • Aptitude for developing and maintaining collaborative relations with team members both within and outside the Ministry, and for functioning effectively on inter-ministerial and multi-sectoral committees and working groups;
    • • Familiarity with procedures, policies and legislation governing the machinery of government.

Qualifications

  • • Bachelor’s degree in Engineering, Environmental Management, Quality Management, AppliedSciences, Health Technology or equivalent discipline;
  • • Three (3) years’ experience in Engineering, Environmental Sciences/Management in thedevelopment and maintenance of infrastructure systems or a related area.

Additional Information and Instructions

  • Special Conditions Associated with the Job:

    • • Work will be conducted in an office outfitted with standard office equipment and specialized software. The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.
    • • Will be required to travel locally and internationally to conduct site visits and study tours, as well as to attend conferences, seminars and meetings.
    • • Additionally, post holders will be exposed to hazardous situations (equipment/chemicals/noise, etc.) and may be required to wear safety attire, such as masks and hard hats, to protect themselves.
