
Human Resource Officer
Summary
Under the direction of the General Manager, the Human Resource Officer is responsible for providing technical and administrative support to the Commission's Management team to facilitate the efficient and effective management of Human Resource matters at the Commission. The primary focus of this position is to coordinate and administer core human resource functions such as planning, recruitment and selection, employee benefits and leave administration, performance reviews, employee records, employee relations, staff training and development leveraging relevant Human Resource Systems, such as MyHR+ and WorkPlace Safety and Environment. 💰Salary range $5,198,035 - $6,990,779 per JMD per annum.
Responsibilities
- • Assists with the development, maintenance and implementation of human resource policies and procedures, in keeping with the Commission's Quality Management System.
- • Manages the operations and administration of the MyHr+ system.
- • Coordinates the recruitment and selection process including the preparation and submission of documents for approval of posts for staff, advertising of vacancies, scheduling interviews, participating in interviewing panels, administering assessment exercises and finalizing candidate selection.
- • Coordinates the delivery of onboarding and orientation sessions for new recruits, ensuring that staff are aware of the policies, practices and regulations of the commission.
- • Complies and maintains reports concerning employee-related data such as recruitment and selection, acting positions, resignations, leave, transfers, retirement, performance appraisals and development plans.
- • Develops and manages the execution of employee wellness programmes to promote and encourage healthy lifestyles, and the annual Workplace Environment and Safety programme, in collaboration with the General Manager.
Required Skills
- • Sound knowledge of Government of Jamaica (GoJ) Human Resources management systems, policies, and practices

- • Good problem-solving, critical thinking, and decision-making skills
Qualifications
- • First degree in Human Resource Management or Development, Management Studies, Business Administration, Public Sector Management or related discipline.
- • At least five (5) years' experience in Human Resource Management and Administration with at least two (2) years in a supervisory capacity.
- • Excellent knowledge of GoJ Staff Orders, Public Service Regulations, Performance Management Appraisal Systems and Procurement Guidelines would be an asset.
- • Proficiency in MS Office applications, MyHR+ and other relevant computer applications.
