Summary

Under the direct supervision of the Senior Analyst / Team Leader (Commercial), the Intelligence Officer is responsible for: Optimizing revenue and protect Jamaica’s borders and Jamaican society by gathering, collating, analysing and disseminating intelligence on the evasion of customs controls and commission of customs offences Creating and developing customs ‘intelligence packages’ and disseminate specific and trend intelligence to CET and frontline officers Creating and maintaining an effective deterrent against persons committing customs offences and thereby optimize revenue declared and collected (contribute) Developing strategic intelligence on potential customs threats in relation to both revenue and border protection Supporting the anti-corruption activities of the Jamaica Customs by gathering, collating and analysing intelligence and passing it to the relevant authority (e.g., Internal Affairs Division 💰Salary: $5,198,035 JMD per annum.

Responsibilities

  • Technical / Professional:

    • Collates, stores and analyses information on customs offences from a wide range of sources.
    • Interrogates Customs and external records databases to identify links and associations between persons and information to develop ‘intelligence packages’ and disseminate them.
    • Analyses data from all sources to identify strategic, specific and trend type threats to customs controls and disseminate them.
    • Utilises ICT based analytical tools to break down information and develop intelligence packages.
    • Liaises with Task Field Officers, and others to carry out specific operational activities to support the development of specific and trend intelligence.
    • Examines and evaluates documents and other information, assess their relevance and identify links to ongoing cases / other intelligence.
    • Works with other law enforcement agencies to collate, analyse and disseminate intelligence on customs offences.
    • Initiates enquiries with other agencies (in Jamaica and abroad) to gather intelligence on possible customs offences.
    • Provides guidance and advice to officers on the gathering, recording and analysis of information in specific cases and to enhance their capacity.
    • Preparing secondary data in keeping with established quality standards and within the requisite timeframe.
    • Prepare response to comments and queries from subject matter experts/end-user in relation to secondary data collected
    • Provide support with conducting research.
  • Customer Service:

    • Maintains customer service principles, standards and measurements.
    • Identifies and incorporates the interests and needs of customers in business process design.
    • Ensures critical success factors are identified and meet expectations.
  • Other:

    • Performs all other duties and functions as may be required from time to time.
    • May be required to provide witness statements, attend court proceedings, and give evidence.
    • Complies with Health & Safety Policies & Procedures.

  • Technical:

    • Advanced IT skills in the Microsoft Office Suite Applications such as Excel, Power BI and other relevant computer applications and systems
    • Expert knowledge of laws and regulations governing Customs in Jamaica
    • Detailed knowledge of Customs policies, procedures and controls
    • Thorough knowledge and understanding of the principles of Intelligence and Risk Assessment
    • Working knowledge of Customs policies, procedures, and controls.

Qualifications

  • First Degree Management Studies/Public Administration, Statistics, Computer Science or equivalent qualification.
  • Specialised training in Customs Laws, Regulations and administration Experience in the intelligence gathering and coordination.
  • At least three (3) years related experience working in similar or related field.

Additional Information and Instructions

  • SPECIAL CONDITIONS ASSOCIATED WITH THE JOB:

    • Work will be conducted in various office outfitted with standard office equipment and specialized software.
    • Involves working in a fast-paced environment with on-going interactions with critical stakeholders.
    • On call 24 hours.
    • Fair degree of travelling required island wide on periodic basis for operational activities as well as to conduct periodic visits to major operational units in Kingston and Montego Bay as well as at main ports of entry (Black River, etc.).
    • May be required to travel overseas to attend conferences, seminars and meetings.
    • May be required to carry a firearm and exposed to significant threat to personal safety because of involvement in contraband and anti-corruption operations.
