Summary

Under the direction of the Chief Technical Director, the role of the Senior Performance Analyst is to support the institutionalization of strategic planning, performance monitoring, evaluation and reporting in all Ministries, Departments and Agencies (MDAs). As such, the Senior Performance Analyst advises and guides the planning process in MDAs and monitors, analyzes and reports on the implementation and progress of related polices, programmes and projects, as well as makes recommendations on where the delivery of results against plans can be improved. The Senior Performance Analyst, as part of the overall Performance Management and Evaluation Branch (PMEB), contributes to the development of standards and quality systems that support the Results-Based Management Framework; builds the capacity of MDAs to plan effectively and monitor, evaluate and report their performance; contributes to the development of the Whole of Government Strategic Business Plan and Performance Report and provides support to the Permanent Secretary Board. 💰Salary: $6,333,301 – $8,517,586 JMD per annum

Responsibilities

  • Participates with drafting of the logic model, strategy map, balance scorecard and logical framework for the Whole-of-Government Strategic Business Plan;
  • Provides guidance to MDAs in the development of organizational strategy maps and balance scorecards, as well as logical frameworks for individual programmes and projects;
  • Facilitates strategic planning sessions in MDAs (review and/or development of vision and mission statements, strategic goals and objectives and core values};
  • Conducts analyses and provides technical feedback on Strategic Business and Operational Plans of Ministries;
  • Reviews and provides recommendations on the standard and quality of the Strategic Business and Operational Plans of MDAs and their alignment to the priorities of Government;
  • Manages the implementation and sustainability of the Government's Performance Monitoring and Evaluation System in Ministries and their portfolio Departments and Agencies;
  • Makes recommendations to the Chief Technical Director, Performance Management and Evaluation Unit (PMEU) and participates in the technical development of strategic management frameworks relevant to the effective implementation and execution of key policy initiatives, programmes and projects of MDAs and Divisions and Units internal to the Office of the Cabinet;
  • Develops and promotes the standards and guidelines for planning and performance monitoring, evaluation and reporting across Government;
  • Plans, facilitates and manages technical workshops/conferences and retreats with MDAs on areas of strategic planning and performance measurement, monitoring, evaluation and reporting;
  • Reviews Ministry business plans to ensure that they are aligned to the overall strategic plan and priorities of Government and budget allocations, and include strategies for the medium-to-long-term implementation of policies and programmes emanating from Cabinet Decisions;
  • Provides technical advice on the revision of performance indicators proposed by Ministries in their plans, specifically in relation to appropriateness, relevance and robustness; mentors programme and project managers, as well as Corporate Planners in Ministries to develop realistic performance indicators and targets for inclusion in business plans, as required;
  • Supports the efforts of Corporate Planning Units within Ministries to build capacity within their Departments and Agencies to plan, monitor and evaluate performance effectively, and in the establishment of cross portfolio integrated plans and budgets.
  • Collaborates with the Ministry of Finance and the Public Service to develop a risk management and mitigation framework for business planning across Government; monitors its application by designated Ministries in the planning process;
  • Evaluates business plans of Ministries to ensure that they have taken into account the risks to successful implementation and identified mitigating actions; consults with relevant officers and Corporate Planners in designated Ministries to develop recommendations on interventions that would be necessary to address these changes as required.
  • Contributes to the development and finalisation of a yearly performance monitoring and evaluation agenda/strategy for Government;
  • Participates in the identification of key national policy initiatives, programmes and projects to be evaluated; contributes to the development of their evaluation proposals and designs; and leads or participates in the conduct of the evaluation exercises;
  • Prepares drafts of Whole-of-Government Quarterly Performance Progress Reports and Annual Performance Report for Permanent Secretary Board and Cabinet;
  • Collaborates with PIOJ, MOFPS and other relevant agencies in identifying common data needs and develops the appropriate framework to facilitate the sharing of data between organizations in order to reduce duplication of requests to Ministries;
  • Collaborates with the National Security Policy Coordination Unit (NSPCU) in the collection and collation of data to inform analysis of progress against priorities of the National Security Policy;
  • Reviews performance reports of Ministries and other performance data; analyses information/data to identify trends and areas where performance can be improved; and indicates to Ministries where there are performance issues and recommends remedial actions that need to be taken;
  • Prepares periodic reports on the implementation of Cabinet Decisions at the request of the Policy Analysis and Review Unit (PARU); and identifies policy gap;
  • Collaborates with PARU in the development of policy performance indicators and programme evaluation criteria and methods based on evaluation of performance against targets as required;
  • Drafts Terms of References for the procurement of consultancy services; coordinates and leads the assigned evaluation process and prepares evaluation reports for the Procurement Committee;
  • Periodically prepares reports and briefs on the performance of Ministries against objectives and targets for submission to the Permanent Secretary Board;
  • Prepares draft presentations for delivery to the Permanent Secretary Board on areas of strategic management, relevant to the effective implementation of a Government policy, programme or project as required;
  • Attends Permanent Secretary Board and Cabinet meetings, takes notes/Minutes and transcribes same, as required.
  • Provides advice to the Cabinet Secretary on the performance of Executive Agencies, based on the performance standards outlined in their framework documents;
  • Manages the PMES Technical Working Groups in Ministries, to strengthen capabilities of senior managers in organizational performance management;
  • Provides technical guidance in the development and maintenance of planning, monitoring and evaluation frameworks in local and regional authorities.
  • Provides leadership and guidance to direct report(s) through effective planning, delegation, communication, training, mentoring and coaching;
  • Delegates and oversees the functions of direct report(s);
  • Performs any other related duties that may be assigned from time to time.

Qualifications

  • Master’s Degree in Economics or Financial Management or Management Studies or any related Social Science discipline from a recognized tertiary institution;
  • Training in strategic planning, performance monitoring and evaluation and/or performance management;
  • Three (3) years’ experience working in a strategic planning or performance monitoring and evaluation related field.
