Summary

To process and assess the transfer tax liabilities of Estate cases filed on the Revenue Affidavit on behalf of deceased persons; request payment of the liabilities and process the relevant refunds. 💰Salary: $4, 266,270 – 5,737,659 JMD per annum

Responsibilities

  • • Examines the Revenue Affidavits for accuracy and completeness and Return of Estate /supporting documents (i.e. Titles, Death Certificate, Probate, Letters of Administration, share/stock certificates etc.) filed on behalf of deceased individuals, to determine if all the documents are attached for an assessment to be raised;
  • • Requests where necessary, outstanding or additional documents required;
  • • Registers the properties, shares/stocks etc on the Stamp Office Information System (SOIS);
  • • Refers estate files to the Valuation Unit for valuation of properties, on supplemental Revenue Affidavit;
  • • Analyses information in documents to determine eligibility for waivers etc and applies allowances and exemptions within the provisions of the law;
  • • Corresponds with the Stock Exchange for the value of shares/stock and with Bank of Jamaica if necessary for the rate of exchange at the time of death to determine the amount for medical bills to be disallowed if the deceased died overseas;
  • • Applies the relevant duties and tax rates to calculates and raises assessment on the estate;
  • • Prepares and despatches correspondence, Notice of Assessment and or Final documents (i.e. Commissioner of Stamp Certificate/Form 8, Application to Note Death and Transmission Application);
  • • Updates file and system with payments made and reassessments;
  • • Conducts research and provides accurate responses to taxpayers’ queries;
  • • Monitors files with outstanding payments and refers for compliance when necessary;
  • • Processes Share Transfer forms arising from estate cases;
  • • Prepares and submits relevant reports;
  • • Supports the identification and management of risks within the organization and by extension the respective area of work;
  • • Performs any other related duties assigned by the Senior Assessor and/or Manager, Estate.
  • This job is satisfactorily performed when:

    • • Estate cases are registered as stipulated;
    • • Revenue Affidavits and Estate documents are carefully examined and all circumstances taken into consideration as dictated by the law, before an assessment is raised;
    • • The applicable Transfer Taxes and interests are equitably assessed and charged in accordance with the law;
    • • The relevant Refunds are processed in accordance with the guidelines;
    • • Queries posed by customers are accurately answered within the stipulated time;
    • • All Final Documents are prepared and submitted in accordance with the stipulated standards;
    • • Reports prepared and submitted in keeping with established standard and agreed timelines.

Required Skills

  • Specific Knowledge:

    • • Comprehensive knowledge of the Stamp Duty and Transfer Tax laws and regulations;
    • • Comprehensive knowledge of other related Acts, such as Intestate Estates and Property Charges Act, Registration of Titles act, The Administrator General’s Act, the Wills Act, the Probate Act, and the Conveyance Act;
    • • Good knowledge of the relevant documents and information needed for processing cases;
    • • Knowledge of the functions and operations of Tax Administration Jamaica;
    • • Working knowledge of computer systems and relevant applications;
  • Required Skills and Specialised Techniques:

    • • Excellent analytical, judgement and organizing skills;
    • • Good time management skill;
    • • Good communication, interpersonal and team skills;

Qualifications

  • • B. Sc. in Public Sector Management/ Accounting/ Business Administration or the equivalent qualifications;
  • • Certificate in Paralegal Studies;
  • • Three (3) years related work experience.
