Manager, Financial and Accounting Operations

Summary

Reporting to the Director General, the Manager, Financial and Accounting Operations is tasked with the responsibility of finance and accounting, budgeting, procurement, revenue collection, and management of the general financial operations of the ICENS in accordance with the Public Bodies Management and Accountability Act (PBMA), the Financial Administration and Audit (FAA) Act, the Income Tax Act, the Government Procurement guidelines, and relevant regulations and legislation.

Responsibilities

  • Develop income-generating and revenue-earning activities.
  • Develop, implement, and monitor effective and efficient financial and accounting systems, procedures, and processes.
  • Oversee procurement systems, procedures, and processes.
  • Prepare monthly, quarterly, and annual multi-year Estimates of Revenues and Expenditures on a timely basis for approved budgetary programmes and other activities.
  • Develop, submit, and maintain divisional work plans.
  • Contribute to the strategic, corporate, and operational plans on a timely basis.
  • Prepare and submit monthly and annual cash flows.
  • Formulate and submit monthly, quarterly, and annual financial statements and other special reports.
  • Manage the efficiency and effectiveness of the investments of the Centre's funds and provide financial advice.
  • Lead, oversee, and report on the preparation and presentation of audited financial statements.

Required Skills

  • Strong presentation, analytical, interpersonal, team, and leadership skills.
  • Strong planning, problem-solving, and organizing skills.
  • Proficiency in the use of spreadsheets and computerized accounting systems.

Qualifications

  • Master's degree in Accounting, Economics, or Auditing plus five (5) years of related professional experience.
  • OR
  • Association of Certified Chartered Accountants (ACCA), or Certified Public Accountants (CPA), plus five (5) years of related professional experience.

ICENS is a complex of multi-disciplinary research laboratories founded in 1984 on the Mona campus of the University of the West Indies at Kingston, Jamaica and covers a diverse range of the geochemical, environmental and nuclear sciences. In 1984 it brought into operation a small Slowpoke-II research reactor provided by the European Economic Community (now the European Union).
