Summary
Under the supervision of the Senior Collection and Compliance Officer, the Collection and Compliance Officer is responsible for effectively administering and ensuring compliance with Local Authority regulations. The incumbent has direct responsibility to safeguard the collection of outstanding taxes, contact delinquent clients to arrange collections, reconcile accounts, meet assigned collection quotas, and report in keeping with the laws and regulations. 💰Salary: $2,190,302 - $2,945,712 JMD per annum
Responsibilities
Determine the manner in which to resolve a variety of delinquent cases. This includes:
- • identifying the specific issues involved;
- • planning the number and kinds of approaches and steps necessary to execute the plan for each collection effort;
- • adjusting the approach and method according to conditions encountered in completing the case.
- • Contact taxpayers to collect delinquent taxes and initiate corrective action based on taxpayers' statements or records.
- • Execute notices of levy, prepare and serve summons actions when a taxpayer neglects or refuses to satisfy liabilities. Conduct seizure and sales of real and personal property after equity of government has been determined. Execute releases of property rights seized under levy.
- • Interview taxpayers and/or their representatives concerning all types of unpaid property tax liabilities.
- • Obtain information from third-party sources and a variety of leads in locating non-compliant taxpayers.
- • Secure full payment of tax liability or make other approved arrangements, arrange for payment based on assessment of the taxpayers' financial status.
- • Maintain records of cases that cannot be collected, thereby providing a history of case activities which could affect subsequent investigations. Also, maintain work papers consistent with completed activities.
- • Recommend levy, write, and serve summons actions when taxpayer(s) neglect or refuse to satisfy liabilities. Initiate requests for adjustments to taxpayers' accounts as appropriate.
- • Investigate and inform supervisors of the status of unusual processes and recommend appropriate action.
- • Testify as an expert witness for the Government or procure necessary witnesses or documentary evidence to sustain the Government's position.
- • Undertake surveys to determine the number of entities required to pay trade licenses within the jurisdiction.
- • Monitor to ensure compliance by required entities.
- • Undertake required action to ensure payment by non-compliant persons.
- • Perform other related duties as assigned from time to time.

Qualifications
- • Diploma In Management Studies, Public Management, Accounting. Business Administration or a related field/equivalent qualification.
- • Four ( 4) progressive work experience in the private or public sector.
