Summary

The Public Procurement Administrator is responsible for providing the necessary adminisatrative support to the Director, Public Procurement by coordinating the activities of the unit, preparing reports and handling queries. 💰Salary: $2,803,771 – 3,770,760 JMD per annum

Responsibilities

  • • Prepares reports on behalf of the Procurement Unit;
  • • Assists with the preparation of monthly report for submission;
  • • Organizes and maintains filing system;
  • • Maintains correspondence loggings system;
  • • Disseminates in a timely manner, all incoming and outgoing correspondences;
  • • Coordinates meetings on behalf of the Director, Public Procurement;
  • • Makes arrangements for Procurement Committee meetings;
  • • Disseminates relevant documents for meetings;
  • • Records and generates minutes for meetings;
  • • Coordinates and organizes all purchasing documents;
  • • Maintains database for all contracts;
  • • Ensures all necessary information for the processing of Purchase Requisitions and International Travel Requisitions are in place e.g., Prices, quotations, necessary signatures are affixed;
  • • Facilitates communication with all levels of staff regarding the movement of Requisitions and Purchase Orders;
  • • Maintains proper records management for Purchase Requisitions, Purchase Orders, and cash on delivery (C.O.D) letters;
  • • Assists suppliers to locate invoices that have been submitted for payment;
  • • Follows up with Finance and Accounts until payments are made and GCT Certificates are generated and issued;
  • • Answers the telephones and screens calls and direct callers to the appropriate person or use initiative to assist callers where possible;
  • • Supports the identification and management of risks within the organization and by extension the respective area of work;
  • • Performs any other duties assigned by the Director, Public Procurement.
  • This job is satisfactorily performed when:

    • • Procurements records and correspondents managed accordingly in keeping with agreed standards;
    • • Purchasing documents coordinated and organized according to established guidelines;
    • • Procurement filing system maintained in keeping with standards;
    • • Meeting minutes prepared and submitted;
    • • Queries of customers/visitors/callers to the unit are received and referred/attended to in a timely manner using effective communication techniques;
    • • Response to routine matters are prepared and dispatched in a timely manner;
    • • Reports prepared and submitted in keeping with establish standard and agreed timelines.

Required Skills

  • Specific Knowledge:

    • • Knowledge of Public Procurement Act 2015 and FAA Act;
    • • Knowledge of GoJ Handbook of Public Sector Procurement Procedures Vol. 1&2;
    • • Excellent report writing skills and techniques;
    • • Comprehensive knowledge in computer applications (MS Excel, MS PowerPoint, MS Word);
    • • Excellent knowledge of office procedures;
    • • Knowledge of tax administration rules, regulations and procedures.
  • Required Skills and Specialised Techniques:

    • • Sound communication and interpersonal skills;
    • • Good organisational skills;
    • • Ability to take own initiative;
    • • Ability to maintain confidentiality;
    • • Good command of the English Language;
    • • High degree of integrity and diplomacy;
    • • Keen attention to detail.

Qualifications

  • • Associate Degree or Diploma in Business Administration/Management; Studies/Accounting or any other related field;
  • • At least 1 year(s) of working experience in the related field.

    • • May be required to work beyond normal working hours.
