Talent Management Officer (Level 6)
Summary
To coordinate Tax Administration Jamaica’s (TAJ) efforts of enhancing skills and competencies, designing tools, solutions and approaches that will allow for improvement in capacity building, career pathways, leadership development, succession planning and knowledge management to ensure that (TAJ) has the talent necessary to execute its mandate and achieve its strategic objectives. 💰Salary: $6,333,301 – $8,517,585 JMD per annum
Responsibilities
KEY OUTPUTS:
- • Developmental plans for employees outlined, created and recommended;
- • Skills gap identified and analysis conducted;
- • Presentations made and workshops conducted;
- • Leadership assessment conducted and scores analysed;
- • Succession Planning developed and database maintained;
- • Individual and group career counselling provided;
- • Reports prepared and submitted
Technical and Professional Duties:
- • Conducts research to develop Competency Requirement Definition (CRD); and liaise with relevant stakeholders to review and finalise CRD for conducting assessments;
- • Design different assessment tools for data collection and analysis of competency gaps within TAJ;
- • Determines employee competencies by conducting assessments and submitting recommendations for development programmes;
- • Collaborates with the Human Resource Development (HRD) section in creating and implementing the developmental programmes;
- • Promotes programs for staff development;
- • Assists in identifying potential successors for critical and leadership positions by utilizing various tools for development;
- • Develops succession plan for critical and leadership positions;
- • Coordinates and conducts leadership induction sessions for potential, new and existing leaders within TAJ;
- • Conducts induction for administrative professionals;
- • Make presentations to relevant stakeholders on findings from assessments done and recommendations made;
- • Participates in the orientation process for new managers/leaders;
- • Monitors and reviews the progress of staff through questionnaires and discussions with supervisors to bridge the gaps;
- • Collaborates with HRD to conduct mentoring sessions and coaching workshops;
- • Assists in the development and update of the Talent Management Handbook;
- • Assists in the development, reviewing and updating of Standard Operating Procedures for Talent Management;
- • Coordinates mentoring and coaching activities and collaborates with the Training Unit to design and conduct the relevant training for the relevant stakeholders;
- • Conducts leadership assessment, analyses the results and submits to the Manager for review;
- • Conducts tracer studies to evaluate the effectiveness of talent management intervention;
- • Provides Career Maps for critical positions in the organization;
- • Administers and analyses personality, aptitude, skills and interest inventories/tests;
- • Provides individual and group career counselling and career direction services;
- • Advises staff about the courses and educational programs they need for particular careers;
- • Assists staff to select the right schools or programmes for their needs;
- • Assists staff to locate sources of financial support to pursue educational programmes;
- • Aides staff in acquiring job search and employment preparation skills;
- • Collaborates with tertiary institutions, ministries, departments, agencies and other career professionals to identify strategies to address career development needs;
- • Participates in the development and maintenance of databases that support Talent Management activities;
- • Assists in the establishment and maintenance of a virtual career centre;
- • Supports the identification and management of risks within the organization and by extension the respective area of work;
- • Performs other related duties assigned by the Manager, Talent Management.
This job is satisfactorily performed when:
- • Development plans for employees are outlined, created and recommendations made in accordance with the stipulated guidelines;
- • Skill gaps are identified and analysis conducted in relation to specified procedures;
- • Workshops and presentations are conducted in accordance with the stipulated guidelines, standards and procedures;
- • Leadership assessments are conducted and scores are analysed and submitted within the agreed timeframe;
- • Succession Planning strategies are developed and the database maintained in accordance with stipulated guidelines and procedures;
- • Individual and group career counselling provided as in accordance with established standards and procedures;
- • Reports prepared and submitted in keeping with established standard and agreed timelines;
AUTHORITY TO:
- • Access HR confidential records;
- • Recommend amendments to policies and procedures;
- • Assess organization/staff’s skills gap;
- • Recommend employees for training;
- • Recommend staff for placement based on assessments and interventions done.
Required Skills
Specific Knowledge:
- • Excellent knowledge of theory and practice in talent management/ career development;
- • Excellent knowledge of Tax Administration Jamaica operations and functions;
- • Comprehensive knowledge of Human Resources Management and Development practices;
- • Working knowledge of computer systems and relevant applications.
Required Skills and Specialised Techniques:
- • Excellent decision-making, planning and organizing skills;
- • Excellent judgement and analytical skills;
- • Excellent communication, interpersonal and team building skills;
- • Excellent problem solving skill;
- • Very good research and time management skills.
- • Takes initiative and possesses keen attention to details.
Qualifications
- • B.Sc. Degree in Human Resource Management or equivalent professional qualifications;
- • Three (3) years experience in a related field;
- • Certificate in Training of Trainers;
- • Specialized training in talent management and/or career counseling would be an asset.
Additional Information and Instructions
Working Conditions:
- • Normal office environment;
- • Travel (40%-45%).
- • Maybe required to work extended hours.
