
Public Procurement Specialist (Contract)
Summary
The Public Procurement Specialist shall ensure the implementation of all procurement related activities of all built environment and works projects for the Ministry of Justice and its Departments. 💰Salary: $5,000,000.00 JMD per annum.
Responsibilities
- • Conduct specific procurement activities for all projects, including those of implementing agencies.
- • Coordinate reports for submission to Donor Partners, MOFPS, OCG, PPC, and Cabinet.
- • Ensure Tender Documents are prepared according to GOJ Procurement Regulations and standards, and disseminated in a timely and accurate manner.
- • Monitor the Ministry's procurement activities to ensure alignment with the Procurement Plan.
- • Oversee the Contract Award process.
- • Oversee the tendering process.
- • Provide advice on Public Procurement matters to the Permanent Secretary.
- • Represent the Unit at Procurement and Contract Award Committees and Meetings.
- • Represent the Ministry at NCC Sector Committee, NCC Committee, Cabinet Infrastructure Committee Meetings, etc.
- • Review and approve Contract Award recommendations within the specified threshold.
- • Review procedures for the procurement of works, goods, and services carried out by the Ministry.
- • Review reports for submission to MOFPS, NCC, OCG, and Cabinet.
- • Provide the Finance and Accounts Division with assistance and information related to cheque preparation and account reconciliation.
- • Manage, monitor, and control the procurement of goods and services in compliance with procurement guidelines and procedures.
- • Procure goods and services competitively without compromising quality, and ensure proper storage.
- • Ensure funds are allocated before placing orders and that procurement practices conform to the Procurement Guidelines of the FAA Act.
- • Liaise with representatives of Funding Agencies and Government Departments regarding purchases and external payments to ensure adherence to guidelines, rules, and regulations.
- • Review Terms of Reference to ensure completeness regarding Scope of Work, Objectives, key personnel qualifications, reporting requirements, deliverables, and timeframe.
- • Monitor procurement processes (in consultation with the Director of Procurement) for conformity with GOJ and relevant funding agency regulations.
- • Prepare advertisements and procurement notices for publication locally and internationally.
- • Assist with the preparation of RFPs, RFQs, minutes of bid/proposal conferences, negotiation meetings, and issuance of bidding documents and clarification requests.
- • Organize and coordinate bid opening and evaluation processes, including preparation of bid opening documents, minutes, evaluation reports, and proposals for Committees.
- • Assist in preparing all purchase orders and contracts for goods and services.
- • Monitor contract end dates and assist in resolving implementation bottlenecks for component-related contracts.
- • Follow up on Procurement Committee decisions to ensure implementation.
- • Assist in preparing and updating Project Procurement Plans.
- • Monitor compliance with the Procurement Time Table.
- • Prepare weekly and monthly reports on the status of ongoing procurement transactions.
- • Assist the Procurement Director in documentation for complex procedures from source selection to contract completion.
- • Analyze bid documents related to contract strategy, sourcing strategy, quality management, supplier selection, and procurement process improvement.
- • Support knowledge transfer and capacity development of procurement personnel and stakeholders.
- • Manage the advertising, bid receipt, and bid opening processes in strict accordance with agreed procurement procedures.

- • Proficiency in the relevant computer application software
- • Knowledge of Government of Jamaica and International Funding Institutions procurement procedures.
- • Sound proven working knowledge of the Government Public Procurement Act, 2015 and Regulations.
Qualifications
- • Bachelor of Science Degree in Business Administration, Management Studies, Public Administration, Public Sector Management Economics, Accounts or any related field;
Certificate in Public Procurement:
- • UNDP/CIPS Level 3 or lNPR1 Level 4 from MIND and certification in procurement;
- • Five (5) years' work experience including working in procurement management and planning as well as experience working with local capital works projects as well as projects funded by international agencies.
- • Knowledge of Government of Jamaica and International Funding Institutions procurement procedures.
- • Sound proven working knowledge of the Government Public Procurement Act, 2015 and Regulations
- • Any other equivalent combination of qualifications, training and experience plus knowledge of Government of Jamaica and International Funding Institutions procurement procedures.
