Summary

Under the direction and leadership of the Chief Biomedical Engineer, the Biomedical Engineer (Monitoring & Evaluation) is responsible for designing and implementing monitoring and evaluation (M&E) frameworks and activities that strategically supports the Biomedical initiatives for the entire healthcare system. Additionally, the role undertakes research and analysis to inform the development of policy and programme initiatives, and to support the development and application of economic assessment tools to measure the return to the GOJ from major biomedical investments. đź’°Salary: $5,198,035 JMD per annum

Responsibilities

  • Management / Administrative:

    • • Develops Individual Work Plans based on alignment to the overall plan for the section;
    • • Establishes and maintains various Biomedical Engineering Committees/Technical Working Groups that provides insight and makes recommendations for the implementation of improved procedures and systems;
    • • Represents the MoHW at sittings of the Public Administration and Appropriations Committee (PAAC)/ Public Accounts Committee (PAC), meetings, conferences and other fora as needed;
    • • Prepares and delivers presentations related to Biomedical Engineering matters as needed;
    • • Participates in meetings, seminars, workshops and conferences as required;
    • • Prepares reports and programme documents as required;
    • • Maintains customer service principles, standards and measurements.
  • Technical:

    • • Designs approaches that ensure monitoring and evaluation business processes for biomedical engineering initiatives are aligned with the MoHW organisational vision and strategic plan;
    • • Researches and designs monitoring and evaluation frameworks for assessing all components of the biomedical engineering function;
    • • Monitors the implementation of the biomedical engineering policies, processes and procedures;
    • • Develops econometric, cost-benefit and/or financial models to ensure investment and policy decisions concerning biomedical engineering initiatives are based on a strong and rigorous evidence base;
    • • Develops and implements monitoring and evaluation tools, systems and other activities in order to collect and analyse data;
    • • Collates and analyses data, developing and maintaining key metric dashboards to continuously improve the initiatives and demonstrate the impact of biomedical engineering function to healthcare in Jamaica;
    • • Collaborates and liaises with in-house biomedical engineers, other team members and key stakeholders in the RHAs, hospital, NHF, etc. to contribute to monitoring and evaluation work;
    • • Conducts reviews of monitoring and evaluation tools and practices to update and refine the monitoring and evaluation frameworks as the initiatives progress and to support high quality service delivery and improvement;
    • • Utilizes learnings from the biomedical engineering monitoring and evaluation work to influence M&E across the organisation;
    • • Advises the senior executive and other programme managers on initiatives to improve M&E capability of the organisation;
    • • Produces high-quality reports on M&E findings that support the initiatives’ priorities and further evidence-based decision making;
    • • Embraces a process of continuous quality improvement, consultation and feedback to customers, in order to guarantee their needs and concerns are met;
    • • Works collaboratively with other Biomedical Engineers in the branch to design a databases/ICT systems for the maintenance biomedical datasets, and actioning matters related to quality management and monitoring/evaluation;
    • • Provides professional advice and guidance to wide range of internal and external stakeholders on biomedical engineering function and processes;
    • • Works with relevant stakeholders such as RHAs and other relevant providers to strengthen networks and influence adoption to strategic biomedical planning, requirements gathering and assessments;
    • • Develops and implements an education & support programme for local healthcare providers to facilitate the implementation of clinical engineering initiatives;
    • • Assembles and analyses risk scenarios to determine the likelihood and impact of significant events to the biomedical engineering business processes;
    • • Collects, collates, analyses and reports relevant data and programme outcomes to contribute to measuring against national and local performance indicator;
    • • Monitors and reports on performance outcomes for the Biomedical Engineering Programmes ensuring optimal delivery and alignment with the related plan;
    • • Collaborates with key internal staff and external stakeholders in healthcare to explore, identify, prioritize, implement and evaluate clinical engineering solutions such as CTs, MRIs, X-ray units, defibrillators, mechanical ventilators, lab equipment, etc.;
    • • Plans and delivers key projects and activities to advance Biomedical Engineering solutions in primary and secondary sectors to improve system integration across the healthcare sector;
    • • Keeps abreast of biomedical and clinical engineering initiatives (especially concerning M&E) to ensure adherence to international standards and competitiveness
  • Human Resource Management:

    • • Contributes to and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals;
    • • Assists with the preparation and conducts presentations on role of Division/Unit for the Orientation and Onboarding programme.
  • Other:

    • • Knowledge of designing tools and strategies for data collection and analysis with a focus on capturing outcomes and impacts, and production of subsequent reports;
    • • Knowledge of using data, analysis and visualization software tools;
    • • Knowledge repair and maintenance of a wide range of contemporary electronic biomedical equipment/devices and systems;
    • • Knowledge of medical instrumentation, its design, operation and application in the clinical and laboratory environment;
    • • Knowledge of human physiology relevant to medical and clinical equipment operation and use;
    • • Knowledge of computing systems, including software programming, database design, database administration and web authoring;
    • • Knowledge and understanding of the general principles of Continuous Quality Improvement and their practical application in systematically evaluating and meeting customers’ needs;
    • • Knowledge of the principles and techniques of research and analysis and the ability to apply that knowledge to biomedical engineering initiatives;
    • • Knowledge in quantitative and qualitative methodologies, reporting, data quality assessments, data analysis and presentation
    • • Good verbal and written communication skills, with the ability to deliver presentation with tact, clarity, enthusiasm and accuracy to widely varied audiences;
    • • A high level of initiative and self-motivation;
    • • Demonstrated interpersonal and negotiation skills;
    • • Aptitude for developing and maintaining collaborative relations with team members both within and outside the Ministry, and for functioning effectively on inter-ministerial and multi-sectoral committees and working groups;
    • • Familiarity with procedures, policies and legislation governing the machinery of government.

Qualifications

  • • Bachelor’s degree in Biomedical Engineering, Engineering, Applied Sciences, Health Technology or equivalent discipline;
  • • Certification/Training in Monitoring & Evaluation Techniques in Health Technology;
  • • Three (3) years’ experience in Biomedical Engineering, Engineering or a related area.

    • • May be required to travel locally and internationally to attend conferences, seminars, and meetings.
