Summary

The Manager of Human Resource Management and Administration will be responsible for overseeing all aspects of human resource functions at JACRA. This includes leading the development and implementation of HR policies, programs, and services that support a high-performance, employee-focused culture. The role involves strategic planning and execution in areas such as recruitment, staff development, performance management, and industrial relations. The incumbent will also be tasked with fostering a positive and harmonious industrial relations environment that supports organizational goals and employee well-being. 💰Basic Salary: $5.7M - $7.4M JMD per annum.

Responsibilities

  • Develop exceptional expertise among staff regarding all elements of talent strategy, planning, high performance, rewards, and positive employee relations.
  • Directs the Employee Benefits Program and develops and implements a Rewards and Incentives System.
  • Develops, monitors, and enhances the Human Resource Management policies, programs, and activities and ensures adherence to guidelines and regulations and increased employee productivity and job satisfaction.
  • Manages the recruitment and selection process and continuously strengthens staff in interviewing and assessment procedures.
  • Exercises responsibility for the Industrial Relations program for JACRA, develops linkages with trade union representatives and negotiates contract agreements, investigates and resolves grievances, or arranges for mediation and arbitration.
  • Directs and coordinates the organization's Performance Appraisal program, sensitizing and training staff on the process and facilitating compliance.
  • Develops and maintains a Human Resources Management Information System for the reviewing and updating of personnel records and documents.
  • Oversees and guides the Training Needs Assessment exercise, training surveys, study leave, and training arrangements for staff.
  • Ensures that security, safety, and health standards are maintained.
  • Directs the Records Management System and ensures the effective storage and easy retrieval of information resources.
  • Develops and manages strategies and programs to maintain harmonious labor relations between Government, staff, trade unions/staff associations.
  • Develops and leads the Succession Planning Program for JACRA.

Qualifications

  • Bachelor's Degree in Human Resource Management, Psychology, Business or Public Administration, Industrial Relations, or a related field.
  • PLUS
  • Seven (7) years working at a supervisory level administering Human Resource functions.
  • Sound knowledge of the GOJ Human Resources Policies and Practices.
  • Knowledge of change management and negotiating skills.
  • OR
  • Master's Degree in the abovementioned fields and five (5) years related experience.
