Accounting Officer (Band 7)
Summary
The Government of Jamaica (GOJ) wishes to establish a Project Management Unit (PMU) within the Rural Water Supply Limited (RWSL). The PMU will be responsible for the management and implementation of the Rural Water Supply Improvement Project which is to be financed by the Caribbean Development Bank (CDB). The project’s overall objective is to contribute to increased water security in rural communities and contribution to sustainable livelihoods in Jamaica. The expected outcome of the project is increased water reliability and access to improved, safe, climate resilient potable water supply services in targeted rural communities in Jamaica. The Accounting Officer (AO) reports to the Project Manager (PM) and is primarily responsible for keeping accounting records and preparing financial statements and payroll on expenditures for PMU and disbursement claims for financing agencies. The AO is responsible for assisting MOFPS in tracking budgetary expenditure for the PMU and preparing the relevant reports. The AO also assists MOFPS in the preparation of the administrative budget of the PMU. 💰Salary Range: $3,501,526 – $4,709,163 JMD per annum and any allowance(s) attached to the post.
Responsibilities
- • Assist MOFPS in the preparation of PMU administrative budget;
- • Maintain a General Ledger and Schedules (or such other recording and accounting systems required by the Government of Jamaica (GOJ) and in accordance with generally accepted accounting practices) of all expenditures relating to projects under implementation;
- • Coordinate with PM and MOFPS in the establishment of a system of reporting on local counterpart requirements and disbursements;
- • Prepare requests for disbursements from the financing agencies;
- • Prepare monthly financial statements and supporting schedules;
- • Prepare financial statements as required for management and/or as specified by lending/donor agency agreements with GOJ;
- • Prepare financial information for special reports for internal and external use;
- • Review and track details of all claims from consultants and contractors;
- • Prepare the payroll (including benefits, deductions, etc.) for PMU staff;
- • Prepare accounts receivable billings for staff and others, reconcile suppliers’ statements and accruals of quarterly and yearly administrative expenses; and
- • Any other administrative duties assigned by MOFPS.
Required Skills
- • Knowledge of the FAA Act & Public Bodies Management and Accountability Act
- • Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint and Database).
- • Working Knowledge of Sage Accounting Software
- • Smart Pay or similar payroll solutions
- • Knowledge of International Accounting Standards
Qualifications
- • Bachelor’s degree in Accounting or related field or mid-level accounting professional qualification (e.g. Level 2 ACCA, Level 3 CGA). A minimum of three (3) years’ experience in accounting is required, in addition to proficiency in computer skills, including use of spreadsheets, database management and word processing.
- • Good written and oral communications skills are required.
- • Prior project-related experience would be an asset.
