
Deputy Chief Engineering Officer (SOG/ST 8)
Summary
Under the general direction of the Chief Engineering Officer, the Deputy Chief Engineering Officer - Civil Works and Infrastructure provides leadership in the development, implementation, and maintenance of parish infrastructure. This role involves overseeing the design of plans and programs for the construction and upkeep of infrastructure, including roads, bridges, culverts, river training, retaining structures, public buildings such as markets and parks, medians, cemeteries, pounds, transportation centers, beaches, and minor water supplies, all within the jurisdiction of the Local Authority. đź’° salary range $7,716,512 - $10,377,851 JMD per annum
Responsibilities
- • Develop relevant policies to guide the development and implementation of overall parish infrastructure plan by examining the infrastructure development/strategic plans of the Council, collating relevant information, on the current (and forecasted activities of stakeholders such as central government, other government agencies, private developers, utility companies et cetera) to inform the plan
- • Prepare development plans by conducting (or overseeing) field visits and collecting relevant data
- • Ensure the production of the development plan by monitoring the stages of development, providing guidance for improvement of said plan and presents to the chief engineer/chief executive officer/Council for approval and implementation.
- • Implement the agreed infrastructure development by coordinating/overseeing implementation of various aspects, monitoring progress, and reporting concerns/issues to the chief engineering officer/chief executive officer.
- • Implement systems to monitor the execution of the development plans by employing specified project management principles.
- • Lead the design of technical drawings, plans projects by reviewing in-house drawings and specifications to ensure accuracy with design standards and regulatory framework
- • Participates and leads the review of technical documents, schema and proposals by external supplier and make recommendations to chief engineer/chief executive officer/Council for approval and implementation
- • Overseas the execution of projects and programs by implementing monitoring mechanisms for progress and milestones including receiving reports on performance sub officers and certifying satisfactory completion of work for payment
- • Ensures the appropriate management of allotted resources - people, material and finances by examining resource usage against agreed allocations
- • Develop estimates of expenditures for projects and programmes by reviewing bills of quantities and actual uses and expenditures
- • Recommends approval for payment by assessing work progress, and quality against contract agreement.
- • Leads the design of an overall preventative maintenance programme of parish infrastructure (for example, parish council roads, culverts, medians, streetscapes, buildings, minor water supply infrastructure) by reviewing existing and forecasted infrastructure, and collating information from inspection/field visits against control standards for approval.
- • Coordinates visits/inspection of markets, parks, gardens, beautification sites, cemeteries, pounds, public bathing and fishing beaches and other project and programme sites at which lessees, contractors or concessionaires are required to carry out activities, to verify that the status of infrastructure, their use and determine appropriate course of actions
- • Directs maintenance operations by identifying requirements, forecasting resources, providing guidance for construction projects, capital improvement projects, and periodic reporting.
- • Leads/guides the preparation of work specifications for contracted maintenance services/works and present to the chief engineer/CEO/Council for approval
- • Ensures compliance with the Building Act and National Building Codes and regulations for project design and implementation by reviewing proposed documents and procedures and discussing findings with the chief engineer/CEO/Council for enforcement
- • Oversees capital improvement and renovation projects; reviews project specifications; analyzes design, requirements and performance standards; ensures timelines are met and issues brought to the chief engineer/CEO/Council for intervention
- • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.
- • Advises the Chief Engineer/Chief Executive Officer/Council, as the occasion demands, on various laws, by-laws and procedures which affect the starting, continuation of projects, by reviewing the relevant issues and assessing the implications against the relevant laws, practice/procedures
- • Prepares standard (and ad hoc) reports to Chief Engineer/Chief Executive Officer/Council by conducting research and or investigation.
- • Keeps the chief engineering officer/chief executive officer/council up to date on portfolio responsibilities and issues which may impact the operations and plans by staying in touch with direct reports, local/national developments, stakeholder concerns and media reports
- • Develops estimates of revenue and expenditure budget for the programmes and projects of the Council by liaising with the chief financial officer and other relevant personnel for costing forecasting of incomes/revenues
- • Collaborates with the chief engineering office and colleagues to review and develop guidelines regulations and codes to further enhance the development and maintenance of parish instructures and related activities
- • Develop a system to maintain records that are important to the portfolio responsibility (for example drawings, estimates, expenditures, directives to immediate staf0 by ensuring information is captured, stored, and easily retrievable.
Other functions:
- • Participates in the development of technical specification to inform the procurement of goods/services
- • Develop technical specifications/prospectus for procurement by research and ensuring relevant
- • documents are prepared and presented to the procurement officer
- • Performs all other related duties assigned

- • Monitors the performance of staff and ensures timely review of performance and intervention;
- • Takes lead in facilitating organizational change and encourage and support staff in the transitions;
- • Develops individual work plans
- • Ensure that the work plans for staff in the division are developed and delivered to the human resource unit
- • Monitors and review the performance of direct reports and ensure that this is also done for the division as a whole.

- • Sound knowledge of the regulatory controls and approval processes for building development/approval;
- • Good appreciation of the operations of the machinery of local authorities;

- • Sound knowledge of relevant legislation
Qualifications
- • Master's degree in Civil, Structural or Electrical Engineering (or equivalent Engineering qualification recognized by the Professional Engineers Registration Board)
- • Professional Registration with the Professional Engineers Registration Board of Jamaica
- • Project Management Training
- • At least 5 years progressive work experience, at least three of which should be at supervisory level

- • Adequate travel to conduct site visits in environmentally unfriendly environment and exposure to the elements and unhappy clients, including during emergency situations
- • The working environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure.
