Summary
Under the direction and leadership of the Chief Technical Director, Health Infrastructure Planning & Project Management, the Senior Director –Health Infrastructure Standards & Quality Management is responsible for the overall leadership, development, co-ordination, monitoring and evaluation of the Health Infrastructure standards, policies, processes and quality management systems. The role strategically leads activities concerning the auditing and inspection of health infrastructure and related services in accordance with set policies, guidelines and standards 💰Salary: $7,716,512 per annum
Responsibilities
- • Strategic evidence-based advice and recommendations directed
- • Health Infrastructure Standards and Guidelines research and analysis authoritatively directed
- • Health Infrastructure standards, policies, systems and programmes commandingly developed, approved and implemented
- • Health Infrastructure standards and policy monitoring and evaluation mechanisms authoritatively directed
- • Wide ranging in-house Health Infrastructure training and development programmes reviewed and approved;
- • Quality management system for the entire health infrastructure function developed and implemented
- • Monitoring and evaluation approaches geared at tracking policies, procedures, equipment and systems performance designed and implemented;
- • Technical advice/information provided
- • Reports, Cabinet Submissions/Notes, technical papers, and publications prepared and issued
- • Stakeholder Relationships established and maintained
- • Corporate/Operational Plans and Budgets developed and managed
- • Annual/Quarterly/Monthly performance Reports prepared
- • Individual work plans developed
- • Staff Coached and Appraisals Conducted
Technical/Professional:
- • Leads the development of strategic evidence-based advice and recommendations to the Minister, PS, CTD and other senior executives to shape the MoHW’s legislative priorities, standards/policy development and implementation concerning health infrastructure management;
- • Leads the prioritisation and implementation of health infrastructure standards/policy research and analysis activities to identify, evaluate and critically analyse highly complex and sensitive issues and concerns affecting health infrastructure outcomes todeliver effective resolutions;
- • Leads the development and implementation of environmental and disaster resilience plans impacting health infrastructure outcomes, ensuring alignment with established GOJ legislation and policy directives;
- • Leads the development, implementation and monitoring of authoritative health infrastructure standards and quality management systems to be used in the healthcare system
- • Leads the delivery of impactful and innovative health infrastructure management strategies, education programmes and services to provide high quality learning outcomes that meet the needs of ministry stakeholders, including RHAs;
- • Leads the development and implementation of compliance and regulatory standards for the management of health infrastructure ensuring that service delivery complies with all relevant legislation and national/regional/global standards;
- • Builds and maintains strong relationships with key stakeholders in the health sector and the built environment to drive innovation across the industry and develop collaborative partnerships with employers, local communities and related stakeholders;
- • Leads the development, review and implementation of a framework to ensure the MoHW’s statutory responsibilities concerning health infrastructure are carried out and risk mitigation is managed and maintained with effective policies, procedures and reporting in place;
- • Drives the effective implementation of the nationwide rollout of the health infrastructure performance management and improvement programmes and strategies;
- • Shapes the health infrastructure’s strategic framework to clearly align direction and purpose with the MoHW’s commitment to world class standards and quality management systems;
- • Creates an environment which fosters an emphasis on accountability for performance and outcomes that enable and optimize agile, evidence-based solutions through critical analysis and collaboration across MoHW divisions and related MDAs;
- • Leads the drive of effective identification, analysis and mitigation of risks, concerns and consequences of standards/policy and quality management changes in order that key MoHWs stakeholders are fully informed on critical questions;
- • Leads the formulation, implementation and revision of systems to collect, maintain, analyze and make available data, metrics and statistics on the MoHW’s health infrastructure standards, policies and associated programmes to support planning and performance measurement;
- • Leads the design and implementation systems and procedures for the continuous monitoring and evaluation of health infrastructure standards, policies, programmes and projects within MoHW;
- • Leads the development, implementation and revision of performance monitoring mechanisms such as key indicators, targets, metrics and measurements;
- • Leads the establishment and maintenance of monitoring and evaluation information systems/databases and ensures that resources are current, and available to key stakeholders;
- • Guides the assessment of issues, risks and learnings raised through monitoring/evaluation reports from subjects and key stakeholders in the healthcare system;
- • Establishes and maintains liaison and linkages with MDAs, Statutory Bodies, Private Sector and Non-Governmental Organizations on health infrastructure and related environmental matters to ensure that the stakeholders’ interests are addressed in the design of standards, policies, programmes and quality management systems;
- • Establishes and maintains linkages with similar international organizations to keep abreast of external trends related to Health Infrastructure and quality management systemsthat impact directly on the portfolio responsibilities of the Ministry.
Performance Standards:

- • Health Infrastructure Standards and Guidelines research and analysis authoritatively directed in accordance with relevant standards, regulations and timeframes;
- • Health Infrastructure standards, policies, systems and programmes commandingly developed, approved and implemented in accordance with relevant standards, regulations and timeframes;
- • Health Infrastructure standards and policy monitoring and evaluation mechanisms authoritatively directed in accordance with established guidelines and agreed timeframes;
- • Wide ranging in-house Health Infrastructure training and development programmes reviewed and approved in accordance with established guidelines and agreed timeframes;
- • Quality management system for the entire health infrastructure function developed and implemented in accordance with established guidelines and agreed timeframes;
- • Monitoring and evaluation approaches geared at tracking policies, procedures, equipment and systems performance designed and implemented in accordance with established guidelines and agreed timeframes;
- • Technical advice and recommendations provided are sound and supported by qualitative/quantitative data;
- • Cabinet Submissions, policy/programmes recommendations and briefs or position papers on technical matters are appropriately prepared and submitted within the required timeframes;
- • Reports are comprehensive, accurate and submitted within the required timeframes;
- • Stakeholder Relationships established and maintained in a harmonious and productive manner;
- • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time;
- • Individual Work Plans developed in conformity to established standards and within agreed timeframes;
- • Staff Coaching and Appraisals completed and submitted in accordance to agreed timeframe and standards;
- • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff
Qualifications
- • Master’s degree in Civil Engineering/Engineering, Building Technology, Applied Sciences, or equivalent discipline;
- • Certification in Leadership and Change Management;
- • Five (5) years’ experience in Engineering, Built Environment/Technology or a related area in the private or public sector, with at least three (3) at a senior management level
- • Bachelor’s degree in Civil Engineering/Engineering, Building Technology, Applied Sciences, or equivalent discipline;
- • Eight (8) years’ experience in Engineering, Built Environment/Technology or a related area in the private or public sector, with at least five (5) at a senior management level.
