Summary

Under the direction and management of the Senior Quality Management Officer (Monitoring & Evaluation), the Health Infrastructure Monitoring Officer is responsible for monitoring and evaluation the performance and maintenance of all physical health infrastructures and related facilities/activities for assigned regional health authority (RHA) ensuring accountabilities, efficiency and effectiveness. đź’°Salary: $5,198,035 JMD per annum

Responsibilities

  • Management / Administrative:

    • • Develops Individual Work Plans based on alignment to the overall plan for the section;
    • • Maintains various Health Infrastructure (M & E) Committees/Technical Working Groups that provides insight and makes recommendations for the implementation of improved procedures and systems;
    • • Represents the MoHW at sittings of the Public Administration and Appropriations Committee (PAAC)/ Public Accounts Committee (PAC), meetings, conferences and other fora as needed;
    • • Prepares and delivers presentations related to Health Infrastructre matters as needed;
    • • Participates in meetings, seminars, workshops and conferences as required;
    • • Prepares reports and programme documents as required;
    • • Maintains customer service principles, standards and measurements.
  • Technical:

    • • Applies agreed approaches that ensures the monitoring and evaluation of business processes for physical health infrastructures aligned with the MoHW organisational vision and strategic plan;
    • • Monitors the implementation of the physical health infrastructures standards, policies, processes and procedures;
    • • Applies and recommends econometric, cost-benefit and/or financial models to ensure investment and policy decisions concerning physical health infrastructures initiatives are based on a strong and rigorous evidence base;
    • • Conducts reviews of monitoring and evaluation tools and practices to update and refine the monitoring and evaluation frameworks as the initiatives progress and to support high quality service delivery and improvement;
    • • Utilizes learnings from the physical health infrastructures monitoring and evaluation work to influence M&E across the organisation;
    • • Advises the senior executive and other programme managers on initiatives to improve M&E capability of the organisation;
    • • Produces high-quality reports on M&E findings that support the initiatives’ priorities and further evidence-based decision making;
    • • Embraces a process of continuous quality improvement, consultation and feedback to customers, in order to guarantee their needs and concerns are met;
    • • Provides professional advice and guidance to wide range of internal and external stakeholders on physical health infrastructures function and processes;
    • • Works with relevant stakeholders such as RHAs and other relevant providers to strengthen networks and influence adoption to strategic physical health infrastructure planning, requirements gathering and assessments;
    • • Implements and assesses education & support programmes for local healthcare providers to facilitate the implementation of physical health infrastructures initiatives;
    • • Assembles and analyses risk scenarios to determine the likelihood and impact of significant events to the physical health infrastructures business processes;
    • • Performs site visits/audits/inspections to verify the accuracy of reports and ensure the quality of project products/services and data collect;
    • • Escalates physical health infrastructure management issues and breaches for the attention of Health Infrastructure Analyst – M&E for appropriate action;
    • • Collects, collates, analyses and reports relevant data and programme outcomes to contribute to measuring against national and local performance indicator;
    • • Maintains M&E tools and data collection procedures (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals);
    • • Recommends ways to facilitate data collection and the flow of data within project teams;
    • • Identifies strengths and weaknesses in existing data collection and management systems and propose solutions;
    • • Monitors and reports on performance outcomes for the physical health infrastructures Programmes ensuring optimal delivery and alignment with the related plan;
    • • Collaborates with key internal staff and external stakeholders in healthcare to explore, identify, prioritize, implement and evaluate physical health infrastructures solutions;
    • • Plans and delivers key projects and activities to advance physical health infrastructure solutions in primary and secondary sectors to improve system integration across the healthcare sector;
    • • Contributes to the development of internal control mechanisms to guide the management of business processes under the purview of the Health Infrastructure Planning & Quality Management Division;
    • • Keeps abreast of physical health infrastructure initiatives (especially concerning M&E) to ensure adherence to international standards and competitiveness.
  • Human Resource Management:

    • • Contributes to and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals;
    • • Assists with the preparation and conducts presentations on role of Division/Unit for the Orientation and Onboarding programme.
  • Other:

    • • Knowledge and application of M&E methodologies (e.g., qualitative, quantitative, mixed-method and impact);
    • • Knowledge of M&E planning, implementation, techniques and practices;
    • • Knowledge of strategic planning and performance measurement, including indicator selection, target selection;
    • • Knowledge of designing tools and strategies for data collection and analysis with a focus on capturing outcomes and impacts, and production of subsequent reports;
    • • Knowledge of using data, analysis and visualization software tools;
    • • Advanced IT skills in relation to Word, PowerPoint and Excel and MS Project or other project tool
    • • Good verbal and written communication skills, with the ability to deliver presentation with tact, clarity, enthusiasm and accuracy to widely varied audiences;
    • • A high level of initiative and self-motivation;
    • • Demonstrated interpersonal and negotiation skills;
    • • Aptitude for developing and maintaining collaborative relations with team members both within and outside the Ministry, and for functioning effectively on inter-ministerial and multi-sectoral committees and working groups;
    • • Familiarity with procedures, policies and legislation governing the machinery of government.

Qualifications

  • • Bachelor’s degree in Civil Engineering, Engineering, Building Technology, or equivalent discipline;
  • • One (1) year experience in managing, designing, implementing, and evaluating large and multidisciplinary projects.

Additional Information and Instructions

  • Special Conditions Associated with the Job:

    • • Work will be conducted in an office outfitted with standard office equipment and specialized software.
    • • The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.
    • • Will be required to travel locally and internationally to conduct study tours and site visits, as well as to attend conferences, seminars and meetings.
    • • Additionally, postholders will be exposed to hazardous situations (equipment/chemicals/noise, etc.) and may be required to wear safety attire, such as masks and hard hats, to protect themselves.
