Summary

Plan and directs, organizes and controls the daily activities/administration and the overall operations of the MIS division. It is the Operations Manager’s duty to promote an atmosphere of mutual respect that is safe and organized to maximize productivity. The incumbent has direct responsibility for Data Entry, Data Control, Operations Unit, Local and Regional Office Co-ordination, the Island-wide network, information and communication technology (ICT) equipment, in addition to any other location that has ICT equipment when falls under the ambit of the Ministry of Labour & Social Security. It is the Operations Manager’s duty to ensure that all equipment purchased for the MIS Division conforms to Government’s standards and are kept fully functional. 💰Salary: $5,198,035 - $6,990,779 JMD per annum

Responsibilities

  • Plans, organizes and directs the work of the staff by:

    • • Participating in the selection, training and assessment of staff;
    • • Ensuring that the duties and responsibilities of staff are conveyed to them in writing;
    • • Developing and maintaining proper operational standards and techniques for staff;
    • • Exploring and interpreting policy and directives of the Ministry for staff;
    • • Promoting an environment conducive to proper functioning of staff;
    • • Motivating staff in order to maintain a high morale within the Division.
  • Ensures efficient and economic use of the computer capabilities by:

    • • Developing and implementing operating/administrative procedures for the co-ordination and scheduling data processing operations;
    • • Developing procedures and criteria for establishing job priorities;
    • • Developing and implementing reporting procedures to facilitate the recording of the activity and performance of all IT equipment;
    • • Developing forecasts of requirements, equipment and other resources;
    • • Determining and establishing backup facilities in the event of computer failure or excessive workload;
    • • Reviewing monthly performances reports to ensure that production standards are maintained and to assess staff performance;
    • • Raising requisitions and purchase orders and ensuring that computer stock re-order levels are maintained;
    • • Conferring with section managers to establish job control, operating instructions and long term computer requirements;
    • • Making monthly and emergency visits to the local offices with computer facilities and making recommendations on the use, development and administration of the computer staff and equipment;
    • • Ensuring the appropriate security facilities and procedures are in place and maintained to prevent and minimize loss to the software and hardware;
    • • Reviewing technology practices in MIS relating to peripheral equipment and telecommunication networks by assessing their value and applicability in meeting the Ministry’s requirements;
    • • Preparing Board of Survey for defective obsolete equipment.
  • Provide support advice and information to ICT users in a timely, responsive, cost effective manner by:

    • • Developing schedule and monitoring execution of project activities;
    • • Participating in quality assurance review of bespoke software applications;
    • • Assuming responsibility for the operations and maintenance of applications accepted into production;
    • • Providing technical support for all areas on end-user computing;
    • • Participates in contract and related negotiations with suppliers, when necessary or required.
    • • Establishing telecommunication link to other ministries and departments, or entities, as is required;
    • • Defining performance, security and reliability standards for equipment/devices to be acquired by the Ministry;
    • • Controling access to and use of information technology resources by formulating and communicating IT policies with guidelines, developing and enforcing standards for use of computer facilities and resources of the Ministry;
    • • Liaising with Departmental Heads and Managers throughout the entire Ministry regarding source documents and procedures as they related to the various applications within their division;
    • • Advising users of the various applications, and resolving technical problems associated with processing.
  • Performs other related duties such as:

    • • Preparing budget and establishment proposals;
    • • Attending meetings;
    • • Allocating assignments and co-ordinating the work of the supervisors and system administrators to ensure optimum use and development of staff and timely completion of job.

Qualifications

  • • Bachelor’s Degree in Computer Sciences, Engineering or equivalent from a recognized tertiary institution;
  • • Post Graduate Diploma in Management.
  • • At least 5 years at the managerial level in a similar position
