
Programmer (Band 8)
Summary
To design, develop and implement software solutions to enable the different Units/Departments and users in the Authority to carry out their functions effectively and efficiently; and maintain and design the contents of the Authority’s website and intranet to ensure currency and accuracy. 💰Salary: $4,266,270 per annum
Responsibilities
- • Participates in the development and implementation of network-wide web-based software solutions for use in the Authority.
- • Programs and updates the Authority’s Intranet and website.
- • Performs upgrades and modifications to existing software systems to reflect changing user requirements and technology in a dynamic environment.
- • Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems.
- • Performs user requirement needs to guide software development.
- • Develops program flow logic diagrams to guide software development.
- • Codes and tests software solutions on software development platforms used in-house.
- • Rolls out custom cloud software to users.
- • Trains users in the use of custom and commercial software.
- • Researches and tests commercial software of interest to the Authority and makes recommendations to the supervisor.
- • Manages the day-to-day operations of the Authority’s website and Intranet, including updates, maintenance, and ongoing development.
- • Oversees and coordinates content management and user experience, and creates and maintains a consistent website architectural structure.
- • Maintains accurate documentation of all custom-developed software solutions, including source code and program logic flow diagrams.
- • Liaises with Heads of Divisions, HR, and Corporate Communications to gather relevant and up-to-date information for the website.
- • Finds, diagnoses, and fixes website problems, including broken links (both internal and external), typographical errors, and formatting inconsistencies.
- • Conducts online satisfaction surveys to measure the level of satisfaction with newly developed/deployed systems.
- • Proposes and implements system enhancements that will improve the performance and reliability of systems, website usability, and functionality.
- • Documents software changes to reflect modifications, upgrades, etc.
- • Prepares Individual Work Plans based on strategic alignment with the Operational Plan of the Division.
- • Performs miscellaneous job-related duties as assigned.

- • Good knowledge of SQL Server, VB 6, C-Sharp, PHP, SharePoint, Photo Shop, and .NET (or later versions) platforms
- • Good knowledge of Programming concepts and practice
- • Working knowledge of Open-Source Platforms and solutions
- • Ability to communicate with and understand the requirements of professional staff in the area of specialty
- • Ability to code program from program logic diagram
- • Good software documentation skills
- • Knowledge of current technological developments/trends in the area of expertise
Qualifications
- • Bachelor’s degree in ICT with emphasis on Software Development.
- • Three (3) years of experience in a related field.
- • Professional certification (MCSD, MCPD) in software development is highly desirable.

The Government of Jamaica (GOJ) wishes to establish a Project Management Unit (PMU) within the Rural Water Supply Limited (RWSL). The PMU will be responsible for the management and implementation of the Rural Water Supply Improvement Project which is to be financed by the Caribbean Development Bank (CDB). The project’s overall objective is to contribute to increased water security in rural communities and contribution to sustainable livelihoods in Jamaica. The expected outcome of the project is increased water reliability and access to improved, safe, climate resilient potable water supply services in targeted rural communities in Jamaica. The Accounting Officer (AO) reports to the Project Manager (PM) and is primarily responsible for keeping accounting records and preparing financial statements and payroll on expenditures for PMU and disbursement claims for financing agencies. The AO is responsible for assisting MOFPS in tracking budgetary expenditure for the PMU and preparing the relevant reports. The AO also assists MOFPS in the preparation of the administrative budget of the PMU. 💰Salary Range: $3,501,526 – $4,709,163 JMD per annum and any allowance(s) attached to the post.

Property Acquisition Officer (Band 7)(Temporary)
Rural Water Supply Limited
Kingston and St. Andrew, Jamaica
The Government of Jamaica (GOJ) is establishing a Project Management Unit (PMU) within the Rural Water Supply Limited (RWSL). This PMU will manage and implement the Rural Water Supply Improvement Project, financed by the Caribbean Development Bank (CDB). The project's main goal is to increase water security and contribute to sustainable livelihoods in rural Jamaican communities. The anticipated outcome is improved water reliability and access to safe, climate-resilient potable water supply services in targeted rural areas. The Property Acquisition Officer will be responsible for coordinating and overseeing the acquisition of all properties needed for the project, whether privately owned or owned by the Commissioner of Lands. These sites will house water supply infrastructure to be handed over to the National Water Commission (NWC). The officer will operate consistently within relevant Jamaican Acts and government policies and will liaise with the National Land Agency (NLA) on property acquisition matters.
