Summary

To coordinate, oversee and manage the activities of Taxpayer Accounts and Collections ensuring all revenue collected is properly receipted, accounted for and lodged; taxpayers Accounts are accurately adjusted and corrected when discrepancies are identified. 💰Salary: $5,198,035 – 6,990,779 JMD per annum

Responsibilities

  • Management and Administrative Duties:

    • • Provides leadership, support and guidance to all staff to ensure that the Team is effectively managed;
    • • Prepares and implements Work Plan for the Team;
    • • Manages and monitors the performance of the Team;
    • • Enforces the standards and rules of professional conduct for staff within the Unit in order to maintain the highest degree of confidence in its integrity and efficiency;
    • • Ensures staff is aware of and operates in accordance with all relevant laws and policies;
    • • Develops and maintains effective working relations with external and internal stakeholders, ensuring that the Team provides a consistently high level of service.
  • Technical and Professional Duties:

    • • Ensures daily collections are accounted for and lodged;
    • • Posts end of day lodgement daily;
    • • Checks, verifies and settles Point of Sales Machines;
    • • Monitors and verifies information entered in cash book, value book, refunds accounts and deposit accounts;
    • • Checks and verifies copies of motor vehicle registration certificate (l.a paper) and signs IR 45 Report for submission;
    • • Ensures the timely submission of cash sheets and all documents related to tax accounts to the Director, Revenue Accounts Officer;
    • • Monitors Direct Banking activities and gives to Collections Officers to be receipted and prepares weekly and monthly reports; ď‚· Monitors the preparation, checks and makes relevant notation in Deposit Account Register against Revenue Deposit Slip presented; verifies and signs off on the information posted therein; ď‚· Monitors the preparation of Revenue Deposit Received Book and countersigns same;
    • • Prepares and makes submissions for refunds to Revenue Accounts Unit; ď‚· Checks off entries made in the refund register and signs off on refund reports monthly; ď‚· Assigns users to the INCRS system daily; ď‚· Validates, signs and collects batched transactions (work) during peak periods; ď‚· Checks AMVS and RAIS to validate Motor vehicle registration certificates not reflected on INCRS; ď‚· Call Island Traffic Authority to validate certificate of fitness not reflected on AMVS and INCRS;
    • • Checks and signs Drivers Licence Applications and Motor Vehicle Transfers Applications weekly for dispatch; ď‚· Assists in the opening and closing of the vault; ď‚· Prepares and authorizes lodgments for pick up by Guardsman Limited;
    • • Monitors and accounts for all tax returns received within the Unit;
    • • Verifies batch control and lodgement sheets;
    • • Verifies failed transactions and authorises transfer and reversal of Returns and payments;
    • • Authorises and verifies failed transactions and adjustments;
    • • Ensures taxpayers “Accounts” adjustments are completed;
    • • Enforces the established procedures and guidelines for the processing of adjustments;
    • • Advises the Manager of Revenue Accounts of adjustments and transfers to be effected from the relevant accounts;
    • • Monitors the vetting and batching of Returns;
    • • Oversees and monitors the reduction of queues;
    • • Contacts and meets with the relevant taxpayers and staff to resolve issues;
    • • Identifies and reports system discrepancies;
    • • Prepares accurate, comprehensive reports and submits to the relevant managers;
    • • Sends reports Daily via email;
    • • Attends outstations;
    • • Assists with STAP Programme and prepares STAP Reports;
    • • Identifies, monitors and escalates high priority issues from the front line, including emerging risks, to the relevant authorities;
    • • Updates and submits the Enterprise Risk Management (ERM) Sub-risk Register for the Unit;
    • • Performs other related duties assigned by the Manager/Collector of Taxes.
  • Human Resource Management Duties:

    • • Develops and manages the Section’s human resource plan that addresses staff requirements, succession planning and liaises with the Manager/Collector of Taxes
    • • Participates in the recruitment of staff for the Section and ensures that they are aware of and adhere to the policies and procedures of the Department;
    • • Conducts periodical reviews of supervisees in accordance with Work Plans;
    • • Completes final performance assessments of staff and recommends appropriate training and development programmes as necessary;
    • • Initiates and participates in disciplinary proceedings relating to staff members within the section and implements corrective measures.
  • This job is satisfactorily performed when:

    • • All revenue is collected, accounted for and lodged in accordance with the Financial Administration and Audit (FAA) Act;
    • • All Returns are processed and transmitted to the RSC within the stipulated time;
    • • All simple adjustments are done and fail pools corrected according to the guidelines;
    • • Tax ledgers are reconciled according to the established guidelines;
    • • Accurate, comprehensive reports are prepared in the stipulated format and submitted by the due date;
    • • Human resource policies and procedures are administered equitably and without discrimination.

Required Skills

  • Specific Knowledge:

    • • Comprehensive knowledge of all the relevant tax laws, regulations and guidelines;
    • • Comprehensive knowledge of TAJ’s cashiering system;
    • • Very good knowledge of the Financial Administration and Audit (FAA) Act;
    • • Good knowledge of Tax Administration Jamaica’s operations and functions;
    • • Working knowledge of computer systems and the relevant applications.
  • Required Skills and Specialised Techniques:

    • • Excellent decision-making, judgement, and analytical skills;
    • • Excellent communication, interpersonal and team skills;
    • • Excellent time management skill.

Qualifications

  • • Bachelor’s Degree in Business Management/ ACCA Level 2 or the equivalent qualification;
  • • At least three (3) years experience in a related position.

    • • Normal office environment;
    • • Travel (15%-20%).
