Programme Analyst, Registration (Level 6) - Programmes Branch - Kingston
Summary
To develop and manage programmes for registration, deregistration, registration verification and taxpayer accounts across TAJ’s functional areas with a view to identify potential revenue loss through widening of the tax net and reducing arrears through deregistration; monitor and evaluate the outcome of the programmes instituted; assess their impact and make necessary recommendations for improvements to support TAJ’s strategic objectives. The incumbent is also responsible for maintaining/monitoring an active and accurate database and enhancing data integrity ensuring defunct businesses are removed and accurate taxpayer accounts are maintained. 💰Salary:$6,333,301 - 8,517,585 JMD per annum
Responsibilities
- • Develops, documents, manages and evaluates all taxpayer registration and taxpayer accounts programmes;
- • Develops and implements approved strategies and solutions to correct and verify taxpayer registration, deregistration and taxpayer accounts;
- • Examines, interprets and analyses all data sources identified (internal and external) from which new and existing taxpayer accounts anomalies and errors as well as new and defunct taxpayers can be derived;
- • Measures all existing tax registration gap by reference to national statistical and other data;
- • Identifies the gap for each tax type (expected for full registration vs. actual registration);
- • Determines possible reasons for registration related gaps and designs pragmatic strategies to reduce same;
- • Monitors and evaluates the delivery of the programmes using analytical concepts and statistical techniques to maintain or improve quality;
- • Examines and analyzes reports prepared by the Forensic Data-Mining Unit (FDMU) and utilize same to guide the development of programmes to promote and enhance voluntary compliance;
- • Contributes to the development of risk management strategies and programmes;
- • Drafts Programme policy documents that supports the legal framework in which TAJ operates and manages administrative policies relating to Programmes developed ensuring there are no loopholes;
- • Liaises with Enterprise Risk Management Unit and provides key inputs into the deliberations of the Enterprise Risk Management Committee;
- • Researches and provides information on matters relating to functional area to assist in decision-making;
- • Provides functional advice and solutions to relevant managers and operational officers on relevant issues or as requested by line management;  Reviews and evaluates programmes instituted to determine their effectiveness and makes adjustments as necessary;
- • Designs and institutes programmes to deliver all taxpayer registration/deregistration functions in a more cost effective manner;
- • Interrogates and designs methods to clean and maintain the taxpayer database and taxpayer accounts;
- • Maintains effective working relations and collaborative arrangements with relevant stakeholders;
- • Assesses all reporting instruments for purpose, impact and relevance to the overall monitoring and evaluation of the respective Programmes;
- • Collaborates with Production Support Office to design and test recommendations for systematic reports to facilitate Programme enhancement;
- • Ensures that all programmes are clearly documented and appropriate approval given, before being issued for implementation;
- • Supports the identification and management of risks within the organization and by extension the respective area of work;
- • Provides regular programme reports to the Programmes Director;
- • Performs any other related duties as assigned by Programmes Director, Registration;
This job is satisfactorily performed when:
- • Programmes are designed and delivered in accordance with TAJ strategic goals and objectives;
- • Instruments for the evaluation of programmes are designed by the stipulated time;
- • The programmes instituted are constantly monitored and evaluated and effectiveness determined;
- • The programmes developed facilitate accurate taxpayer accounts and increased taxpayer registration/deregistration to enhance voluntary compliance;
- • Excellent functional advice and solution provided to the operational staff within the stipulated time;
- • Key inputs are provided in the development of risk management strategies;
- • Accurate, comprehensive reports are prepared and submitted according to stipulated format and agreed time frame.
Required Skills
Specific knowledge:
- • Comprehensive knowledge of the Revenue Laws and Regulations governing tax assessment and collections;
- • Comprehensive knowledge of the Taxpayer Registration Cycle;
- • Comprehensive knowledge of Taxpayer Accounts;
- • Sound knowledge of standard business operations and commercial practices (both locally and internationally);
- • Excellent knowledge of programme development and implementation;
- • Working knowledge of project management techniques and practices;
- • Sound knowledge of computer systems and relevant applications.

Qualifications
- • BSc degree in Accounting or ACCA Level II or Business Administration or the equivalent qualification;
- • Post Graduate training in Programme Development and Management or equivalent;
- • Three (3) years related work experience.
