Summary

Under the direction of the Executive Director, the Legal Counsel has overall responsibility for administering all activities in relation to the legal obligations of the Commission under the governing legislation and other statutory requirements. The purpose of the Legal Counsel will be to provide the full range of activities in the areas of legal advice, legal representation and technical guidance. 💰Salary range $6,333,301 - $8,517,586 per JMD per annum.

Responsibilities

  • Advise the Commission in a timely manner concerning its legal rights and obligations and take appropriate action.
  • Take a lead role in the development of the legal framework, adjudicative processes and investigate practice of the Commission.
  • Provide legal advice on the interpretation and application of governing legislation, regulations and procedures.
  • Represent the Commission and manage the process of defending the Commission's interests and position in litigation before local courts and international tribunals.
  • Promote the enhancement of Jamaica's jurisprudence in Trade Remedies and related areas by identifying areas for training and contributing to the training of the Commissioners and Staff on legal issues relevant to the Commission's mandate.
  • Develop standard documents to be used in the conduct of investigations.
  • Provide a legal reference point for the assistance that the Commission may give to the Government in the formulation of international trade policy and negotiating positions.
  • Prepare drafting instructions to the Chief Parliamentary Counsel in connection with amendments to the Act.

  • Persuasive communication abilities to advocate for favorable legal and business outcomes

Qualifications

  • Bachelor of Laws (LLB.) Degree from a recognized university.
  • Master of Laws degree in international trade law or a related legal field is preferred but not required.
  • Legal Education Certificate (LEC) from the Norman Manley Law School or another Council of Legal Education-accredited institution.
  • Admission to the Jamaican Bar - must be a practising attorney registered with the General Legal Council of Jamaica.
  • Good standing with the Jamaican Bar Association.
  • Minimum 3-7 years of post-qualification experience in international trade law, corporate law, regulatory compliance, litigation or a related legal field.
  • Experience in legislative review, contract drafting, corporate governance, and risk management is preferred.
  • Knowledge of Jamaican laws, regulations, and court procedures relevant to the role.
