
Business Analysts (Level 6)
Summary
Reporting to the Senior Business Analyst, the Business Analyst will be responsible to: Manage change within the organisation via effective elicitation and analysis activities culminating in the production/management of requirements packages and coordinating activities within the SDLC. Provide business analysis, functional and technical expertise – including developing requirements and specifications including process flow models, use cases or user stories, data models, and UML diagrams that entirely communicate requirements and conditions of satisfaction whilst monitoring and managing multiple ongoing IT projects and services, ensuring they continue to meet the established objectives and business needs within the established budgets through a continual service improvement methodology. 💰Salary: $6,333,301 JMD per annum.
Responsibilities
Technical / Professional:
- • Assists Senior Business Analyst with supervision of project implementation activities, as required, to determine priorities and plan work to manage user expectations; ✓ Analyses new and changed user requirements and recommends cost-effective technology solutions, including ‘buy or build’ analysis. ✓ Evaluate user enhancement/change requests; suggest feasible and practical approaches to satisfy or review proposed solutions and make recommendations; estimate effort and resources required. ✓ Assists in estimating, scheduling, and managing reporting tasks.
- • Ensures timely and satisfactory completion of special assignments, e.g., ✓ Studying user operations and identifying areas of potential improvement ✓ Defining diagnostic procedures for problem determination in significant areas where automated diagnostic aids are unavailable. ✓ Optimising systems security and control procedures. ✓ Updating standards and procedures for design, programming, testing, implementation & maintenance of application systems.
- • Ensures timely and satisfactory completion of project-related assignments, e.g., ✓ analysing existing program logic to determine the best method of accomplishing required changes or the cause of program malfunction. ✓ translating requirements defined by systems analysis into logical, economical, and practical systems designs.
- • Defines business functional and technical requirements.
- • Establishes processes for integrity/currency of requirements.
- • Identifies, documents, and analyses business process risk.
- • Conduct a feasibility study/impact assessment regarding implementing proposed business requirements.
- • Assesses IT operational benefits of proposed solutions.
- • Assesses business benefits of proposed solutions.
- • Translates business requirements into high-level design specifications.
- • Prepares detailed design and technical software application requirements.
- • Customises and implements acquired automated functionality.
Conducts key developmental initiatives by creating:
- • Plans for the maintenance of software applications. ✓ A strategy to operationalise the solution. ✓ End-user procedures. ✓ Technical support documentation for operations and support staff.
- • Tracks and manages application requirements.
- • Consistently records, assesses and prioritises change requests, assesses the impact and prioritises changes based on business needs. ✓ Assess impact and prioritise changes based on business needs. ✓ Assure that any emergency and critical change follows the approved process. ✓ Manage and disseminate relevant information regarding changes.
- • Build and review implementation plans and build and maintain a business and technical requirements repository and test cases for accredited systems.
- • Defines and reviews a test strategy (entry and exit criteria) and an operational test plan methodology.
- • Perform system conversion and integration tests on a test environment.
- • Assist with ongoing user development and training programmes.
- • Recommends promotion to production based on agreed-upon accreditation criteria.
- • Gain requirements sign-off from the key stakeholders by ensuring all of them are on the same level of understanding of the requirements and then getting written approval on the requirements to be developed.
Management/Administrative:
- • Prepare and maintain project documentation per standard Business Analysis framework and methodology.
- • Escalates unresolved problems to the appropriate levels.
- • Provide requirements management support to significant application projects within the JCA.
- • Enforce Agency policies and standards.
- • Monitor key aspects/stages of work-in-progress and take action as necessary (e.g., assisting Senior Team Leads to overcome obstacles likely to cause completion delays).
- • Facilitate responsiveness to client concerns and evolving needs by maintaining dialogue with user management.
Human Resources:
- • Build and maintain strong relationships with team members and clients.
- • Work as part of a team to achieve department targets.
- • Work with other units and divisions within the organisation to identify opportunities for process improvements, contributing to efficiency and profitability.
- • Take responsibility for personal development in line with agreed annual performance objectives.
Customer Service:
- • Maintains customer service principles, standards and measurements.
- • Identifies and incorporates the interests and needs of customers in business process design.
- • Ensures critical success factors are identified and meet expectations.
Other:
- • Perform all other duties and functions as may be required occasionally.
- • May be required to provide witness statements, attend court proceedings, and give evidence.

Required Skills
- • Excellent skills in Microsoft Outlook, Word, Excel, PowerPoint, Visio and Google Docs
- • Business Process Modelling and Business Writing Skills
- • Working Knowledge of Microsoft Project
- • Adept with Visio for process mapping
- • Proficient in the use of UML and Use Cases
- • In-depth understanding of the Software Development Life Cycle
- • Working knowledge of Agile methodologies
- • Understanding of IIBA principles and practices (BABOK)
- • Excellent ICT Conceptual and Design Skills
- • Excellent documentation skills
- • Understanding Knowledge of Object-Oriented Programming and Database design techniques,
Qualifications
- • Bachelor of Computer Sciences, Information Management or similar ICT-related disciplines
At least five (5) years of IT Business Analyst experience that includes:
- • Both the development of high-level strategy, business cases and formal requirements specifications using methodologies and tools such as UML, flow charts, and data models.
- • Business analysis, process mapping, and design of complex systems and processes, with a demonstrated ability to translate business requirements into solution requirements.
Desired:
- • Certified Business Analysis Professional (CCBA, CBAP, PMI-PBA).
- • Certified Scrum Master (CSM).

- • Work will be conducted in an office outfitted with standard equipment and specialised software.
- • The environment is fast paced, with ongoing interactions with critical stakeholders and meeting tight deadlines, which will result in high degrees of pressure on occasion.
- • Required to be on call out of office hours.11
- • May be required to work beyond regular working hours.
- • A fair degree of travelling (>30%) periodically is required to assess ICT business needs.
- • Physically able to participate in training sessions, presentations, and meetings.
