Summary

Under the direction of the Director, Corporate Services, the Human Resource Manager is responsible for managing the human resource functions of the Institute, including staffing arrangements (recruitment and selection, promotion, acting, assignment, reassignment, compensation management, medical fitness and probationary management), benefits administration, leave management, pension trustee administration, performance management, organizational development, human resource development, people culture and welfare, employee relations, grievance administration. The incumbent is also responsible for the development/revision of the Institute’s human resource policies and procedures and updating/revising the staff handbook as appropriate. 💰Salary: $8,517,585.93 JMD per annum.

Responsibilities

  • Key Responsibilities:

    • • Provides support to the Director, Corporate Services Division with the planning, development and implementation of the work programme of the Human Resource Management Unit.
    • • Provides technical guidance and supervision to the professional and support staff in executing the Unit’s work programme/Human Resource functions.
    • • Development/revision of the organization’s human resource policies and procedures and updates/revises staff handbook as appropriate.
    • • Ensures that job descriptions and specifications for existing positions are up-to-date and accurate and new job descriptions are created as necessary.
    • • Liaises with the Pension Administrator to ensure that all Financial Services Commission’s (FSC) regulatory controls, including audits, are being adhered to.
    • • Manages the preparation of the Institute’s annual compensation budget.
    • • Develop and maintain a Succession Planning System
    • • Manages employee relations by creating and enforcing policies that are fair and consistent for all employees.
    • • Manages the administration of disciplinary procedures.

    • • Collaborates with managers and supervisors to ensure that designated human resource management functions are carried out in accordance with the Institute’s Human Resource Policy, the Staff Orders, the Public Service Regulations and applicable labour laws.
    • • Manages the performance of direct reports in accordance with the Institute’s Performance Management and Appraisal system (PMAS).
    • • Contributes to the personal and professional development of direct reports by providing clear directions, training, coaching, mentoring and delegating.
    • • Ensures that all employees in the Unit are informed of and adhere to the institute's mission, vision, values, policies, and procedures.

Qualifications

  • • Bachelor’s degree in Human Resource Management, Human Resource Development, Management or equivalent professional qualification
  • • Four (4) years experience in the field of Human Resource Management, two (2) of which should be at a supervisory/managerial level (preferably in a public sector organization)
  • • Certification in Change Management/Leadership or Supervisory Management
  • • Specialized training in the Government of Jamaica Performance Management and Appraisal System would be an advantage.
  • • Training in Industrial Relations and Conflict Management would be an advantage.
