Summary

Under the direction of the Director, Information and Technology, the Manager, Information Communication and Technology (ICT) Security (Level 11) will manage and maintain the general operation and security of the Institute's networks, systems, applications, and access to information. The incumbent will also be responsible for the effective planning, development, and implementation of policies and strategies related to the protection of the Institute's Information, Communication, and Technology (ICT) infrastructure. đź’°Salary: $8,517,585.93 JMD per annum.

Responsibilities

  • Management/Administrative:

    • • Plans, executes, assesses, and monitors all assigned tasks.
    • • Produces high-quality periodic or ad-hoc reports for every incident, security threat, and vulnerability.
    • • Implements cyber and information security strategies and policies.
    • • Provides technical advice for the Institute's cyber and information security policies, strategies, guidelines, standards, and best practices.
    • • Develops Standard Operating Procedures for handling future cyberattacks.
    • • Leads the development of information security policies, strategies, guidelines, standards, and best practices within the institute.
    • • Stays updated on cyber threats and identifies advanced detection methods.
    • • Ensures compliance with GoJ cybersecurity guidelines and standards.
    • • Contributes to the institute's budget and operational plan preparation.
  • Technical/Professional:

    • • Provides technical expertise for the institute's effective functioning.
    • • Identifies the sources of external incidents and proposes controls to minimize risk.
    • • Investigates computer security incidents using analysis tools.
    • • Conducts research and gathers necessary information and documentation for all Cyber and Information Security activities.
    • • Produces security advisories that cater to specific targeted audiences.
    • • Develops security alerts and bulletins.
    • • Continuously assesses risks for all systems and aligns controls with the Institute's goals and high-risk areas.
    • • Develops training modules and technical documentation.
    • • Analyzes logs and other digital content of systems.
    • • Maintains up-to-date baselines for the secure configuration and operations of all in-place devices.
    • • Monitors security solutions for optimal efficiency.
    • • Reviews logs and reports on all devices, interprets activities, and plans timely resolutions.
    • • Conducts vulnerability assessments, penetration tests, and security audits.
    • • Develops Security Awareness courses for all Institute end users to; 1. Educate and assess security threats and best practices within the enterprise environment. 2. Educate and assess on the Institute's ICT Security Policy and security software. 3. Educate and assess security threats and best practices outside the enterprise environment.
  • Human Resource Management:

    • • Monitors and evaluates the performance of direct reports, prepares performance appraisals, and recommends or initiates corrective actions where necessary.
    • • Participates in the recruitment of staff for the institute and recommends staffing arrangements in keeping with established human resource procedures and policies.
    • • Provides leadership and guidance to direct reports through effective planning, delegation, communication, coaching, training, and mentoring.
    • • Takes steps to address the welfare and development needs of staff in the Unit.
    • • Makes provisions for direct reports to have sufficient and appropriate physical resources to enable them to undertake their duties efficiently and effectively.
    • • Ensures that direct reports are sensitized on the policies, procedures, and regulations of the Public Service and the institute.
    • • Recommends disciplinary action, leave, and staffing arrangements for direct reports.

    • • General operations of the machinery of Government.
    • • GoJ laws governing cybersecurity.
    • • The Government Institute's policies and procedures.

Qualifications

  • • Bachelor's Degree in Information Technology, Computer Science, Information Communication Technology, Engineering, Electronics, Telecommunications, or any related area from a recognized tertiary institution.
  • • Professional certification/training in Cyber Security and Cyber Security Incident Response, CISSP, GCIA, GCFACEH, CHFI is an advantage.
  • • At least five (5) years working experience in a relevant ICT field and in Systems Administration, with at least two (2) years in a management/supervisory position.
  • • Two (2) years of experience working in the field of Cyber Security (would be an asset).
