Summary

To conduct technical appraisals and investigations on all types of real property that are the subject of transfers on death, agreements for sale and other intervivos transfers, in accordance with the Transfer Tax Act; review objections to Tax Administration Jamaica appraisals, endorse sales, transfers, estate and any other applicable property instruments and advise the Manager, Valuation and other stakeholders on property appraisals. The incumbent is also responsible for mentoring, coaching and assisting with the development of less experienced officers and any other support required by the Manager, Valuation and conducting research to determine the area stratification for valuation purposes and appraisals as requested by other ministries, departments and agencies. 💰Salary: $5,198,035 – 6,990,779 JMD per annum

Responsibilities

  • Management and Administrative Duties:

    • • Assist in the provision of leadership, support and guidance to the staff to ensure the Unit is effectively managed;
    • • Assist with the development of the Operation and Work Plans with the supporting budget for the unit ensuring that all the relevant activities to be under taken and required resources are considered;
    • • Plans, coordinates and directs all the activities of the functional area;
    • • Manages and monitors the performance of the Unit;
    • • Prepares and submits the monthly Performance Reports;
    • • Enforces the standards and rules of professional conduct for staff within the Unit in order to maintain the highest degree of confidence in its integrity and efficiency;
    • • Ensures staff is aware of and operates in accordance with the relevant laws, policies;
    • • Develops and maintains effective working relations with external and internal stakeholders ensuring that the unit provides a consistently high level of service.
  • Technical and Professional Duties:

    • • Inspects and investigates real properties and makes notes of physical characteristics as part of the inspection and valuation process to determine the value of real property;
    • • Conducts the appraisal of real property in accordance with the Transfer Tax Act;
    • • Identifies and applies sources of information, statistics or data required to facilitate inspections and valuation of real property;
    • • Applies the findings, deductions and inferences obtained from research and analysis of comparable sales data and any other data to the valuation of real property
    • • Assists with the processing and assignment of incoming agreements for sale, instruments of transfer, lease agreements, applications to register land and any other applicable document;
    • • Examines, researches, analyses, investigates and interprets agreements for sale, other intervivos transfer instruments and estate documents to determine and verify the accuracy of the consideration stated therein;
    • • Interviews agents, attorneys and landowners to obtain information that will assist with determining the value of real property that is the subject of an agreement for sale, instrument of transfer or estate;
    • • Acquires deposited plans, strata plans, sub-division plans, pre-checked plans, titles and any other document relating to land size, tenure, restrictions, etc.,
    • • Advises and assists with the implementation of value standards for property areas;
    • • Conducts investigation and area analysis to develop a market profile of the specific community;
    • • Reviews the accuracy of data entered in RAIS, verifies and submits case to Daily Assessment and Estate Units;
    • • Reviews valuation report submitted by supervisees, to ensure correct valuation method is applied;
    • • Conducts caseload reviews to determine work distribution;
    • • Settles objection cases on behalf of the Authority;
    • • Represents TAJ in valuation matters at the Revenue Appeals Division;
    • • Conducts ad hoc valuations and provides advice on property values to MOCA, FID and TAJ;
    • • Collaborates with and undertakes inspections and valuations as required by the JCF, MOCA and FID in cases relating to the forfeiture of assets and other sensitive security matters;
    • • Represents TAJ in court in a technical capacity as required;
    • • Assists in the training, mentoring, coaching and development of other members of staff;
    • • Assists the manager with the preparation and submission of the Unit’s monthly performance reports;
    • • Recognises and recommends applicable improvements to the effectiveness and efficiency of relevant work processes;
    • • Demonstrates continuous effort to improve operations, decrease turn-around times, streamline work processes, and works cooperatively and jointly to provide quality performance and customer service;
    • • Prepares and submits individual monthly reports;
    • • Supports the identification and management of risks within the organization and by extension the respective area of work;
    • • Performs other related duties as assigned by the Manager, Valuation/Manager, Audit.
  • Human Resource Management Duties:

    • • Develops and manages the Unit’s HR plan that addresses staff requirements and succession planning and liaises with the Audit Manager, (Stamp Duty & Transfer Tax)/Manager, Valuations;
    • • Participates in the recruitment of staff for the Unit and ensures that they are aware of and adhere to the policies and procedures of the Authority;
    • • Conducts periodical reviews of supervisees in accordance with the Work Plan;
    • • Manages Leave Administration for staff as it relates to Casual, Sick and Vacation Leave;
    • • Completes final performance assessments and recommends appropriate training and development programmes as necessary;
    • • Initiates and participates in disciplinary proceedings relating to staff members within the Unit and implements corrective measures.
  • This job is satisfactorily performed when:

    • • Legal briefings and appraisals of properties are conducted based on set guidelines and policies;
    • • Area analysis and investigations are carried out in accordance with the guidelines;
    • • Inspections of real estate properties assigned are conducted;
    • • Property cases are accurately reviewed and verified within stipulated timeframe;
    • • Valuation reports are accurately verified and submitted in accordance with specific guidelines and within stipulated timeframe;
    • • Accurate data is researched according to established guidelines and within stipulated timeframe;
    • • Objections completed within the stipulated timeframe.
    • • Reports prepared and submitted in keeping with established standard and agreed timelines.

Required Skills

  • Specific Knowledge:

    • • Excellent knowledge in property valuation methods and RICS (Royal Institute of Chartered Surveyors) standards;
    • • Excellent knowledge of the applicable sections of Transfer Tax Act, Property Rights of Spouse Act, Intestate Act, Strata Titles Act, Registration of Titles Act;
    • • Excellent knowledge of the functions and operations of Tax Administration Jamaica;
    • • Excellent knowledge of construction and surveying technique;
    • • Excellent knowledge of map reading and geographic information system;
    • • Excellent knowledge of land law and its application to valuation
    • • Expert knowledge of valuation methodology and their applications (comparison approach, income approach, investment approach, depreciated replacement cost approach, residual approach)
    • • Keep abreast of best practices within the real estate industry, business/investment market trends, transactions and developments
    • • Excellent knowledge of relevant computer systems and applications;

    • • Ability to operate unmanned aerial vehicles (drone).

Qualifications

  • • B.Sc. in Real Estate Management and Valuation (formerly Land Economy and Valuation Surveying);
  • • Five (3-5) years related work experience;
  • • Certificate in Supervisory Management or equivalent would be an asset;

    • • Exposure to smoke, dust, dirt, inclement weather conditions, irate, volatile, violent and or belligerent taxpayers/applicants, agents and/or animals and wildlife;
    • • Adverse social and environmental conditions such as civil unrest, protest -demonstrations, landslides, impassable roads.
    • • Travel (50%).
