Summary

To direct, co-ordinate and guide the activities of Collections Officers, monitor the collection and lodgement of revenue from sales agreements, estate of deceased persons, banking and insurance companies transactions and a variety of legal documents ensuring all revenue collected is properly receipted and accounted for; the stamping of such documents and their safe return to the taxpayers. 💰Salary: $5,198,035 – 6,990,779 JMD per annum

Responsibilities

  • Management and Administrative Duties:

    • • Prepares and implements Work Plan for the Team;
    • • Provides leadership and guidance to the staff through objective setting, coaching, mentoring and training, providing assistance and support when needed;
    • • Manages and monitors the performance of the Team;
    • • Prepares the monthly Performance Reports for submission;
    • • Establishes and enforces standards and rules of professional conduct for staff within the Branch in order to maintain the highest degree of confidence in its integrity and efficiency;
    • • Ensures staff is aware of and operates in accordance with all relevant laws, policies;
    • • Maintains effective working relations with external and internal stakeholders ensuring that the Unit provides a consistently high level of service;
  • Technical and Professional Duties:

    • • Logs in the Collections Officers at the start up the daily operations of the computerised cash registers;
    • • Logs in the Authentication Officers and collects the opening and closing figures from the Stamp machine;
    • • Maintains and utilises the Authentication system to certify documents;
    • • Supervises the Stamping of documents by ascertaining that correct documents are stamped and authenticated, monitors Authentication Officers for security purposes, approves stamping of documents after verifying taxes are paid; ensures return of documents to proper individuals after correct stamping;
    • • Monitors the Collections Officers to ensure a smooth flow of collection of monies; the Verifiers for correction of errors and Stampers for return of documents;
    • • Checks transactions processed by Collections Officers to ensure accuracy and adherence to policies and procedures;
    • • Examines errors and conducts investigation to ascertain the source of errors and make amendments or effect corrective measures where necessary;
    • • Provides overrides for relevant transactions;
    • • Monitors the preparation of Cash Sheets and General Receipts as well as examines, verifies and signs off on information posted to Cash Sheets;
    • • Supervises the end of day settlement and the reconciliation of Collections Officers’ balances.
    • • Verifies opening and closing figures obtained from the Stamping machine reconciliation sheet;
    • • Prepares weekly/monthly statements for transmission to Revenue Accounts and projections for Deputy Commissioner General, Assistant General Manager - Stamp Duty and Transfer Tax, and Ministry of Finance;
    • • Identifies, monitors and escalates high priority issues from the front line, including emerging risks, to the relevant authorities;
    • • Updates and submits the Enterprise Risk Management (ERM) Sub-risk Register for the Unit;
    • • Notifies the Systems Administrator of any discrepancies in the system;
  • Human Resource Management Duties:

    • • Develops and manages the Team’s HR plan that addresses staff requirements, succession planning and liaises with the Manager, Collections Unit;
    • • Participates in the recruitment of staff for the Team;
    • • Ensures that staff are aware of and adhere to the policies and procedures of the Department;
    • • Conducts periodical reviews of supervisees in accordance with work plans;
    • • Completes final performance assessments and recommends appropriate training and development programmes as necessary;
    • • Provides leadership and guidance to the staff through objective setting, coaching, mentoring and training; providing assistance and support when needed;
    • • Initiates and participates in disciplinary proceedings relating to staff members within the Team and implements corrective measures;
    • • Perform any other related duties as assigned by Manager, Collections.
  • This job is satisfactorily performed when:

    • • The revenue is collected and lodged in accordance with the Financial Administration and Audit Act;
    • • Documents are authenticated, stamped and returned to taxpayers in accordance with the stipulated guidelines and within the agreed timeframe;
    • • The relevant overrides are provided in accordance with the stipulated time;
    • • Investigations commence immediately for all errors which are identified and the necessary corrective measures taken as soon as the investigations end;
    • • Accurate reports are prepared and submitted according to stipulated format and within agreed time frame;
    • • Human resource policies and procedures are administered equitably and without discrimination.

Required Skills

  • Specific Knowledge:

    • • Expert knowledge of the Financial Administration and Audit Act;
    • • Comprehensive knowledge of the Stamp Duty and Transfer Tax Acts and regulations;
    • • Comprehensive knowledge of supervisory management principles and practices;
    • • Working knowledge of the Human Resource Management Policies, procedures and Code of Conduct;
    • • Working knowledge of the relevant computer systems and applications;
  • Required Skills and Specialised Techniques:

    • • Excellent interpersonal, judgement and communication skills;
    • • Strong analytical, planning and organising skills;
    • • Strong decision-making and problem-solving skills;
    • • Good time management skills;
    • • Good supervisory skills and the ability to lead, train, develop and motivate staff;
    • • Monitoring and evaluation techniques.

Qualifications

  • • Bachelor of Science Degree in Business Administration or equivalent qualification;
  • • At least three (3) years related work experience;

  • Working Conditions:

    • • Normal office environment;
    • • Travelling (10-20%);
    • • Work beyond regular working hours;
