Manager, Training (Level 7)
Summary
To manage and execute training programmes across functional areas in alignment with the strategic objectives of TAJ; recommends usage of the most effective cutting edge delivery modalities and andragogy methodologies to build capacity aimed at fostering learning and professional development; monitors the preparation of the training plans (annual and three-year rolling plans), quarterly learning and development schedules. 💰Salary: $7,716,512 – $10,377,851 JMD per annum
Responsibilities
Key Outputs:
- • Training needs analysis reports analysed and interventions identified;
- • Annual training plan and quarterly schedules prepared, implemented and monitored;
- • Training manuals and proposals reviewed;
- • Best practice methodologies and modalities researched and recommendations made;
- • Training conducted and co-facilitated;
- • Three year rolling plans managed;
- • Budget prepared, submitted and managed;
- • Reports prepared and submitted;
- • Human and financial resources managed.
Management and Administrative Duties:
- • Provides leadership, support and guidance to all staff to ensure that the Unit is effectively managed;
- • Assist with the development of the Operation and Work Plans with the supporting budget for the Unit, ensuring that all the relevant activities to be under taken and required resources are considered;
- • Plans and coordinates all the activities of the functional area;
- • Manages and monitors the performance of the Unit;
- • Prepares and submits the monthly Performance Reports;
- • Enforces the standards and rules of professional conduct for staff within the Unit in order to maintain the highest degree of confidence in its integrity and efficiency;
- • Ensures staff is aware of and operates in accordance with all relevant laws policies and guidelines;
- • Develops and maintains effective working relations with external and internal stakeholders, ensuring that the Unit provides a consistently high level of service;
Technical and Professional Duties:
- • Participates in the development and administration of instruments to assess the organizational training and development needs;
- • Analyzes training needs report and identifies intervention related to the functional areas assigned;
- • Participates in training needs activities as required;
- • Consults with Unit managers, Talent Management Unit and Performance Management Unit to identify training and development needs throughout TAJ;
- • Develops the three year rolling plan and annual training plan as a direct response to meeting the strategic objectives of TAJ and submits it for approval;
- • Manages the assignment of workload to Senior Trainers and Trainers to ensure optimum performance;
- • Collaborates with the Manager, Training Administration in the preparation of training schedules for dissemination to staff; and submission of budget for approval;
- • Manages the delivery of training and development programmes in keeping with the established standards;
- • Collaborates with the Director, HRD regarding the design, expansion or revision of the training and development curriculum based on both the organization’s and individual’s needs;
- • Oversees the development and update of training manuals;
- • Monitors the revision and/or update of training programmes, in order to adapt to changes occurring in the work environment;
- • Conducts and facilitates training sessions as required;
- • Ensures the most current electronic version of the training manual is kept in the prescribed location for ease of reference and retrieval;
- • Provides guidance to senior trainers and trainers in solving complex training related issues;
- • Liaises with external subject matter experts and adjunct facilitators regarding specialized content to aid in the development, update and delivery of programmes;
- • Researches current andragogy methodologies and recommends delivery modalities in workplace learning and implement same where applicable;
- • Ensures that all training interventions are evaluated and corrective actions taken where necessary;
- • Analyses reports from supervisees/facilitators and takes steps to address recommendations where necessary;
- • Prepares and submits reports to the Director, HRD;
- • Signs certificates, letters and other documents relating to training programmes;
- • Identifies, monitors and escalates high priority issues from the front line, including emerging risks, to the relevant authorities;
- • Updates and submits the Enterprise Risk Management (ERM) Sub-risk Register for the Unit;
- • Performs any other related duty assigned by the Director, HRD.
Human Resource Management Duties:
- • Develops and manages the Unit’s HR plan that addresses staff requirements and succession planning and liaises with the Director, HRD;
- • Participates in the recruitment of staff for the Unit and ensures they are aware of and adhere to the policies and procedures of the Department;
- • Conducts periodical reviews of supervisees in accordance with the Work Plan;
- • Completes final performance assessments and recommends appropriate training and development programmes as necessary;
- • Initiates and participates in disciplinary proceedings relating to staff members within the Unit and implements corrective measures.
This job is satisfactorily performed when:
- • Training needs report is analysed and interventions identified within stipulated timeframe;
- • The three year rolling plan and annual training plan are prepared/updated within the required timeframe;
- • Quarterly schedules are prepared and the implementation process monitored within the required time frame;
- • The training manuals and proposals are designed, developed and updated according to the established guidelines and by the stipulated time;
- • Training sessions are conducted and the recommended delivery methodologies and modalities implemented and used are based on best practices;
- • Budgets for training session are prepared and submitted using the established template and within the agreed timeframe;
- • Reports prepared and submitted in keeping with established standard and agreed timelines;
- • Human and financial resource policies and procedures are equitably administered without discrimination, according to the established policies;
Authority To:
- • Identify training needs and determine cost, location and frequency of courses;
- • Approve design, development and update of training manuals (for Senior Trainers & Trainers);
- • Approve external facilitators, observe session delivery and determine suitability for future engagements;
- • Recommend/approve training and development intervention for staff;
Required Skills

- • Comprehensive knowledge of andragogy methodologies and principles;
- • Comprehensive knowledge of the TAJs operation, functions and Code of Conduct
- • Knowledge of current training delivery modalities;
- • Knowledge of work plan and budget preparation and management;
- • Expert knowledge in computer systems and application;

Qualifications
- • B.Sc. Degree in Education, Human Resource Management or the equivalent qualifications;
- • Post Graduate Diploma in Education and or Training/Teaching or any other related area;
- • Four (4) years related experience, of which two (2) should be at the managerial level.

Working Conditions:
- • Normal office environment;
- • Travel (30-35%).
