Summary

The Jamaica Agricultural Commodities Regulatory Authority (JACRA) is seeking a highly ethical, principled, and results-driven Head of Corporate Services to lead its corporate and administrative functions. This is a critical leadership role, requiring a professional with uncompromising integrity, a deep understanding of HR best practices, Jamaican Labor laws, and Government HR Procedures. The successful candidate will be responsible for ensuring that every aspect of corporate governance, human resource management, and operational efficiency is carried out fairly, transparently, and in full compliance with legal and ethical standards. 💰Basic Salary: $6,300,000 - $6,900,000 JMD per annum.

Responsibilities

  • Uphold the highest standards of integrity, ethics, and fairness in all corporate and HR functions.
  • Enforce and implement sound human resource management practices, ensuring strict adherence to Jamaican Labor Law, Government HR Policies, and Public Sector Regulations.
  • Ensure fair and merit-based recruitment, promotion, and disciplinary actions, free from bias or influence.
  • Lead the formulation, enforcement, and continuous improvement of corporate, operational, and strategic policies that align with HR best practices and government procedures.
  • Develop and oversee organizational policies for employee relations, industrial relations, performance management, and compensation, ensuring full compliance with legal and regulatory frameworks.
  • Serve as a trusted advisor to the Director General on labor laws, employee rights, and ethical HR practices.
  • Maintain strict compliance with wage, benefits, and workplace policies as required by law and JACRA's operational mandates.
  • Oversee and monitor all HR-related decisions to ensure fairness, impartiality, and strict compliance with laws and policies.
  • Foster a culture of integrity, accountability, and transparency within JACRA's corporate services division.
  • Manage budget and financial resources to support HR and administrative operations without misuse or unethical allocation.
  • Ensure the secure handling of sensitive employee records, maintaining confidentiality and compliance with data protection laws.

Required Skills

  • Deep expertise in HR best practices, Government of Jamaica HR procedures, and the Public Service Regulations.
  • Extensive knowledge of Jamaican Labor laws, including the Employment (Termination and Redundancy) Payments Act, the Labour Relations and Industrial Disputes Act (LRIDA), and OSHA regulations.
  • Proven ability to handle sensitive HR and financial matters with discretion, integrity, and fairness.
  • Unquestionable ethical standards and a track record of ensuring compliance, preventing conflicts of interest, and safeguarding HR processes from unethical influence.
  • Strong leadership, strategic planning, and policy formulation skills, with a focus on ethical governance.
  • Excellent negotiation and conflict resolution abilities to manage industrial relations with fairness and transparency.

Qualifications

  • Master's Degree in Public Administration, Management Studies, Human Resource Management, Accounting, Finance, or Economics, or a related field.
  • Minimum 5 years of experience in budget and financial management at a senior level, with a strong ethical track record.
  • At least 3 years of experience in human resources management and administration within the public sector or a regulatory authority at a senior level, with demonstrable application of Jamaican Labor Law.
