Field Supervisor I
Summary
The Field Supervisor I (Temporary) in the Data Collection Unit, Field Services Division, Kingston Metropolitan Area (KMA) is responsible for overseeing the daily operations of a team of interviewers, ensuring that their assigned tasks are completed within the specified timeframe. The incumbent must ensure that the work in their zone (comprising one or two parishes) adheres to the Institute's established procedures and standards. Additionally, the Field Supervisor I (Temporary) will provide guidance and support to direct reports, resolve any issues that arise, and ensure compliance with all safety protocols. The role requires strong leadership and problem-solving skills to motivate employees and help them achieve their targets. đź’°Salary: $3,332,802.96 JMD per annum.
Responsibilities
Technical/Professional:
- • Ensure that field assignments are promptly allocated to Interviewers within their Zone.
- • Ensure that Interviewers receive adequate training for each survey.
- • Ensure that Interviewers receive clear instructions on how to conduct each survey.
- • Accompany Interviewers at the start of new surveys and conduct one supervised interview each quarter.
- • Conduct spot checks on fieldwork to identify mistakes, verify data, and implement remedial actions as necessary.
- • Perform quality checks on work completed by Interviewers and initiate corrective measures as necessary.
- • Check and approve all electronic questionnaires completed by Interviewers using the Survey Solutions platform.
- • Resolve issues related to the boundaries of assigned Enumeration Districts (EDs).
- • Resolve problems related to difficult respondents of each survey as needed.
- • Assist with non-response or refusal conversions.
- • Ratify and monitor weekly itineraries submitted by Interviewers.
- • Arrange transportation for Interviewers as required, with the approval of the Director of Field Services.
- • Conduct continuous performance assessments of supervised staff and complete annual performance reviews.
- • Hold regular meetings with Interviewers (at least once per week) to provide feedback, give direction, and receive updates on the progress of fieldwork.
- • Ensure that travel and subsistence claims, as well as leave forms, are checked, authorized, and submitted to the Senior Supervisor (Supervisor II) in a timely manner.
- • Ensure that administrative records are kept current.
- • Ensure that the Director of Field Services is kept apprised of the work in the zone.
- • Assist with staff recruitment as needed.
- • Perform any other duties that may be assigned.
Administrative:
- • Prepares performance reports for submission to Senior Supervisor (Supervisor II).
- • Staff Traveling and Subsistence Claims managed.
- • Staff Leave managed.
Human Resource:
- • Collaborates with the Human Resource Management Specialists to ensure that human resource management functions are carried out in accordance with the Institute's Human Resource Policy, the Staff Orders, the Public Service Regulations, and applicable labor laws.
- • Participates in the recruitment of staff for the Unit.
- • Manages the performance of direct reports in accordance with the Institute's Performance Management and Appraisal system (PMAS).
- • Recommends acting appointments, promotions, merits, and seniority allowance payments for the staff in the Unit.
- • Contributes to the personal and professional development of direct reports by providing clear directions, training, coaching, mentoring, and delegating.
- • Ensure that all employees in the Unit are informed of and adhere to the policies and procedures of the Institute.

Qualifications
- • Diploma in Business Administration, Public Administration, Management Studies or any other related Social Science discipline required.
- • Certificate in Leadership/Supervisory Management.
- • A minimum of three (3) years' experience in field work, one (1) of which should be at the supervisor level.
- • Certificate in Business Administration, Public Administration, Management Studies or any other related Social Science discipline required.
- • A minimum of five (5) years' experience in field work, two (2) of which should be at the supervisory level.

Special Conditions associated with the Job:
- • Ability to work under pressure and meet tight deadlines.
- • May require to work beyond regular work hours.
- • May require to work on weekends.
