Summary

Strategic Objectives of the Division: To provide high quality corporate support to the Council in the areas of corporate planning and management, client relations and marketing, people management, performance management, property and office services, information communication and technology, document and records management, contract administration, and procurement within budget and in full compliance with relevant statutory obligations, regulations, codes and guidelines, and Council policies and organizational directives. Job Purpose: The Corporate Planner will manage, monitor and evaluate the corporate management and planning systems and processes that inform the CCCJ’s strategic, business and operational plans, programmes and projects and the stipulated framework and guidelines developed to ensure proper alignment of the individual performance, organizational performance management, and reward and recognition systems of the CCCJ. Working with the Manager, Human Resources, he/she will produce people performance information for operational and strategic decision making. Salary scale: $4, 266, 270 – $5, 737, 658 JMD per annum

Responsibilities

  • Key Outputs:

    • • Advice/recommendations on performance management provided
    • • Corporate and operational plans aligned, developed and monitored
    • • Coaching sessions conducted
    • • Individual work plans and Departmental strategic plans developed and reviewed
    • • Monthly, quarterly and annual performance reports for the CCCJ produced
    • • Output-focused job descriptions developed and revised
    • • Performance evaluation data compiled and circulated
    • • Research and proposal reports completed
    • • Strategic management information and programme evaluation system designed, implemented and maintained
    • • Strategic planning/evaluation meetings convened
    • • Statistical database maintained
  • Performance Standards:

    • • Advice, guidance and recommendations on performance management are provided within agreed parameters to ensure effective actions/decisions, and compliance with approved policies, procedures, processes and standards for corporate performance management and evaluation.
    • • Corporate and operational plans are developed, aligned to budget and monitored within agreed parameters to enable the achievement of strategic objectives and application of corrective measures as necessary.
    • • Coaching sessions are facilitated and conducted within agreed parameters to ensure strategic planning and performance management principles and practices are implemented.
    • • Individual work plans and Departmental strategic plans are developed and reviewed within agreed timeframes and formats to enable alignment with corporate and operational plans and organization performance monitoring activities.
    • • Monthly, quarterly and annual performance reports for the CCCJ are produced within prescribed quality standards, formats and timeframes.
    • • Output-focused job descriptions are developed and revised within agreed formats and timeframes in accordance with established policies and changes to CCCJ corporate plans.
    • • Performance evaluation data are compiled and circulated within agreed formats and timeframes.
    • • Research and proposal reports are completed within agreed parameters as required containing preliminary and final findings, assessment and recommendations.
    • • Strategic management information and programme evaluation system are designed, implemented and maintained in accordance with wider government specifications for public bodies within agreed timeframes.
    • • Strategic planning/evaluation meetings are convened within agreed timeframes.
    • • Statistical database is updated and maintained to stipulated standards to enable ready access to, completeness of and currency of information.
    • • Confidentiality integrity and sensitivity are always displayed in the execution of duties.

Required Skills

  • • Sound knowledge and understanding of government machinery, regulations and procedures, practices and operations.
  • • Sound knowledge and understanding of general management practices and operations.
  • • Sound knowledge and understanding of legislative and policy frameworks governing public bodies in the Jamaica Public Service.
  • • Working knowledge and understanding of financial management, budgeting and operations.
  • • Excellent leadership, decision-making and problem-solving skills.
  • • Excellent analytical skills and good judgment exercised.
  • • Excellent initiative, planning and organizing skills.
  • • Excellent oral and written communication skills, with the ability to deliver sound technical documentation based on research and evidence-based applications.

  • • Excellent skills in teamwork and cooperation, with ability to work successfully independently and manage multiple priorities smoothly.
  • • Strong change management skills.
  • • Strong impact and influence skills to guide managers and other staff through the extensive performance culture change and corporate management practices.

Qualifications

  • • Master’s Degree in Education Planning, Education/Social Sciences, Human Resource, Business Administration, Public Management or equivalent professional qualification
  • • Five (5) years’ experience at senior management level
  • OR
  • • Bachelor’s Degree in Business Administration, Public Management or related area
  • • Seven (7) years of experience at senior management level
  • Specialized training in the following:

    • • Government Corporate Governance
    • • Performance Management and Evaluation Programmes
    • • Project Preparation, Appraisal and Implementation
    • • Design and Implementation of Research and Evaluation Studies

Additional Information and Instructions

  • Special conditions associated with the Job:

    • • May be required to work beyond normal working hours at times to meet critical deadlines.
    • • Stress may be caused by the need to manage multiple demands simultaneously and complete tasks within tight deadlines
    • • Required to represent the CCCJ at meetings/conferences, etc. both locally and overseas.
