Summary

Under the direction of the Senior Director, Investigation, Intelligence and Surveillance the Data Analyst is responsible for analyzing large sets of data within the Investigation, Intelligence and Surveillance Division of the Passport, Immigration and Citizenship Agency. The role involves assisting in the identification and investigation of potential immigration and citizenship fraud, as well as providing insights and recommendations to support decision-making processes. đź’°Salary: $5,198,035 JMD per annum

Responsibilities

  • Key Outputs:

    • • Organizational data requirements to support strategic objectives identified and evaluated.
    • • Data collection and validation processes developed and implemented.
    • • Statistical analysis and modeling to identify trends and patterns conducted.
    • • Data visualizations and reports designed and developed and maintained.
    • • Collaboration with cross-functional teams to identify data-driven opportunities and solutions forged.
    • • Contribution made to the design and implementation of data quality control measures.
    • • Data dashboards for regular monitoring and reporting created and maintained.
    • • Data mining and data cleaning to ensure data accuracy and consistency performed.
    • • Presentations and reports to stakeholders at various levels prepared and delivered.
    • • Expertise in business intelligence tools and technologies developed and maintained.
    • • Training and support to data users provided.
    • • Individual Work Plan developed.
    • • Regular reports and briefings to senior management on intelligence findings and operational activities provided.
    • • Individual Work Plans agreed.
  • Technical/Professional:

    • • Develop and maintain an in-depth understanding of the Passport, Immigration and Citizenship Agency’s data structure and systems.
    • • Gather, clean, validate, and integrate data from various sources for analysis.
    • • Utilize statistical techniques, such as regression analysis, clustering, and predictive modeling, to extract insights from complex data sets.
    • • Develop and implement data mining techniques to identify potential patterns of fraud or suspicious activity.
    • • Identify, analyze, and interpret trends or patterns in complex data sets using statistical techniques and visualization tools.
    • • Collaborate with IT teams to optimize data storage, processing, and retrieval for efficient analysis.
    • • Develop and maintain data analysis templates, scripts, and procedures to streamline analysis processes.
    • • Conduct ad-hoc data analysis as requested by departmental management.
    • • Collaborate with external partners to access additional data sources for analysis.
    • • Conduct thorough data validation procedures to ensure data accuracy and integrity.
    • • Identify and implement advanced data analysis techniques to support complex investigations.
    • • Apply data quality and data cleansing techniques to improve the accuracy of analysis.
    • • Utilize machine learning algorithms and data modeling techniques to identify patterns and predict outcomes.
    • • Develop and maintain databases, data systems, data analytics, and other strategies to optimize statistical efficiency.
    • • Collaborate with investigative teams to develop and refine data analysis strategies for specific cases.
    • • Stay up-to-date with industry knowledge and emerging trends in data analysis and fraud detection.
    • • Support the development and implementation of data governance policies and procedures.
    • • Conduct regular audits and assessments to ensure compliance with data protection and privacy regulations.
    • • Collaborate with IT teams to troubleshoot data analysis software and tools.
    • • Assist in the development of data-driven dashboards and real-time reporting systems.
    • • Provide expertise in data visualization to present complex analysis findings in a clear and concise manner.
    • • Develop and deliver training programmes to enhance data analysis capabilities within the department.
    • • Foster a culture of continuous improvement by exploring new tools and techniques to enhance data analysis capabilities.
    • • Document data analysis processes, procedures, and methodologies for future reference.
    • • Support initiatives and projects as required.
  • Management/Administrative:

    • • Ensures that the work of the unit is documented
    • • Develops individual Work Plan.
    • • Prepares and submits activity reports as required.
  • Human Resources:

    • • Maintains a system that fosters a culture of team work, employee empowerment and commitment to the Division’s goals.
    • • Fosters an atmosphere of trust, high ethical and confidential standard.
  • Other:

    • • Performs other related duties that may from time to time be assigned.

Required Skills

  • Core:

    • • Analytical Thinking
  • Technical:

    • • Proficiency in SQL and relational databases.
    • • Experience with business intelligence and data visualization tools (e.g., Power BI, Tableau, etc.).
    • • Advanced knowledge of statistical analysis and data mining techniques.
    • • Familiarity with data integration and ETL processes.
    • • Strong understanding of data warehousing concepts.
    • • Proficient in programming languages such as Python or R.
    • • Knowledge of data governance frameworks and best practices.
    • • Experience with cloud-based data storage and analytics platforms (e.g., AWS, Azure).
    • • Familiarity with data modeling and data architecture.
    • • Proficient in data cleaning and wrangling techniques.
    • • Knowledge of data privacy and security regulations.

Qualifications

  • • Bachelor of Science degree in data science, business analytics, computer science, or information systems or a related field.
  • PLUS
  • • Minimum of 3 years of relevant work experience in business analytics or a similar role.
