Summary

To oversee the operational areas of the Agency ensuring that they perform in accordance with the Framework Document between the entity and its portfolio Ministry. In so doing the Deputy CEO-Operations will maintain compliance with all legislation and regulations governing the Agency’s subject areas and ensure that international agreements and national policies relating to the Agency ‘s operations are upheld at all times. 💰Salary: $11,455,206 JMD per annum

Responsibilities

  • Develops the Operations Division’s Strategic and Operational Plans and Budget.
  • Develops Individual Work Plan based on strategic alignment with PICA’s Corporate/Operational Plan.
  • Monitors the implementation of strategic and operational plans for the Division
  • Monitors the performance of the Passport, Immigration, Customer Service and Citizenship sections to ensure that they comply with the relevant laws, regulations, policies, standards and international agreements
  • Ensures that systems are maintained to measure performance of the Division with respect to operational, financial targets and service delivery standards
  • Guides and oversees the preparation of the Unit/Section’s inputs to the Corporate Plan and budget
  • Liaises with the Ministry of National Security as directed by or on behalf of the CEO
  • Represents PICA at stakeholder meetings, conferences and other fora as directed by or on behalf of the CEO.
  • Agrees on objectives and performance targets with staff supervised and conducts performance appraisals
  • Recommends training programmes for staff and other stakeholders; conducts training programmes where necessary
  • Co-ordinates monthly, quarterly or other ad hoc reports and statistics for the Operations Division
  • Performs other duties in keeping with job function.
  • Human Resources:

    • Ensures the development and welfare needs of staff supervised are identified and addressed.
    • Recommend leave for staff supervised in keeping with established Human Resource policies and procedures.
    • Participates in the recruitment of staff for the Organizational Unit, and recommends promotion where necessary.
    • Recommends disciplinary action in keeping with the established Human Resource policies and procedures.
    • Conducts monthly and other ad hoc meetings with staff supervised.

Required Skills

  • Expert knowledge of laws, regulations governing Immigration, Citizenship and Passports in Jamaica
  • Detailed knowledge of the policies, procedures, controls for Immigration, Citizenship and Passports in Jamaica
  • Good knowledge of international best practices in the areas of Immigration, Citizenship and Passports
  • Working knowledge of relevant computer applications and systems
  • Excellent oral and written communication skills
  • Excellent leadership, decision-making and problem solving skills
  • Excellent interpersonal skills including handling conflicts, and providing coaching and counselling

Qualifications

  • Master’s Degree in Public Administration, Management, or equivalent qualifications
  • Ten (10) years related experience at the managerial level, of which at least five (5) will be in a senior management post.
