
Director Human Resource Management and Development (GMG/SEG 3)
Summary
The incumbent is responsible for providing leadership for human resource activities to ensure high quality staffing and retention of college personnel. Also, for recommending, formulating and implementing legally sound and effective human resource management programs, policies, and practices. The incumbent is also responsible for the strategic planning and implementation of human resource programs to include professional and auxiliary staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and benefits, health and safety and liaising with Trade Unions to maintain harmonious working relations and environment. This position reports to the Principal. 💰Basic Salary: $5,198,035 JMD per annum in the salary scale, payable monthly.
Responsibilities
- • Initiate, recommend, formulate and implement legally sound and effective human resource management programs, policies, and practices.
- • Design and revise, where applicable, part-time contracts for faculty and other support personnel working under the structured and non-structured various educational programmes/course (e.g., Adjunct lecturers; accompanists; staff working with the School of Continuing Education & Allied Programmes).
- • Initiate, in consultation with Principal and other Senior Management members, organizational development initiatives.
- • Initiate reviews of established policies in keeping with Governmental changes or instructions from the Board of Management.
- • Investigate grievances and/or complaints from employees for purpose of reaching resolutions that provide a healthy work environment.
- • Develop, administer and/or outsource training programmes to meet the College's needs for a well-trained and efficient staff.
- • Prepares the annual HR Department Report on key activities and outcomes for submission to the Principal and Ministry of Education, Skills, Youth & Information.
- • Initiate, develop/organize and execute staff welfare, wellness, occupational health and safety programmes geared at ensuring that issues that may impede staff performance and emotional health are appropriately managed.
- • Develop recruitment and retention strategies for college personnel.
- • Develop/revise, implement and administer a Performance Management system and attendance policies throughout the College.
- • Liaise with the Pensions Branch, Ministry of Finance & the Public Service -Teachers Services Commission, Ministry of Social security, and National Housing Trust regarding Provident Fund, Pensions, National Insurance and other benefits administered by these bodies.
- • Develop and monitor the annual budget for the department.
Qualifications
- • B.Sc. degree in Human Resource Development, Human Resource Management or the Social Sciences, majoring in Human Resource Management and Industrial Relations with at least five years' experience as a HR practitioner at a middle or senior level, ideally in the Government Service.
- • Comprehensive knowledge of the six functions of human resource management and development.
- • Comprehensive/Working knowledge of Staff Orders and Public Service Regulations, Education Regulations (1980), Labour Relations and Industrial Dispute Act, Pensions and National Insurance provision and their relevant changes; New Laws on Labour Relations; Reports from I.L.O. meeting and conferences; The result of research in the field of human relations and other relevant Acts governing the work environment.
