Summary

The Senior Director of Regulatory and Government Affairs exercises leadership within the sphere of assigned markets, and helps to shape thought and policy, and influence key parties whose decision making may or can impact CWC’s operations. In addition, the role will be responsible for promoting good relationships with regulatory stakeholders in assigned countries, and for working closely with the local management of CWC’s business units to ensure that CWC’s regulatory and government affairs agenda is advanced before relevant authorities. This will require monitoring and advising on regulatory obligations, preparing or supervising the preparation and submission of reports to local regulatory authorities, in compliance with regulatory obligations, and advising on requirements for licensing, numbering, spectrum and pricing by CWC business units in assigned markets. The role will be responsible for maintaining CWC’s registry of key regulatory stakeholders, and will develop, design and implement an agreed regulatory and government affairs action plan for relevant markets. This role will be required to prepare reports for senior management, including the Chief Legal Officer, on regulatory issues being managed, advising on risks associated with new regulatory initiatives by local authorities, and assist CWC business units to achieve optimal outcomes in regulatory and or Government proceedings, which are likely to have an impact on CWC’s operations in market. The role will be responsible for developing and implementing CWC’s regulatory strategy across assigned markets, and will play a key role in engaging with Governments, regulators, public authorities, legal counsel and regional institutions to advance CWC’s government affairs objectives. The role may be required to engage with organizations in the Caribbean and internationally, which have a mandate on telecoms related issues, to ensure that CWC’s strategic objectives are being achieved.

Responsibilities

Accountabilities and duties of the position may change and develop over time as CWC is a dynamic and growing organization, but will include the following:

  • • Lead, develop and execute LLA’s regulatory and government affairs strategies and tactics
  • • Design and execute a focused strategic advocacy plan for priority issues critical to our business interests, ensuring we are able to compete effectively in a rapidly evolving technology marketplace
  • • Advise and coordinate the development of company views on Telecoms policy matters, including preparing summary materials and regularly reporting to the CEO of assigned markets and senior executives of LLA.
  • • Align with T&I and Strategy teams to develop spectrum acquisition and repurposing and execute regulatory matters
  • • Develops, build and expand relationships with public officials and other influential policy makers in assigned markets
  • • Work collaboratively across markets and other teams to develop and grow strategic policy initiatives for the benefit of the company and its interests
  • • Track policy and legislative developments at local, regional and international level in order to identify and create strategies to address regulatory and public policy threats and opportunities
  • • Represent the company before external constituencies, including elected officials and other government agencies, commissions and authorities, and organize and represent the company at public and community events and other external functions
  • • Respond to and monitor resolution of escalated complaints from government authorities
  • • Be a spokesperson at regulatory industry events in a way that represents the company’s views and interests.
  • • Monitor, review and ensure CWC remains in compliance with regulatory obligations in assigned markets;
  • • Maintain and promote strong and effective relationships with Government and Regulatory stakeholders;
  • • Monitor, maintain, and review CWC’s registers of regulatory contacts in market;
  • • Prepare and maintain a regulatory road-map outlining regulatory issues being managed, and prepare reports to senior management as needed on the progress of these matters;
  • • Develop and execute a regulatory strategy designed to support CWC’s commercial objectives in the markets;
  • • Advise CWC’s local operations as well as senior management of LLA on regulatory initiatives or developments likely to have an adverse impact on operations in the market and design and execute strategies to mitigate the impact of such measures;
  • • Produce inter alia, letters, compliance reports, applications, and consultation responses, within tight deadlines at a consistently high quality;
  • • Negotiate, influence, and manage major policy and regulatory initiatives whether advanced by CWC or directed at CWC by Government;
  • • Work seamlessly within a multicultural environment and within teams, and effectively operate with employees at various levels of the organization, including senior executives and other senior managers;
  • • Communicate clearly, concisely, and appropriately to both internal and external audiences;
  • • Demonstrate excellent written and oral communications skills; and
  • • Exhibit excellent and broad knowledge of the telecommunications and ICT industries and as well as a keen interest in evolving technology.

Required Skills

  • • An ability to ensure CWC remains compliant with all local regulatory requirements in assigned markets;
  • • An ability to ensure that CWC maintains good and strong relationships with key Government and Regulatory officials in market;
  • • An ability to ensure CWC remains abreast of and has taken appropriate steps, to mitigate regulatory and other policy proposals, likely to have an adverse impact on local operations.
  • • An ability to maintains close relationships with country General Managers and local regulatory personnel
  • • An ability to develop and maintain effective work relationships with team members to achieve shared objectives.
  • • Provide detailed and accurate reports, briefings and verbal or written explanations of current or past regulatory issues and public policy risks impacting the business to senior executives with minimal notice or on demand.
  • • Strong collaboration skills, including ability to work effectively with colleagues that are not direct reports.
  • • Leadership skills, including ability to advance company interests in venues that require consensus building.
  • • Flexibility and creativity in problem solving, particularly in negotiations with government officials and agencies.
  • • An ability to build and maintain relationships with various levels of government officials, other key stakeholders and industry groups.
  • • An ability to analyze and understand business impact of proposed legislation and regulations at country, operating company, and LLA levels.
  • • Excellent written and verbal communication and presentation skills.
  • • The ability to positively influence management on the conclusions driven from the regulatory and political analysis.
  • • Possession of broad knowledge of the region’s reality, history and trends.
  • • The capacity to connect with a broad group of people, from Presidents and Prime Ministers and Regulatory technical officials and policy technocrats.

Qualifications

  • • An undergraduate degree is required. A law degree or equivalent graduate level degree is preferred but not essential.
  • Knowledge & Experience:

    • • At least 15 years post-graduate experience working in a relevant field with at least 3 years’ experience working in the telecoms industry;
    • • Expertise in spectrum, spectrum management and or spectrum engineering would be an asset;
    • • Candidates with an undergraduate degree in a relevant field (business, engineering, communications, economics, finance, international relations, etc) with extensive experience in senior roles or several years’ experience working in the telecoms or ICT related industry would also be considered;
    • • Knowledge and experience of cultural, constitutional and legal traditions of English-speaking Caribbean jurisdictions where CWC operates would be an asset.
