
Director, Project Monitoring and Evaluation (GMG/SEG 3)
Summary
Under the direction of the Senior Director, Project Management and Coordination, the Director, Project Monitoring an Evaluation, has the responsibility to monitor and evaluate ongoing and/or completed projects to determine if project objectives are met. This includes whether projects are on schedule, within budget, as well as quality control issues. The Director, Project Monitoring and Evaluation also provides technical advice, guidance, and support to strengthen the monitoring and evaluation of projects, programmes and initiatives within the Ministry and its portfolio entities. The Director is required to develop surveys, studies, evaluation reviews, output reports, value for money audits, in terms of Return on Investment (ROI), both economic and/ or social benefits. Salary Range: đź’° $5,198,035 to $6,990,779 JMD per annum
Responsibilities
Management/Administration:
- • Participates in the formulation of strategic business, operational plans and budget for the Division.
- • Develops, targets, objectives, activities, systems and procedures for the effective management of the Branch.
- • Formulates policies, plans, and guidelines for the work of the Branch.
- • Develops operational, work plans and budgets for the Branch ensuring that staff members are effectively utilised, and productivity is maximised.
- • Plans, organises, and manages work assigned, develops work schedules, programmes, work activities and recommends improved methods and changes as required.
- • Manages the approved budget for the Branch ensuring that all expenditures are documented and accounted for according to Government of Jamaica (GoJ) guidelines.
- • Monitors the implementation of the plans and programmes for the Branch to ensure that work is carried out as planned and within budget.
- • Ensures compliance with laws, regulations, policies and procedures governing activities and the operations of the Branch.
- • Undertakes necessary assessments and plans and organises training sessions and developmental workshops on Branch functions and activities.
- • Participates in monthly, quarterly, annual performance review and reporting meetings for the Branch.
- • Prepares and submits reports and other documents as required.
- • Represents the MCGES at meetings, conferences and other fora and makes the necessary presentations as required.
Technical/Professional:
- • Develops a monitoring and evaluation framework and implements tracking system for projects.
- • Develops data collection instruments, surveys, and other tools relevant for analysing and reporting results.
- • Collects and validates data on projects to inform decision making.
- • Develops dashboards and prepares progress reports on various projects.
- • Monitors and evaluates projects and identifies trends in performance.
- • Conducts risk and impact assessments.
- • Identifies and evaluates risk response options and provides the Head with information to enable sound risk response decisions.
- • Collates and analyses performance data on projects within the Ministry and across the portfolio entities.
- • Provides information on and makes recommendations to improve the performance of projects across the division and across the portfolio entities.
- • Monitors compliance with agreed project milestones, targets and programme objectives.
- • Establishes guidelines for the development of performance indicators.
- • Conducts performance reviews of projects against their plans.
- • Documents and shares lessons learned for the improved effectiveness and efficiency of projects.
- • Directs the conduct of the return on investments (ROI) to determine the economic and/or social value of projects.
- • Evaluates on-going and completed projects and the documentation of lessons learned in order to - (i) facilitate the decision-making process of project stakeholders including donors and national partners; (ii) provide key stakeholders with information needed to guide the project strategy towards achieving set goals and objectives; (iii) provide early warning of activities and processes that need corrective action; (iv) help empower project partners by creating opportunities for them to reflect critically on the project’s direction and decide on improvements; (v) build understanding, motivation, and capacity amongst those involved in the project; and (vi) assess progress to enable reporting requirements to be met.
- • Monitors the evaluation process to ensure that; (i) internationally accepted best practices and solid ethical principles are adhered to; (ii) the evaluation process is an inclusive and participatory exercise that is receptive to stakeholder feedback on factual inaccuracies while maintaining total independence; (iii) draft evaluation reports are circulated among key stakeholders to facilitate input for a balanced perspective; and (iv) reports are prepared for donors and other relevant stakeholders.
Required Skills
Technical:
- • Excellent knowledge of Project Management principles and practices

- • Excellent knowledge of return on investment (ROI) and cost benefit analyses.

Qualifications
- • Postgraduate Degree in Management/Business Administration, Statistics, Public Administration, or related discipline.
- • Certification/Training in Project Management principles, practices, techniques and methodologies
- • Certificate/Training in Human Resource Management/Supervisory Management
- • Five (5) years’ work experience leading, conducting and/or overseeing formal monitoring and evaluation activities
