Summary

Reporting to the Parish Engineer, the Maintenance Supervisor (SOG/ST 5) and in conjunction with the Maintenance Officer (SOG/ST 4) is a mid-level management position and is:- Responsible for overseeing and coordinating all aspects of preventative and corrective maintenance activities within the Spanish Town Hospital, including planning schedules, assigning tasks to maintenance staff, managing inventory of spare parts. Ensuring compliance with safety standards, and reporting on maintenance operations. Leads the maintenance team in the performance of all preventative maintenance, minor and major repairs, and service functions at the Spanish Town hospital. Undertakes complex mechanical and electrical activities on a wide variety of systems, components/equipment and structural facilities related to maintenance. Provides advice and guidelines on matters concerning a wide range of maintenance problems within the Hospital.

Responsibilities

  • Management/ Administrative:

    • • Assists the Engineer in the development of the Operational Maintenance Plan for the hospital
    • • Prepares Individual Work Plans in collaboration with Supervisor
    • • Prepares and signs Individual Work Plans in collaboration with direct report
    • • Ensures that policies, regulations and standards are adhered to in the conduct and maintenance contracts and assignments
    • • Reviews and recommends payment vouchers and certificates of payments for satisfactory completion of work done at the postal facilities as assigned
    • • Provides technical advice to the Postal Branch Managers and Staff
    • • Develops and maintains collaborative working relationships with the Postal Branch Managers and Staff
    • • Prepares and submits Progress and Performance Reports
    • • Keeps abreast of continued development in the field
    • • Plans, co-ordinates and monitors the implementation of Maintenance Programme
    • • Recommends changes to the programme as a result of budgetary and other changes
    • • Recommends and seeks approval as necessary for the engagement of to undertake minor repairs and maintenance activities in keeping with guidelines and standards
    • • Supervises minor repairs and maintenance contracts assigned and ensures that work orders are completed
    • • Assists in drafting bills of quantities and provide input to contract documents for minor extensions, renovations and repairs.
    • • Assists in the conduct of site visits to ensure that work is carried out in accordance with specifications and within agreed time frame; reports breaches or delays to the Engineer; ensures the maintenance of proper inventory controls for parts and material
    • • Supervises preventative maintenance on all types of electromechanical electrical equipment; ensures that faults are corrected in keeping with schedule
    • • Ensures prompt response to emergency calls for repairs and maintenance issues at the hospital
    • • Ensures that all electrical equipment and fixtures, appliances and electro mechanical issues are dealt with
    • • Ensures the proper scheduling of work and that faults with mechanical and electrician equipment are entered and discharged in keeping with schedules
    • • Manages the distribution of material and spare parts for activities in the hospital
  • Human Resource Management:

    • • Manages the welfare and development of direct reports through the preparation of Performance Appraisals and recommendation of required Training and Development Programmes
    • • Provides leadership to direct reports through effective objective setting, delegation, and communication processes
    • • Provides guidance to direct reports through coaching, mentoring and training, providing assistance and support as needed
    • • Ensures that training and other needs of direct reports are adequately identified and addressed
    • • Ensures that direct reports are aware of and adhere to the policies, procedures and regulations which affect the unit
    • • Participates in the recruitment of direct reports for the Department
    • • Recommends Vacation Leave for direct report in keeping with established Human Resource policies
    • • Recommends/ Administers disciplinary action in keeping with established Human Resource policies.
    • • Any other related duties assigned by Maintenance Engineer.

Qualifications

  • • Heart Level 3 Certificate/Diploma/Certificate in Electrical Installation from a recognized institution
  • OR
  • • Diploma/ Certificate in air condition and refrigeration repair and installation from a recognized institution
  • OR
  • • Diploma/ Certificate in electromechanical engineering from a recognized institution
  • PLUS
  • • A minimum of ten (10) years experience in a similar capacity
  • • Any other combination of equivalent qualification and experience

Additional Information and Instructions

  • Working Condition Associated With Job:

    • • Required to work beyond normal working hours and at irregular hours, as necessary to meet critical time deadlines.
    • • Utilization of heavy duty and power equipment as the need arises
    • • Exposure to high voltage equipment and feed
    • • Required to work on feet for extended periods of time.
    • • Required to lift or move heavy equipment/ appliances
    • • Utilizes heavy duty and power equipment as the need arises
    • • Broad based knowledge of electromechanical equipment used in the health sector
    • • In-depth knowledge of region's maintenance standards and procedures
  • This job is satisfactorily performed when:

    • • An effective programme for training and certifying Electromechanical Technicians is developed and implemented
    • • Objectives are met on a timely basis
    • • Operational efficiency is achieved.
