Summary

Under the direction of the Deputy Chief Executive Office, Operations, the Director of Citizenship Services is responsible for leading, strategizing, and managing the organization's citizenship services organizational unit and is responsible for ensuring efficient and effective delivery of citizenship services, providing exceptional customer service to citizens, and overseeing the development and implementation of citizenship policies and procedures. The Director of Citizenship Services will collaborate with internal and external stakeholders to ensure compliance with all relevant laws and regulations regarding citizenship applications. đź’°Salary: $7,716,512 JMD per annum

Responsibilities

  • Technical/Professional:

    • • Develop and implement policies and procedures related to citizenship applications and processes.
    • • Maintain up-to-date knowledge of immigration laws, regulations, and requirements pertaining to citizenship.
    • • Supervise and guide a team of citizenship officers in reviewing and processing citizenship applications.
    • • Collaborate with other Organizational Units within the PICA to ensure seamless coordination of services.
    • • Establish and maintain effective working relationships with key stakeholders, including government agencies, community organizations, and legal professionals.
    • • Monitor and evaluate the effectiveness of citizenship programmes and services.
    • • Prepare and present reports on the status of citizenship operations and metrics.
    • • Provide guidance and support to officers in handling complex cases and issues.
    • • Ensure compliance with legal and ethical standards in citizenship operations.
    • • Review and analyze citizenship applications for accuracy and completeness.
    • • Ensure that appropriate background checks and verifications are conducted for all citizenship applications.
    • • Collaborate with legal experts to address complex legal issues and provide guidance on citizenship matters.
    • • Monitor and manage the workflow of officers to ensure timely processing of applications.
    • • Collaborate with IT Organizational Unit to ensure efficient utilization of technology in citizenship processes.
    • • Stay updated with changes in citizenship laws, regulations, and procedures and disseminate information to the team.
    • • Address complaints and appeals related to citizenship decisions.
    • • Represent the PICA in citizenship-related hearings and legal proceedings.
    • • Develop and implement strategies to promote public awareness and education on citizenship processes and requirements.
    • • Collaborate with marketing and communications teams to develop citizenship-related promotional materials.
    • • Prepare and manage the budget for the Citizenship Organizational Unit.
    • • Collaborate with research and policy teams to develop evidence-based policies and processes.
    • • Participate in cross-functional teams and committees to contribute to broader organizational objectives.
    • • Ensure data integrity and security in the management of citizenship records and information.
    • • Liaise with external agencies and organizations to exchange information and coordinate efforts related to citizenship.
    • • Develop and maintain productive working relationships with relevant government departments.
    • • Collaborate with finance and procurement teams to ensure effective resource allocation for citizenship operations.
    • • Stay updated with best practices and advancements in citizenship services and implement relevant changes.
    • • Prepare briefings and presentations on citizenship matters for senior management and government officials.
    • • Represent the PICA in national and international fora related to citizenship.
    • • Undertake regular audits and quality assurance activities to ensure compliance with standards and regulations.
  • Management/Administrative:

    • • Contributes to the development of the Unit’s Operational Plan and Budget.
    • • Prepares and submits performance and other reports relating to the achievement of targets for the PICA as required and ensures timely submission of all documents/information requested.
    • • Maintains quality customer service principles, standards and measurements for the PICA.
    • • Develops Individual Work Plan based on strategic alignment with PICA’s Corporate/Operational Plan.
    • • Represents PICA at meetings, conferences and other fora as needed.
  • Human Resources:

    • • Ensures the development and welfare needs of staff supervised are identified and addressed.
    • • Monitors and evaluates the performance of staff supervised and recommends corrective actions where necessary.
    • • Provides leadership and guidance to staff supervised through effective planning, delegation, communication, training, mentoring and coaching.
    • • Identifies training/development needs of staff supervised and makes recommendations as required.
    • • Establishes and maintains a system that fosters a culture of team work, employee empowerment and commitment to the Citizenship Services’ goals.
    • • Develops staff in line with organisational goals to deliver effective promotion and communication service.
    • • Fosters an atmosphere of trust, high ethical and confidential standard.
    • • Ensures that staff supervised is aware of and adheres to the policies, procedures and regulations which guides the operations of the PICA.
    • • Recommend leave for staff supervised in keeping with established Human Resource policies and procedures.
    • • Participates in the recruitment of staff for the Organizational Unit, and recommends promotion where necessary.
    • • Recommends disciplinary action in keeping with the established Human Resource policies and procedures.
    • • Conducts monthly and other ad hoc meetings with staff supervised.
  • Other:

    • • Performs other related duties that may from time to time be assigned.

    • • Proficiency in data analysis and reporting.
    • • Experience in developing and delivering training programmes.
    • • Familiarity with the principles of project management.
    • • Knowledge of budget management and financial reporting.
    • • Proficient in using various software applications, including spreadsheets and presentation software.
    • • Strong knowledge of the PICA’s policies and procedures.
    • • Understanding of the Data Protection Act, policies and procedures.

Qualifications

  • • Master’s degree in a relevant field such as Public Administration, Social Sciences or Law, or a related discipline.
  • • Minimum of 10 years’ experience in managing citizenship services or immigration programmes including at least 5 years in a leadership role.

    • • Duties will be performed in an office equipped with standard office tools and specialized software.
    • • The environment is a fast paced production setting with ongoing interactions with other employees who may be located in close proximity.
    • • Meeting tight deadlines which will result in high degrees of pressure is a common feature of the job.
    • • The incumbent may be required to work beyond normal office hours from time to time
