Summary
Reporting to the Director, Air Traffic Management (DATM) the incumbent is responsible for directing and monitoring all operations at the air traffic services unit located at the Sangster International Airport including the implementation of strategic plans to ensure the efficient provision of air traffic control and flight information services in accordance with international standards and local procedures and regulations as well as unit administration in accordance with the relevant provisions. The office holder is also the JCAA's representative at the facilities in the area with responsibility for all assets .
Responsibilities
- • Direct and monitor the activities of staff at the Air Traffic Services Unit to ensure efficiency in the provision of Air Traffic Control (ATC) services.
- • Oversee the training and development of air traffic control personnel assigned to the Sangster International Airport Control Tower.
- • Develop and implement a Quality Assurance Program for the Unit in keeping with established procedures and guidelines; incorporate quality related activity as a part of the way things are done.
- • Ensure the proper maintenance of navigation and communication equipment at the Control Tower and navigation sites.
- • Ensure the proper maintenance of the cottages and associated compound at the staff quarters.
- • Maintain an up-to-date collection of procedural manuals, charts and other documents for reference. Ensure that new civil aviation procedures and regulations are communicated to staff.
- • Collaborate with personnel representing the operators of the airport and other agencies on civil aviation matters. This includes ensuring that the airports' facilities are safe for aircraft.
- • Take the required action in the event of incidents/accidents involving aircraft. This involves
- • Participate in investigations of breaches of local regulations by aircrew.
- • Perform watch-keeping duties in the Control Tower, as necessary.
- • Respond to queries from pilots and provide general assistance to aircrew as required.
- • Check daily and monthly statistics on aircraft movement for completeness and submit to Head Office on a monthly basis.
- • Check and certify staff claims for payments and maintain staff records.
- • Conduct aerodrome inspection as required and submit reports to the DATM.
- • Develop the Unit's input to the Corporate Plan, Operational Plan and Budget.
- • Prepare the required weekly, annual, quarterly and monthly reports.
- • Manage the performance of staff under supervision and prepare work plans, annual and interim performance reports.
- • Grant sick, casual or lieu-day leave and recommend the grant of vacation leave in accordance with the JCAA's policy/Conditions of Service.
- • Perform other related collateral duties required, from time to time, by the DATM.
Required Knowledge, Skills and Competencies
- Non-Technical:
- • Well developed supervisory skills
- • Good human relations skills
- • Ability to lead and motivate staff
- • Sound knowledge of Microsoft Suite and other relevant software
- • Sound conflict resolution skills
- • Ability to communicate effectively orally and in writing
- • Ability to effectively manage crisis situations
- • Good co-ordination skills
- Technical:
- • Sound knowledge of local and international civil aviation legislation and procedures
- • Working knowledge of budget preparation and control
Preferred Qualifications
- ★ Bachelors Degree in Management Studies, Business Administration or equivalent; and
- ★ Five (5) years’ experience as Approach Controller; and
- ★ Holder of an air traffic control licence with ratings for Approach and valid rating for Aerodrome control;
- ★ Experience as an ATC Supervisor and Area Controller would be an asset
- ★ Holder of a current class 3 medical assessment
