Summary

Under the direction of the Deputy Chief Executive Office, Operations, is, responsible for overseeing and optimizing the efficiency and effectiveness of the Passport Services Unit. This role involves strategic planning, operational management, and continuous improvement of passport services to ensure compliance with regulations, accuracy, and timeliness in service delivery. đź’°Salary: $9,401,821 JMD per annum

Responsibilities

  • Technical/Professional:

    • • Develops and implements strategies to streamline and optimize the passport services processes.
    • • Oversees the timely and accurate issuance of passports to eligible applicants.
    • • Ensures compliance with all relevant laws, regulations, and standards related to passport issuance.
    • • Collaborates with internal stakeholders to improve the efficiency of the passport
    • • Develops and implements procedures for the secure storage, retrieval, and disposal of passport-related documents.
    • • Oversees the Document Management and Logistics Manager in managing the flow of passport applications and supporting documents.
    • • Ensures the accuracy and completeness of all document management processes.
    • • Implements best practices for document storage, retrieval, and archiving.
    • • Leads cross-functional teams to address operational challenges and drive continuous improvement initiatives.
    • • Develops and delivers training programs for staff involved in passport production, identity verification, and document management.
    • • Stays abreast of industry trends and best practices related to passport services and identity management.
    • • Provides regular reports to senior management on key performance indicators and operational metrics.
    • • Collaborates with the Deputy CEO of Operations to develop annual budgets and resource allocation plans for the Passport Services Unit.
    • • Advocates for resources and support to enhance the capabilities of the passport services
    • • Leads by example and foster a culture of teamwork, collaboration, and excellence within the Passport Services Unit.
    • • Drives innovation and continuous improvement in passport services operations through collaboration, creativity, and strategic planning.
  • Management/Administrative:

    • • Contributes to the development of the Unit’s Operational Plan and Budget.
    • • Develops Individual Work Plan based on strategic alignment with PICA’s Corporate/Operational Plan.
    • • Represents PICA at meetings, conferences and other fora as needed.
  • Human Resources:

    • • Ensures the development and welfare needs of staff supervised are identified and addressed.
    • • Recommend leave for staff supervised in keeping with established Human Resource policies and procedures.
    • • Participates in the recruitment of staff for the Organizational Unit, and recommends promotion where necessary.
    • • Recommends disciplinary action in keeping with the established Human Resource policies and procedures.
    • • Conducts monthly and other ad hoc meetings with staff supervised.
  • Other:

    • • Performs other related duties that may from time to time be assigned.

    • • Familiarity with IT systems and software used in passport production.
    • • Ability to interpret and analyze data for decision-making purposes.
    • • Strong financial acumen for budget planning and monitoring.
    • • Familiarity with the principles of project management.
    • • Knowledge of budget management and financial reporting.
    • • Proficient in using various software applications, including spreadsheets and presentation software.
    • • Strong knowledge of the PICA’s policies and procedures.
    • • Understanding of the Data Protection Act, policies and procedures.

Qualifications

  • • Master’s degree in a relevant field such as Public Administration, Social Sciences or Law, or a related discipline.
  • • Minimum of 10 years’ experience in a management role including at least 5 years in a leadership role.

Additional Information and Instructions

  • • Duties will be performed in an office equipped with standard office tools and specialized software.
  • • The environment is a fast paced production setting with ongoing interactions with other employees who may be located in close proximity.
  • • Meeting tight deadlines which will result in high degrees of pressure is a common feature of the job.
  • • The incumbent may be required to work beyond normal office hours from time to time.
