
Investigation and Enforcement Officer (Level 6) – Eastern & Western
Summary
Under the direction of the Director Operations, the Investigation and Enforcement Officer is responsible for supporting the Investigation and Surveillance Organizational Unit in conducting thorough investigations and surveillance activities to ensure the integrity of passport, citizenship, and immigration processes. The role requires the incumbent to assist the Senior Investigation and Enforcement Officer in carrying out essential administrative and operational tasks related to investigations and surveillance. 💰Salary: $5,198,035 JMD per annum
Responsibilities
Key Outputs:
- • Assistance in conducting investigations into fraudulent passport, citizenship, and immigration activities provided.
- • Relevant information and evidence collected and analyzed.
- • Support in surveillance operations to identify and prevent illegal activities provided.
- • Assistance in conducting interviews with individuals involved in suspicious activities provided.
- • Detailed reports on investigation findings and surveillance activities prepared.
- • Collaborate with law enforcement agencies and other relevant departments on investigation matters nurtured.
- • Participation in task forces or joint operations with external partners undertaken.
- • Assistance in gathering intelligence through various sources to identify potential risks provided.
- • Records of investigations, surveillance, and related activities maintained.
- • Preliminary research on new or emerging trends in passport, citizenship, and immigration fraud undertaken.
- • Assistance in training sessions for staff on investigation techniques and surveillance procedures provided.
- • Regular reports and briefings to senior management on intelligence findings and operational activities provided.
- • Individual Work Plans agreed.
Technical/Professional:
- • Conduct background checks on individuals using appropriate databases and resources.
- • Assist in surveillance operations, including monitoring and documenting activities of interest.
- • Assist in executing search warrants and other authorized operational activities.
- • Support in the collection and preservation of evidence during investigations.
- • Participate in undercover operations to gather information and evidence as required.
- • Analyze financial records and transactions to identify suspicious activities.
- • Assist in analyzing and interpreting complex data to uncover potential patterns or trends.
- • Conduct interviews with witnesses, suspects, and other relevant individuals.
- • Prepare and present evidence in court or during administrative hearings.
- • Collaborate with forensic experts to analyze and interpret forensic evidence.
- • Assist in the execution of raids, arrests, and other law enforcement activities.
- • Conduct research and analysis on emerging fraud techniques and countermeasures.
- • Assist in coordinating with international law enforcement agencies on cross-border investigations.
- • Maintain strict confidentiality of sensitive information throughout the investigation process.
- • Assist in developing strategies to enhance the effectiveness of investigation and surveillance activities.
- • Conduct regular audits of internal processes and procedures to identify potential vulnerabilities.
- • Provide support in conducting risk assessments and implementing appropriate mitigation measures.
- • Assist in developing and delivering training programmes on fraud prevention and detection.
- • Participate in interdepartmental and cross-functional meetings and initiatives.
- • Assist in drafting and reviewing investigation-related policies and procedures.
- • Stay updated on technological advancements and tools relevant to investigation and surveillance.
- • Assist in budget planning and tracking for investigation and surveillance activities.
- • Maintain a professional network with relevant industry professionals and counterparts.
Management/Administrative:
- • Ensures that the work of the unit is documented
- • Develops individual Work Plan.
- • Prepares and submits activity reports as required.
Human Resources:
- • Maintains a system that fosters a culture of team work, employee empowerment and commitment to the Division’s goals.
- • Fosters an atmosphere of trust, high ethical and confidential standard.
Other:
- • Performs other related duties that may from time to time be assigned.
Required Skills

- • Knowledge of passport and immigration laws, regulations, and procedures.
- • Proficient in conducting investigations, including evidence collection and witness interviews.
- • Familiarity with enforcement actions and associated legal processes.
- • Understanding of data protection laws and maintaining confidentiality of sensitive information.
- • Proficient in the use of relevant technology and software applications.
- • Knowledge of emerging trends and technologies in investigation and enforcement.
- • Experience with interpreting and applying laws, regulations, and policies.
- • Familiarity with inter-agency coordination and working with other law enforcement agencies.
- • Strong knowledge of the PICA’s policies and procedures.
- • Knowledge of the Data Protection Act, policies and procedures.
- • Proficiency in the use of relevant computer software and computer applications.
Qualifications
- • Bachelor of Science degree in Criminal Justice, Law Enforcement, or a related field.
- • Minimum of 5 years of experience in passport and immigration enforcement or related field.
