Summary

The main responsibility of the Utilities Officer (Level 4) is to monitor and implement measures for the efficient use of energy and water and to ensure that all bills including CUG’s are paid on time. The incumbent also maintains a database of utility usage, generates, dispatches and follows-up on bills due and generates reports on Agency performance as required. 💰Salary: $2,803,771 JMD per annum

Responsibilities

  • • Inputs data and maintains the Utilities Database
  • • Monitors the distribution of Tax Withheld Certificates for Utilities vendors
  • • Ensures that vendors are in receipt of current Tax Withheld Certificate
  • • Follows-through to ensure timely payment of utility bills to vendors to prevent loss of service
  • • Tracks consumption levels/volumes and rates per unit for electricity, water, telephone, cable and internet, mobile services and reports on consumption patterns monthly
  • • Investigates consumption variance to identify root causes and, recommends corrective action as appropriate.
  • • Drafts conservation programmes and initiatives for the evaluation of the Office Services Manager
  • • Spearheads the implementation of approved initiatives/programmes to conserve utilities and costs
  • • Administers the Closed User Group contracts, monitoring mobile service standards, contract termination dates, and amenities within the plans as required
  • • Distributes mobile phone instruments to approved end users, ensuring that end-users sign in agreement to the terms and condition of their access to the service
  • • Follows-up with end users to ensure that bills are certified and submitted for payment and that personal bills are paid by them
  • • Requests the provisioning of services such as internet, call plans/limits for all Agency approved end users
  • • Arranges for the repair and replacement of handsets within the policy guidelines
  • • Updates and circulates internal CUG listing to all staff
  • • Administers the internal CUG policy
  • • Performs any other related duties assigned from time to time

    • • Sound knowledge of relevant computer applications and systems, including Microsoft Office Suite
    • • Ability to communicate effectively both orally and in writing
  • Technical:

    • • Ability to work with a variety of office equipment.
    • • Working knowledge of the GOJ Procurement Guidelines

Qualifications

  • • Diploma in Business Administration or equivalent
  • • Two (2) years related experience.
