
Manager Talent Acquisition
Summary
This individual will oversee all TA programs/projects to ensure recruiting processes are aligned with Legal, Business Controls, and Corporate Guidelines. This also includes ensuring these processes align with and support the policies and programs of the greater HR organization.

The below describes but is not limited to the main duties and responsibilities in your role:
As an integral part of the recruiting leadership team, this incumbent will:
- • Provide support to internal Talent Management and the Talent Acquisition team by creating processes and leading execution around technology, metrics and analytics, and reporting to support our ongoing Talent initiatives.
- • Collaborate with the recruiting team to identify opportunities to streamline current processes and provide the tools, resources, and support necessary for hiring incredible talent.
- • Partner with Talent Leaders across the organization to provide oversight and understanding of all tools and processes from requisition creation to new hire onboarding.
- • Interlock with key HR functions such as Compliance, Mobility, Payroll, Compensation, Immigration, HRIS, and Legal.
- • Provide leadership over all operational aspects of TA solutions, including third-party service delivery with the Applicant Tracking System (ATS), Career Websites (Buyer), and Job Boards.
The Talent Acquisition Operations Manager is also responsible for:
- • Ensuring all TA processes and procedures are 100% compliant with all government requirements.
- • Reporting to the Director of Talent Acquisition.
- • Focusing on the design, strategy, building, and execution of the programmatic and analytical pieces of the staffing function.
- • Working hand-in-hand with the Director of Talent Operations to re-engineer programs for change management and efficiency improvement.
- • Manage numerous projects in a dynamic environment, ensuring and communicating clear prioritization to the Talent Acquisition team.
- • Create TA processes and roll out programs focused on delivering efficiency and a great experience for candidates, recruiters, and managers.
- • Ensure consistency, quality, and compliance while identifying opportunities for process improvement within the TA lifecycle.
- • Responsible for the accuracy of employee data and paperwork requirements within the applicant tracking system.
- • Train new employees on the use of the applicant tracking system.
- • Provide ongoing guidance and mentorship to the Talent Acquisition team through regular meetings and communication.
- • Serve as SME for all hiring/onboarding requirements internally and externally.
- • Project manage key initiatives and improvements within talent acquisition, leveraging best practices.
- • Build strong relationships with TA leadership and recruiters to align on operational goals.
- • Drive and lead change efforts by building awareness and support with critical stakeholders and business partners.
- • Manage relationships with HRIS and payroll systems and processes.
Monitor and manage Talent Acquisition compliance requirements, including but not limited to:
- • Data privacy laws and regulations
- • Workplace accommodation
- • Equal opportunity
- • Onboarding documents/policies
- • Legal requests/escalations
- • SOX audits
- • OFCCP/FCC regulations and reporting
- • Serve as the primary liaison with internal clients to ensure a responsive, communicative, and service-oriented TA Operations.
- • Monitor and manage TA vendors to ensure service delivery and performance meet expectations.
Responsible for enhancements and maintenance of the Applicant Tracking System, including:
- • Recruiting workflows
- • Candidate application process
- • Data consistency checks
- • Automation
- • System configuration
- • Compliance reporting
- • Communications
- • Form completion
- • Onboarding paperwork
- • Identify new opportunities to improve quality and streamline operational initiatives for hiring and onboarding.
- • Implement innovative recruitment tools and processes.
- • Integrate new and/or existing systems to reduce manual processes and improve hiring for recruiters, candidates, and employees.
- • Provide support for recruiting systems, interfaces, and operational programs (e.g., background checks, assessments, HRIS).
- • Facilitate ongoing training and communication on system functionality, upgrades, and improvements to ensure adoption and full utilization.
- • Create Quick Reference Guides on TA processes for the TA team and stakeholders.
- • Develop and manage recruiting metrics and dashboards; use analytical data to improve TA program effectiveness.
Maintain reporting for key TA metrics such as:
- • Time-to-fill
- • Source of hire
- • Open requisitions/headcount
- • Serve as SME and central point of contact for all Talent Acquisition questions and issues; analyze data and troubleshoot problems.
Required Skills
- • Deep understanding of HR processes in large organizations.
- • Ability to manage multiple enterprise-level programs through the full project life-cycle, from socialization of concept to delivery of product and subsequent training.
- • Proven ability to manage and deliver on multiple projects across clients, time zones, and with competing deadlines in a fast-paced environment.
- • Specialized knowledge in applicant tracking systems, job board & other technology solutions including implementation and integrations to support adaptation to new technology/processes.
- • Strong ability to manage change and process improvement, using data to drive decision-making, and creating solutions for day-to-day problems.
- • Demonstrated understanding of recruiting operating procedures, guidelines, and legal requirements as they apply to compliance in employment practices and applicant tracking; including but not limited to knowledge of EEO, OFCCP, and FCC regulations.
- • Strong leadership skills within a large, complex/matrixed organization.
- • Collaborative leadership style with the ability to influence others into action and to think creatively about solutions.
- • Established project management, organizational, and critical thinking skills.
- • Extensive knowledge of MS Office (Word, Excel, Outlook, PowerPoint) required.
- • Strong analytical ability to evaluate metrics and reporting.
- • Thrives in a fast-paced environment where multitasking and prioritization is necessary.
- • Highly intuitive, able to work well under pressure, independently and with minimal direction.
- • Exhibit confidentiality and discretion in dealing with highly sensitive information.
- • Excellent interpersonal skills; ability to interact and build strong business relationships with all levels of management and employees including external agencies and vendors.
Qualifications
- • Bachelor's degree in Business, Human Resources, or related field.
- • 6+ years of Human Resources experience, Talent Acquisition/Talent Operations related area preferred.
- • Operations experience encompassing analytics, process improvement, system administration, and client and candidate excellence.
- • Experience facilitating/delivering end user training.
- • Experience working in a multi-site client environment.
