Summary

The Clerk of Works, under the general supervision of the Manager, Maintenance and Infrastructure Development, is responsible for monitoring and reporting on all technical matters related to construction works and the recording of related factual data. The incumbent is specifically responsible for overseeing work to ensure the quality of both materials and workmanship is in accordance with design information specified by the MOEY and scheduling and co-ordinating the assignments of contractors for the effective and efficient completion of day-to-day infrastructure and maintenance, operational, and project co-ordination activities in relation to public educational facilities and buildings. đź’°Salary: $2,190,302 - $2,945,712 JMD per annum

Responsibilities

  • Technical/Professional:

    • • Participates in the development of the Capital Works programme documentation and schedules and other infrastructure projects in the Region, to ensure outcomes, timing, budget and other associated objectives are monitored and reported on;
    • • Participates in the establishment and maintenance of a forward infrastructure projects programme for the effective budget and resource planning, aligning with Ministry goals and objectives;
    • • Participates in key stakeholder consultations undertaken for the delivery of infrastructure projects and forward programmes, including the preparation of responses to infrastructure project related correspondence and enquiries;
    • • Liaises with consultants, contractors and the Managers/Co-ordinators/Supervisors/Lead Hands on the status and requirements of various projects, to ensure standards are maintained;
    • • Responds to, investigates and follows up inquiries/requests for service/complaints from the public and senior management;
    • • Participates in pre-construction meetings and attends construction site meetings to provide technical support, ensuring appropriate documentation is developed;
    • • Visits work sites to monitor, evaluate and assess efficiency and progress of work;
    • • Assists in the reviews of drawings and specifications for various projects and ensures alignment with the Bill of Quantities and other documentation, as required;
    • • Participates in the development, co-ordination and implementation of short-term and long-term maintenance strategies and business plans/asset management plans for capital civil infrastructure with the Infrastructure team;
    • • Prepares and submits technical reports on the status of infrastructure projects and activities in the Region on a timely basis;
    • • Reviews the Contractor’s lines and levels and general setting-out for final approval;
    • • Conducts work site inspections on a regular basis (or is onsite full time) to ensure work carried out is to design standards and specifications, correct materials are used, quality workmanship and schedules are being met;
    • • Observes to ensure that material delivered to the site (or those that have been stored) and used by contractors are those specified, or approved substitutes, and that materials are in good condition and free of defects;
    • • Ensures that tests which are required by the Contract Documents are conducted, witnessed and recorded;
    • • Receives samples which are required to be furnished at the job site; records date received and from whom;
    • • Takes measurements and samples on site to make sure that the work and materials meet specification and quality requirements and also meet legal requirements such as health and safety regulations;
    • • Permits the installation of materials and equipment for which drawings are required;
    • • Liaises with architects and engineers, providing feedback and information; acts on behalf of the architect/engineer in respect of site problems and defects in works under construction;
    • • Considers and evaluates suggestions or modifications which may be submitted by the Contractor;
    • • Assists in preparing a defects list and items, and certifies rectification of issues;
    • • Advises when the construction works or sections have been completed and are ready for inspection;
    • • Prepares and submits weekly reports confirming that activities are undertaken;
    • • Issues site instructions, as required, and copies the Infrastructure Development and Maintenance Manager;
    • • Assists the Quantity Surveyor, as requested, in measuring the Works to be used for processing of contractor claims;
    • • Measures and records all variations and claims;
    • • Identifies and advises the Infrastructure Development and Maintenance Manager and Quantity Surveyor of incorrect measurements in the Bills of Quantities;
    • • Assesses and reports on environmental damage adjacent to property which is caused by the works;
    • • Sketches and measures any area required for modification by the Infrastructure Development and Maintenance Manager.
  • Management/Administrative:

    • • Completes/co-ordinates monthly payment certificates and reports for capital projects for acceptance by the Director, Contractor and Subcontractors;
    • • Accompanies visitors on site visits; records and reports the outcome of these inspections;
    • • Convenes meetings with the Contractor's site representatives;
    • • Attends all site meetings convened;
    • • Attends and reports to the Infrastructure Development and Maintenance Manager on all meetings held on the job site;
    • • Maintains, at the site office, all documents needed for the administration of the works;
    • • Maintains records at the site in an orderly manner, as directed by the architect/engineer; includes copies of all correspondence concerning the project, contract documents, construction schedule, change orders, test results, permits, inspection reports, insurance policies, minutes of summaries of meetings, shop drawings, invoices and other applicable documentation; liaises with project officers regarding project documentation requirements;
    • • Records all deliveries of building materials to the site;
    • • Records names, addresses and telephone numbers of all Contractor's key personnel;
    • • Maintains accurate record of all the works carried out and reviews daily returns of Contractor;
    • • Submits weekly progress reports, including photographs of site activities;
    • • Performs any other related duties that may be assigned from time to time

Qualifications

  • • Diploma in Construction Management or equivalent Structural Engineering from the University of Technology or any other recognized tertiary educational institution;
  • • Five (5) years’ experience in a similar capacity on other projects;
  • • Knowledge of Occupational Safety and Health standards.

Additional Information and Instructions

  • Special Conditions Associated with the Job:

    • • Required to travel to and work on construction project sites islandwide which may be dusty and hazardous;
    • • May be required to work beyond normal hours to meet deadlines;
    • • Possession of a valid Driver’s Licence and a reliable Motor Vehicle.
