Summary

Under the general direction of the Director, Project Development and Coordination, the Project Analyst exercises responsibility for project planning and design that ensures that the Government of Jamaica receives value for money, and over time, sustained economic growth and development from all projects approved for implementation. The Project Analyst is also responsible for supporting the Project Manager in identifying and agreeing with stakeholders the scope, methodology and required resources for the assigned projects; and managing the implementation of the approved plans towards achievement of agreed objectives Salary Range: đź’°$4,266,270 to $5,737,648 JMD per annum

Responsibilities

  • • Conducts critical appraisals of projects, policies and programmes submitted for review by conducting careful analysis and consultations.
  • • Assesses project proposals submitted to the Division with a view to determining eligibility for implementation against the agreed standards of the Ministry and makes recommendations to the Director.
  • • Conducts project feasibility studies and evaluates the efficacy of project outputs in meeting identified strategic objectives of the Ministry.
  • • Monitors project targets and performance objectives and provides timely inputs to enhance project coordination and implementation.
  • • Conceptualises and identifies project ideas and programmes for discussion with Director and team members.
  • • Collaborates with other members of the Project Development and Coordination Branch in the planning and development of projects for the Ministry and its portfolio entities.
  • • Liaises with the Ministry’s agencies in the implementation of approved projects and collaborates with the Project Manager and other members of the Division as required.
  • • In collaboration with the Director and the Project Manager, identifies stakeholders, conducts stakeholder analysis, consults with stakeholders in order to gather requirements and manages stakeholder expectations.
  • • Conducts Return on Investment (ROI) to determine the economic and/or social value of projects.
  • • Provides support in the coordination and implementation of projects for the Ministry and its entities.to ensure timely achievement of project milestones and tasks.
  • • Collaborates with the Monitoring and Evaluation Specialist in assessing potential risks and technical challenges and develops appropriate mitigation plans.
  • • Monitors the completion of project milestones against goals and initiates adjustments where necessary.
  • • Documents lessons learned in collaboration with the Project Manager and identifies improvements to inform future projects.
  • • Participates in the establishment and documentation of processes and procedures in respect of project development and coordination.
  • • Participates in the preparation of cabinet submissions, cabinet notes, ministry papers, studies, reports, position papers, briefs and other documents.
  • • Identifies potential gaps and/or obstacles that may cause barriers and so facilitate overall project effectiveness and outcomes.
  • • Identifies and recommends mechanisms to improve systems and processes used by the Branch.
  • • Participates in the development, coordination and implementation of change management and communication strategies.
  • • Assists in the design and coordination of training and development initiatives for the Ministry and its portfolio entities.
  • • Ensures the maintenance of project documentation and other records.
  • • Provides a high level of professional customer service to stakeholders.
  • • Keeps abreast of trends and developments in the project management field and represents the Division at seminars and meetings and provides professional support as required.
  • • Participates in various technical and oversight committees within and outside of the Ministry of Culture, Gender, Entertainment and Sport.

Required Skills

  • Technical:

    • • Excellent knowledge of Project Management/implementation, government accounting, auditing and general financial procedures.
    • • Excellent knowledge of Government procurement and contract procedures.
    • • Excellent knowledge of project appraisal, development funding, implementation procedures and funding agency protocols.
    • • Excellent financial and analytical skills
    • • Excellent report writing skills
    • • Sound knowledge of the GOJ/Ministry’s policies and procedures
    • • Proficiency in use of Microsoft Office Suite and other relevant computer applications and systems

Qualifications

  • • Bachelor of Science degree in Management/Business Administration, or related discipline.
  • • Four (4) years’ experience in a comparable working environment.
  • • Certification/training in Project Management principles, practices, techniques and methodologies.

    • • Required to travel island wide
    • • Extended working hours are expected as well as working on weekends and public holidays.
