
Principal Finance Officer (FMG/PA4/Band 10) - Headquarters
Summary
To provide support and facilitate the smooth operation of the Commission especially as it relates to its accounting functions by ensuring strict adherence to the Financial Administration and Audit Act and Public Bodies Management and Accountability Act, and generally accepted accounting standards, conventions and principles, in the allocation and disbursement of budgetary provisions. 💰 Remuneration: $6,333,301 - $8,617,686 JMD per annum plus applicable allowances.
Responsibilities
Responsibilities include, but are not limited to:
- • Assisting in the development of the Commission's Corporate Plan and providing advice on the financial performance and status of the Commission.
- • Ensuring that budgets and cash flows are prepared in line with the Ministry of Finance's guidelines as well as with the Commission's Strategic and Operational Plans, policy priorities and resource availability.
- • Maintaining control over the level of public expenditure, ensuring that expenditures are kept within budgetary limits.
- • Monitoring the efficient, effective and economical utilisation of assets and other resources.
- • Ensuring the accurate preparation and prompt submission of financial statements to the Auditor General, the Financial Secretary and all other external and internal users.
Required Skills
- • Expert knowledge of generally accepted accounting principles.
- • Expert knowledge of relevant tax laws and regulations.
- • Expert knowledge of the FAA and PBMA Acts.
- • Working knowledge of computer systems.
- • Superior communication skills, both orally and in writing, to a variety of audiences including local, national, regional, and international agency officials.
- • Reasoning Power - ability to make risk assessment of situations, anticipate and solve problems and take advantage of opportunities.
- • Ability to evaluate information and demonstrate sound judgment in decision-making.
Qualifications
- • Master's Degree in Accounting, Public or Business Administration or Management from a recognized Institution; or
- • ACCA or CPA or any equivalent recognized professional qualification in Accounting or Management;
- • Undergraduate Degree in Accounting from a recognized Institution;
- • At least 10 years experience in Government Accounting.
