Summary

The Chief Public Procurement Policy Officer leads the development and the implementation of effective and innovative strategies, policies, regulations and procedures concerning the public sector procurement system in Jamaica. The incumbent is the focal point of negotiations, collaboration and cooperation on public procurement matters on behalf of the Government of Jamaica (GOJ) in relation to its bilateral and multilateral partners, and actively participates in regional and international activities concerning public sector procurement. The incumbent has a responsibility to leads, manage, coach and mentors staff in the Office of Public Procurement, the GOJ’s procurement policy development institution established by The Public Procurement ACT 2015. He/she will provides public procurement policy implementation advice to all public procurement stakeholders including members of the executive branch of government. 💰Salary Range: $9,401,821 to $12,644,404 JMD per annum.

Responsibilities

  • Management/Adminstrative:

    • • Plans, organizes and directs the work of the Office
  • Technical/ Professional:

    • • Develops public procurement policies, strategies, regulations, procedures and tools that are data informed and evidence based;
    • • Promotes and leads a results oriented performance culture for the procurement function across GOJ in the context of the objectives of the GOJ public procurement system;
    • • Provides procurement policy advice, prepare briefs, speeches and position papers to Cabinet, the Minister of Finance and the Financial Secretary;
    • • Provides input and comments on Cabinet submissions, legislation, and policy frameworks for other areas expenditure management;
    • • Collaborates with other GOJ institutions with procurement regulatory competence in order to improve harmonized interpretation of rules;
    • • Creates and implements innovative strategies to manage the country’s procurement system and provide accurate reports
    • • Leads quantitative and qualitative research into matters related to public procurement practice and incorporates results of such research in decision making;
    • • Maintains an information sharing and consultation network between the Branch and the other units with PXPC, and the PEX Division, to ensure effective and timely communication on key issues and co-ordinate the developments in their respective areas;
    • • Disseminates public of the procurement policy framework in a user friendly, coherent and accessible form to secure the effective implementation and discharge of responsibilities in accordance with the Public Procurement Act and its regulations;
    • • Designs and implements effective systems for monitoring and evaluating the public procurement system;
    • • Develops best practices guidelines to ensure the achievement of value for money in procurement;
    • • Negotiates on behalf of GOJ at international and bilateral conferences, including that of the Free Trade Area of the Americas Agreement (FTAA), World Trade Organization Agreement, CARICO- Dominican Republic Free Trade Agreement, and on other occasions as required;
    • • Represents GOJ in regional consultations among CARICOM member states in order to ensure that GOJ’s interests are adequately reflected;
    • • Consults with private and public sector bodies in order to develop national negotiating positions that accurately reflect interests;
    • • Develops an adequate data collection management and reporting system to ensure that international commitments are met;
    • • Oversees the review, preparation and development of all documents related to public procurement including public access handbooks, directives and other mandates governing procurement, standard bidding document, procedural forms and formats and other relevant documents;
    • • Leads the assessment of the public procurement system;
    • • Develops and monitors a system of public sector procurement professionalization including the creation of adequate training standards, competence levels and professional certification for the effective operation of the procurement system public sector wide. Ensure the effective coordination and implementation of GOJ’s procurement professional training strategy;
    • • Oversees the establishment of training standards, competence levels and professional certification requirements which are adequate to ensure the capacity building and professional development necessary for the effective operation of the procurement system public sector wide. Ensures the effective coordination and implementation of GOJ’s procurement professional training strategy;
    • • Represents the Financial Secretary and the MOF&PS as required on Boards and Committees, Liaises with internal and external stakeholders who may have interests in the outcome of said representation;
    • • Serves as a member of various Committees and Technical Working Groups as required;
    • • Advises the Public Procurement Commission in its weekly meetings;
    • • Preforms any other related duties which may be assigned from time to time.
    • • Innovates public procurement practice through the incorporation of information communication technology and other digital government solutions and monitors and improves the function of the Electronic Procurement System;
    • • Develops and publishes a code of conduct for public procurement, and effectively communicates all policies and procedures concerning public procurement;
  • Human Resource:

    • • Provides leadership and guidance to staff members by creating the vision and motivating them towards achieving goals. This should be achieved by coaching, mentoring and training, providing assistance and support as needed;
    • • Provides leadership to staff through effective objective setting, delegation and communication;
    • • Demonstrates and build the highest standards of ethical and moral conduct in order to promote confidence and trust in the output of the OPPP;
    • • Manages the welfare and development of direct reports through performance appraisal, as well as recommendations for training and development programmes;
    • • Promote job rotation within the OPPP in order to enrich and enhance the job experience as well as to motivate staff members towards the process of continuous learning;
    • • Ensures that all staff members have the appropriate physical resources and tools to deliver their output required;
    • • Participates in the recruitment and selection process for all staff members of the OPPP;
    • • Ensures that all staff members aware and adhere to the policies, procedures and regulations of the OPPP and the MOF&PS.

Required Skills

  • • Knowledge of the Jamaican regulations, laws and guidelines related to
  • • the development of public policy;
  • • Excellent knowledge and understanding of GOJ public procurement
  • • policies, procedures and guidelines;
  • • Knowledge of international standards and best practices for procurement
  • • Demonstrated success in research, policy design and reporting as well as proficiency in using technology as a management reporting tool;
  • • Proficiency in the use of computers with knowledge of relevant software applications;
  • • Excellent management, leadership and team building skills;
  • • Ability to work cooperatively and collaboratively with all stakeholders
  • • Project Management skills: able to manage multifaceted projects resulting in measurable success
  • • Excellent analytical and negotiating skills and ability to think strategically
  • • Excellent presentation, oral and written communication skills
  • • Excellent investigative and problem solving skills with the tenacity to do so
  • • Possess high ethical conduct and confirmed integrity
  • • Excellent stakeholder engagement orientation

Qualifications

  • • Master’s Degree in Business Administration or Economics or Public Policy or Political Science or Law or its equivalent from a recognized tertiary institution. AND
  • • Detailed knowledge of regional and international government procurement obligations
  • • Certification in procurement law
  • • Excellent understanding of the public expenditure policy environment, applicable frameworks and the methodologies of public sector modernization and transformation
  • • Six (6) years at the senior management level
  • OR
  • • Bachelor’s Degree in Business Administration or Economics or Public Policy or Political Science or Law or its equivalent from a recognized tertiary institution. AND
  • • Eight (8) years at the senior management level

Additional Information and Instructions

  • Special Conditions of the Job:

    • • This is an office environment with no adverse working conditions, however high levels of stress are expected with this position.
    • • There may also be high pressure when deadlines are to be met
    • • Traveling within Jamaica and external to Jamaica is required
    • • Extended working hours are required
