Summary

The position is responsible for overseeing the compliance, risk and ethics programs in the markets of the operating subsidiaries of Liberty Caribbean (f/k/a Cable & Wireless Communications) and Liberty Networks. The position reports to the General Counsel of Liberty Caribbean and Liberty Networks. The senior manager contributes to our overall compliance and ethics program to ensure we operate ethically in all the markets in his or her operating region. The senior manager will work closely with our General Counsel to ensure the efficient operation of anti-corruption, sanctions, lawful intercept, data privacy, risk management and other compliance and ethics controls established by our parent company, Liberty Latin America, are in place and operating effectively in all Liberty Caribbean and Liberty Networks markets. The senior manager will lead our internal investigations that will require interdepartmental work and cooperation with all other internal teams. The senior manager will also work with our Internal Audit team to develop audit protocols and programs to audit our overall and regional compliance with anti-corruption and other compliance and ethics programs. The senior manager will respond to audit and other requests from and elevate certain ethics and compliance matters to the Head of Compliance and Ethics for our parent company, Liberty Latin America. Although a law degree is not a requirement for the position, the senior director should also have good general legal experience and detailed knowledge of various compliance frameworks such as FCPA, Sanctions, Data Privacy and how to conduct investigations.

Responsibilities

The senior manager will lead our Liberty Caribbean and Liberty Networks compliance and ethics program including, but not limited to the following areas:

  • • Manage anti-corruption, certain sanctions and export control, and other compliance and ethics controls
  • • Manage lawful intercept and data privacy programs
  • • Manage directly and indirectly other personnel responsible for ethics and compliance programs in Liberty Caribbean and Liberty Networks markets
  • • Provide local training on anti-corruption, sanctions and export control, and other compliance and ethics controls
  • • Serve as the key compliance, ethics, and risk official for the operating subsidiary executives
  • • Lead investigations (with outside counsel as needed) to ensure third-party intermediaries or agents comply with policies and applicable laws and regulations
  • • Update and maintain compliance procedures, processes, tracking, and reporting systems related to anti-corruption, sanctions, and export control
  • • Elevate key matters to the Head of Compliance and Ethics for Liberty Latin America; cooperate with investigations, audits, reviews, and other activities
  • • Attend meetings and workshops with other Liberty Latin America compliance and ethics personnel to stay updated on policies and procedures
  • • Partner with cross-functional teams (e.g., procurement, supply chain) to develop and implement compliance controls
  • • Advise the General Counsel and senior leaders on current and emerging risks, and escalate key compliance matters

Required Skills

  • • Excellent interpersonal and communication skills
  • • Ability to develop strong relationships with internal and external stakeholders
  • • Ability to take responsibility and manage projects from inception to operation and continual improvement
  • • Program management experience (desired)
  • • Spanish fluency or knowledge of Spanish

Qualifications

  • • Minimum of ten (10) years’ experience in compliance and ethics, including management of compliance professionals
  • • Bachelor’s degree or foreign equivalent
  • • Experience conducting internal investigations
  • Significant knowledge of:

    • • Anti-corruption laws and regulations (e.g., U.S. Foreign Corrupt Practices Act, OECD Anti-Bribery Convention)
    • • U.S. sanctions and export control laws
